Pothole Fund 2014/15 Quarter One Progress Report In the 2014/15 financial year, after a period of sustained extreme weather events, there was a noticeable impact on the rate of deterioration to the public highway. In response to this, and in addition to the LTP maintenance grant, Luton Borough Council Highway Services, (LBC) received additional funding to address this. LTP Maintenance LTP Additional Maintenance Flood Repair Grant Pothole Fund 1,028,000.00 106,000.00 120,725.00 200,018.00 This report addresses the Pothole Fund and how LBC intends to use this grant. The funding received from the Department for Transport has allowed LBC to treat seven additional roads that are showing clear signs of deterioration, which has been accelerated by increased ingress of water into the sub-layers of the carriageway. With increased local funding and additional capital investment from central government, LBC has been able to increase both the level of proactive works as well as reactive works. Many of these roads have previously been patch repaired by LBC, but additional funding has enabled the Council to invest in more extensive repairs of the defective road surfaces which will prolong the integral life of the road surface thus postponing the need for full carriageway reconstruction . There are no residential properties on this section of the road. This is a non-principal road providing direct access from the A505. On-road parking is limited to one disabled bay. Planned Works Carriageway resurfacing of 850m2 of road. Eaton Green Road Surface Type Hot rolled asphalt Road Type Non-principal main Road bounding the Wigmore estate. The road narrows into a country lane where it meets the boundary with Hertfordshire. Planned Works In September 2014 1435m2 of carriageway repairs from its junction with Colwell Rise to the Hertfordshire boundary was completed. Leagrave High Street Surface Type Hot rolled asphalt Road Type Busy arterial route through the Lewsey ward. It is a wide road with dualled sections and areas of lane narrowing with central hatching and pedestrian islands. The road is mainly residential with the majority of properties benefitting from off-road parking. There are two schools on Leagrave High Street, Ferrars Junior School and Barnfield West Academy. Planned Works Carriageway repairs to approximately 650m2 of its junction with Poynters Road. Lime Avenue Surface Type Bitumen macadam Road Type Residential road with the northern section having properties on one side of the road and the Luton & Dunstable Hospital on the other. Most properties have access to off road parking. Planned Works The whole length of the carriageway, 2000m2, will be resurfaced. Linden Road Surface Type Bitumen macadam Road Type Busy non-principal residential road which is also used to access the Marsh Road shopping area and Leagrave train station. Planned Works 526m2 of carriageway repairs from its junction with Dordans Road to its junction with Archway Road. The engineering difficulties will be working near to Archway Road where the carriageway narrows at the railway bridge. Oakley Road Surface Type Hot rolled asphalt Road Type Principal road running adjacent to the Electrolux industrial area and a residential estate with off road parking areas. Oakley Road has always carried higher volumes of HGV type vehicles due to this being the main route to access the Electrolux site. Within the last 10 years the industrial site has been significantly reduced with the surplus land being used for housing. This is a wide carriageway that has been visually reduced with central hatching. Planned Works 1300m2 of carriageway repairs from its junction with Addington Way to its junction Linden Road. Old Bedford Road Surface Type Bitumen macadam Road Type Old Bedford Road runs parallel to the A6 (New Bedford Road) and is a heavily trafficked arterial route running from the town centre to the borough boundary in the north. This junction leads to one of the further education facilities in the town, Luton Sixth Form College, where nearly 2,600 students are enrolled. The mini roundabout at the junction is showing damage where southbound traffic has driven over it. Planned Works 320m2 of carriageway repairs was undertaken in August 2014 at its mini roundabout junction with Bradgers Hill Road.
