Proposed FACS District Leadership Council Restructuring Purpose: The District Leadership Council (DLC) provides leadership in planning and directing Family & Consumer Sciences (FACS) Education in North Carolina. Special emphasis is placed on staff development for teachers and on conducting activities of the Family, Career and Community Leaders of America (FCCLA) within the educational district. Structure Proposal: OLD DLC STRUCTURE NEW DLC STRUCTURE FACS Leadership FCCLA Leadership District Leadership Roles Roles Council Mentor FCCLA Adviser Chairperson Chairperson Competitive Events FCCLA District Adviser Coordinator Staff Development Assistant Competitive Staff Development Coordinator Events Coordinator Coordinator LEA Representative Treasurer* *Treasurer remains in position until he/she either steps down as treasurer or he/she is removed from the position Rational: Streamlining lessens the burden on classroom teachers and eases the task of having to fill so many positions Positions reflect the changes in NC FCCLA policies and procedures, especially since we no long conduct district-level competitive events Allows for flexibility and local variation, regarding the “Teacher Support Coordinator” role Treasurer ensures consistency and allows other DLC members to focus on programmatic responsibilities Responsibilities: Chairperson Serve as leader of the DLC; call and preside at DLC meetings Develop a District calendar by June 30 to include: (1) DLC meeting dates/locations, and (2) FCCLA District Meeting and Competitive Events Training (obtain from FCCLA District Adviser) Plan and preside at District Meeting during CTE Summer Conference in conjunction with the FCCLA District Adviser Be attentive, active, and responsive to District Forum in the FACS Education Moodle PLC Send out electronic (via Moodle) or postal mailings announcing DLC meetings Secure/confirm persons to serve for the upcoming year in all roles; report to NC DPI by May 15 the names, home/school addresses, telephone numbers, and e-mail addresses. Support FCCLA District Adviser in directing the FCCLA District Leadership Meeting and STAR Events Training o Plan and coordinate all general sessions (opening and/or closing), by working closely with the adviser to the state officer, state officer, and district adviser o Secure FCCLA advisers to present STAR Events training sessions; provide them with the resources made available by NC FCCLA Attend DLC Meeting & Training Pre-Session at FACS Summer Conference in July FCCLA District Adviser Assume responsibilities of the Treasurer in the absence of one. Attend DLC meetings called by the Chairperson Prepare proposed yearly budget, which is to be presented at the CTE Summer Conference for approval by the district (this can be done with the assistance of the Treasurer) Plan and direct FCCLA District Leadership Meeting and STAR Events Training o Secure location and report date to DLC Chairperson before June 30 o Develop and maintain registration and attendance documents, establish a registration procedure with the Treasure o Develop a program/agenda o Secure FCCLA chapters to participate in the online projects training, who will then present the leadership workshops at the FCCLA District Leadership Meeting and STAR Events Training, communicate these to FCCLA District Adviser for inclusion in the program o Secure presenter for the Adviser-to-Adviser session (Staff Development Coordinator may be a good candidate) Attend NC FCCLA State Leadership Conference Planning meeting in November/December Assume leadership roles at the FCCLA State Leadership Conference Attend DLC Meeting & Training Pre-Session at FACS Summer Conference in July Staff Development Coordinator Attend DLC meetings called by the Chairperson Reach out to new and lateral-entry teachers especially to provide one-on-one support and encouragement Maintain a list or database of teachers in the district, report to NC DPI Assist NC DPI Family & Consumer Sciences Education Consultants in securing session presenters for CTE Summer Conference Encourage FACS teachers to be FCCLA Advisers Recognize accomplishments of teachers and programs and encourage teacher participation in recognition programs at District Meeting and via District Forum in Moodle (i.e.professional associations, FCCLA, etc.) Promote membership in professional association (NCAFCS & NCACTE- FACS Division) Support FCCLA District Adviser in directing the FCCLA District Leadership Meeting and STAR Events Training o Plan and coordinate the Adviser-to-Adviser session Consider planning a professional development experience/meeting for district in spring, work with NC DPI in advance to secure renewal credit for teachers attending Attend DLC Meeting & Training Pre-Session at FACS Summer Conference in July Treasurer (high recommended) If the District chooses not to include this position on their District Leadership Council, then all below responsibilities fall on the FCCLA District Adviser. This position is a non-rotating position. The individual stays in the position as long as he/she chooses to or they are removed from the position by the NC FCCLA State Adviser. Propose budget, receive & deposit funds, and complete District financial statements (including an end-of-year financial report which is submitted to the State FCCLA Adviser). Serve as account holder for district bank account Work with NC FCCLA State Adviser to ensure you are following proper protocols and tax procedures Turn in to NC FCCLA State Adviser by June 30th a final copy of the year's budget, which must be audited by the District Adviser, the District Treasurer and another member of the DLC. Treasurer can write checks with approval of District FCCLA Adviser, with an official invoice or receipt. Present a financial report at the District Meeting at Summer Conference and DLC meetings. Support FCCLA District Adviser in directing the FCCLA District Leadership Meeting and STAR Events Training o Accept registration payments from chapters and provide receipts o Supervise registration desk o Work closely with District Adviser in budgeting and paying for services/supplies (invoices and/or receipts required) Attend DLC Meeting & Training Pre-Session at FACS Summer Conference in July
