Network Fjord Norway is searching for partners for the IEE project: Implementing Local Climate Plans - Searching for Best Practices in Local Climate Planning and Implementation in Municipalities across Europe About us An established network organization consisting of representatives from five local municipalities, the county administration, Energiråd energy consultants, and researchers from the research institute Møreforsking AS .The network has been in function since 2008, initially developing energy-and climate plans (SEAPs). During 2010-2012, the network has been focusing on implementation; how to exchange plans for action. Our special fields of expertise are energy efficiency management, energy saving technology, and implementing systems for accessing energy data in the municipal housing stock. The group members are highly experienced in municipal and regional planning processes. Project objectives We are looking for European partners in regional/local administration who want to develop and share good examples of local and regional climate- and energy planning and to implement such plans. This exchange of best practice will strengthen the capacity of the local and regional public authorities, and contribute towards reaching EU's energy efficiency targets. Awareness of climate changes and the means to address them on a local level needs to be promoted to local body politicians, local government administrations and to the general public. We believe the main tool to achieve this is by implementing energy and climate change management. Design Phases Pre-assessment phase: The partners will found their project organisation (local energy groups or the like) and carry out initial activities to prepare for collaboration. The main-assessment phase: Consist of different thematic work-packages such as o developing scope statements for climate change o participation in planning processes and implementation of plans o introducing new technology into municipal local administrations The synthesis phase: Consists of different activities on compiling, comparing and mediating best practices as they have appeared through the project. Themes and activities The work packages consist of several activities, workshops between all partners being the main activity. Workshops where the partners share experiences (benchmarking) in search for best practices in areas such as Integration of energy and climate plans in planning hierarchies Degree of political participation in planning process Distribution of responsibility and roles between private, public and civil sector (i.e. governance or government?) Capacity to follow up results from plans into budgets Researchers will facilitate and follow the workshops in order to ensure quality in these collaborative processes, and documentation of the content of best practices. Key results Output Anchoring goals from climate- and energy plans in both local administrations and the general public. Carry out measures according to local climate- and energy plans within partnering municipalities. Fulfil local goals on energy efficiency and renewable energy, and reduction on greenhouse emissions. Increase competence on energy saving technology within partnering municipalities. Increase competence on best practises in planning, energy saving actions, work on changing attitudes towards energy and climate planning etc. Distribute the results to policymaking actors on all levels and sectors within and outside the project. Increased awareness of climate change and efficient energy use.
