(See specifications below). The Liberia Teacher Training Program is an initiative that supports the Ministry of Education (MoE) and university officials in the redevelopment of a cohesive and effective training system to serve Liberian educators. The solar panels will help to support the day-to-day operations of the program. RESPONSE TO REQUEST FOR QUOTATION Submission Guidelines: Quotations should contain detailed product specifications including but not limited to: Price Freight costs. Specify lead time Warranty Information Serviceability in Liberia OTHER QUALIFICATIONS FOR THE VENDOR FHI 360 requests that vendors be able to meet the following criteria when possible: Guarantee the prices for at least 60 day RESPONSE DEADLINE & FORMAT Responses to this RFQ should be submitted by email to: Shawn Utterback at LUtterback@fhi360.org 2 Responses must be received no later than 28 July 2014 – 5:00 pm EST. Quotes received after this date and time may not be accepted and shall be considered nonresponsive. FHI 360 will acknowledge receipt of your quotation by return email. These documents must be received by the time and date stated above. Acknowledgement of receipt of this RFQ and any questions or requests for clarification must be submitted in writing to the same email address no later than 21 July 2014 – 5:00 pm EST. Inquiries and answers to inquiries will be shared with all applicants. No telephone inquires will be answered. EVALUATION Evaluation will be based on the price, availability, delivery time, warranty and serviceability in Liberia. Award may be made to the offeror submitting the RFQ that meets the minimum specification set for in this RFQ. FHI 360 reserves the right to award to one or multiple vendors based on product availability. CONTRACT MECHANISM FHI 360 expects to award a fixed-price purchase order to the responsive vendor whose quote best meets the evaluation criteria described herein. RIGHT TO SELECT/REJECT FHI 360 reserves the right to select and negotiate with those firms it determines, in its sole discretion, to be qualified for competitive proposals and to terminate negotiations without incurring any liability. FHI 360 also reserves the right to reject any or all proposals received without explanation. REQUEST FOR PROPOSAL FIRM GUARANTEE All information submitted in connection with this RFQ will be valid for sixty (60) days from the RFQ due date. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If your firm is awarded the contract, all information in the RFQ and negotiation process is contractually binding. RESERVED RIGHTS All RFP responses become the property of FHI 360, who reserves the right in its sole discretion to: To disqualify any offer based on offeror failure to follow solicitation instructions. FHI 360 reserves the right to waive any deviations by offerors from the requirements of this solicitation that in FHI 360's opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition. Extend the time for submission of all RFP responses after notification to all offerors. Terminate or modify the RFP process at any time and re-issue the RFP to whomever FHI 360 deems appropriate. FHI 360 reserves the right to issue an award based on the initial evaluation of offers without discussion. Award only part of the activities in the solicitation or issue multiple awards based on solicitation activities. FHI 360 will not compensate vendors for preparation of their response to this RFQ. Issuing this RFQ is not a guarantee that FHI 360 will award a purchase order. FHI 360 may choose to award a purchase order to more than one vendor for specific parts of the activities in the RFQ. 3
