PURPOSE OF DIVISION:
Through capacity building and through technical and programme support,
the International Programme Division keeps the organisation focused on
the socio-economic and humanitarian needs of vulnerable people.
The division reinforces IR’s implementing structure to enable these
people and their communities to develop themselves sustainably, and
ensures that the organisation is prepared to respond promptly and
effectively to humanitarian crises.
The division increases the organisation’s ability to tackle poverty by
developing and fostering partnerships and institutional relationships
effectively and proactively, and by ensuring transparent and timely
reporting to the organisation’s donors.
JOB PURPOSE:
The core purpose of this job is to lead humanitarian (emergency) institutional
funding and compliance efforts in the field in the second wave of an
emergency and in the International office. The job holder will review
proposals to ensure quality and compliance with donor guidelines, and will
provide training to field staff and Regional Desk Coordinators to ensure
donor guidelines are understood and followed in later phases of projects.
While deployed as a member of the IR surge team, the job holder will play a
leading role in developing grant application, donor compliance and
communications with key donors such as DFID, ECHO, SIDA, UNICEF,
UNHCR, WFP and CIDA and will follow-up where appropriate at
International Office level. The job holder may be involved in follow-up visits
in later phases of the emergency response to ensure that accountability
systems are properly setup, and that compliance is ensured. The job holder
is IRW’s central contact to a number of key external stakeholders/networks
in the humanitarian sector such as ECHO, DEC and NGO Voice.

KEY WORKING RELATIONSHIPS


Responsible for the engagement with all relevant external humanitarian stakeholders and
umbrella bodies for coordination, institutional funding (incl. UN Clusters, DEC, ECHO.),
policy influencing purposes (VOICE).
Guide and advise internal stakeholders concerning institutional emergency funding
process within IPD (incl. Head of regions / Desk officers, Humanitarian Department),
Finance Department, Field offices
SCOPE AND AUTHORITY
Scope of the role:
Reporting to the Institutional Funding and Relationship Manager, the Humanitarian Funding and
Compliance Coordinator will plan his daily work in an autonomous manner. The individual is
responsible to maintain and improve IRW’s humanitarian funding. The individual will represent IRW
at key meetings with institutional donors and policy influencing bodies, and will ensure that sector
developments are communicated and disseminated within IRW.

The job holder will ensure that emergency proposals/reports that are submitted to key institutional
donors are of good quality, on the ground when deployed, from the International office when not
deployed. He/she will provide training to staff on donor regulations, and develop plans for capacitybuilding of the relevant offices in this regard. As part of the IRW surge team, the individual is
expected to be able to travel abroad at short notice in very difficult environments in order to lead on
the sourcing of institutional funding and ensure the quality of submitted proposals. The job holder
will particularly monitor whether systems being setup in deployment countries can cope with the
scale of the emergency, and will develop with the country director / head of programmes measures
to ensure that donor compliance is ensured during project delivery. Before taking significant
decisions which impact strategically on institutional relationships, the potholder will consult with his
line manager.
Responsibility for resources:
The role is responsible for ensuring that information related to emergency-related institutional
donors is organised and accessible. The role will manage an internal Humanitarian Funding share
point site and be responsible for data related to engagement with these donors. He/She will
coordinate with the Programme Information & System Coordination team for a coherent approach.
Although the role has no budgetary responsibility, he will ensure the quality of documents to enable
the securing of institutional funding. In emergency scenarios, he will directly be responsible for
securing funding within the surge team.
KEY ACCOUNTABILITIES
The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic

Key Accountability 1:
To lead in relation to identified emergency institutional relationships (e.g. ECHO,
DFID RRF, DEC, UN) and provide technical support, information and guidance to
all parts of IRW for funding and compliance:






Responsible for Increasing institutional funding for IRW/field operations in relation to a
portfolio of institutions (ECHO, DEC,)
Represent IRW in relation to identified external networks related to emergencies; develop
and utilise partnerships and relations in relation to core role (e.g., ECHO, WFP, DEC)
Responsible for identifying opportunities and improving quality of submissions to
institutional donors in emergency contexts.
Analyse the external humanitarian funding environment and trends ( incl. developments in
the sector / donor regulations, lessons learned in field deployments) and recommend
appropriate policies, procedures, strategies in order to improve a portfolio of institutional
relationships,.
Responsible for ensuring quality of all submissions (proposals, reports) to DFID Rapid
Respond Funding Facility in close consultation with the head of the humanitarian
department and the relevant Head of Region / desk.

Responsible to assess, analyse and recommend a strategy to ensure field donor
compliance capacity is adequate in relation to a portfolio of institutions
Provide funding and compliance capacity building programmes to field offices and providing
donor compliance technical quality assurance service when submitting proposals and
reports for a portfolio of donors; advise Desk Coordinators and Heads of Region in this
regard.
Contribute to the development and implementation of an effective, transparent and efficient
grant management information system
Contributing to the Head of unit & Head of Department work to ensure that the IRW funding
strategy is in line with the changing trends of bilateral donors e.g. Value for Money,
Accountability and consortia approaches
Ensuring IRW operates to sector wide standards and consistently provides a good quality of
socio-economic development, humanitarian services to both its beneficiaries and donors.
Key Accountability 2:
To lead in mainstreaming accountability (HAP and DECAF) across the IR programmes
in collaboration with Country offices and Regional Desks
 Leading on mainstreaming DECAF accountability across the IR programmes and
reporting to DEC
 Leading on developing and deliver trainings on IR Accountability framework in close
consultation with M&E both in countries and at international office level
 Supporting the line manager on HAP mainstreaming and reporting
Key Accountability 3:
To support the development, implementation and regular review of the units strategy,
work plans, and systems ensuring that:
 Develop an annual work plan, that is in line with IRW international strategy, on how to
maximise the relationship and funding from institutions
 Contribute to the development of the strategy for the department and the unit
 Assure the quality of identified programmes and services.
 Active and continuous monitoring, evaluating, learning and benchmarking within the
unit.
 Produce quarterly plans and reports to line manager showing progress in line with
agreed objectives
 Responsible for maintaining own professional development.
 To undertake any other reasonable duties that is consistent with the job and at its level
of responsibility as and when required by the division director.
 Work with different sections of the organisation to ensure strategic cohesion

Knowledge, Skills and Qualifications

Ability to organise; prioritize and work efficiently under pressure and subject to changing
priorities in difficult environments; meeting deadlines, and using judgement and initiative in
problem solving.
Good understanding of humanitarian interventions and typical stakeholders / donors (DFID
CHASE, ECHO, DEC, UN) and their regulations
Good understanding of accountability standards (HAP, DECAF)
Excellent communication and interpersonal skills
Excellent written and spoken English
Excellent levels of computer literacy (Microsoft office)
Knowledge of project management cycle, including project management tools such as
Logical Framework Approach
Capacity to research and analyse significant amounts of information, report on these in a
synthetic manner, and take sound decisions on that basis where required
Analytical thinking and problem solving skills
Academic degree in relevant field









Experience





Experience working in emergency contexts and difficult situations for an international NGO
Track record in successful institutional proposal writing and reporting (incl. budget
development, monitoring and support of donor audits)
Track record in developing plans and reporting regularly to senior management
Track record in designing and implementing trainings for field offices and others in relation to
donor regulations and accountability standards
Experience in working with multiple internal and external stakeholders incl. institutional
bodies
Personal Qualities
 Ability and motivation to travel internationally at short notice
 Good team work skills with the ability to work with different and sometime conflicting agendas
Desirable
 Project management qualification (PMD Pro, Prince II, PMI)
 Experience in working with, influencing and securing funding from emergency institutions
