I. RATIONALE
RATIO
The Philippines is known to be one of the most disaster-prone
countries in the world. Its geographic location makes it prone to several kinds
of calamities. It has experienced hazards such as earthquakes, volcanic
eruptions, and typhoons. The impact of these has caused several billions of
pesos in damages. More so, these disasters are coupled with the loss of
human lives and development gains. Because of such, RA 10121 was
formulated and in this, enhancing disaster preparedness has been identified
as a major component in disaster risk reduction and management.
One of the activities identified in the NDRRMP is the conduct of
simulations as a tool to enhance disaster preparedness. DILG in coordination
with OCD were identified as the main implementers of this component. In
response to this mandate, both agencies in partnership with World Food
Programme has conducted both trainings and municipal level simulations
across Sorsogon, Benguet, Laguna, and Cagayan.
The simulation trainings and exercises have produced a pool of
facilitators, from the national, regional, provincial, and municipal levels,
capable of conducting simulations themselves. Furthermore, municipality
disaster preparedness was enhanced through the use of simulations as a
preparedness tool, especially in the wake of the typhoon and monsoon
seasons. Contingency plans were tested and emergency response systems
evaluated and improved. Simulation activities have also become opportunities
to clarify DRRM policies such as the activation of the LDRRM Fund and to
strengthen the organizational structures of LDRRMCs.
As part of a broad disaster preparedness approach to expand and
mainstream simulation activities into additional regions and continue to equip
local DRRM officials with necessary skills, a training course on
LDRRMsimulation facilitation will be conducted for OCD and DILG officials
from the national level, and Regions 6, 11, 4a, CAR, 2, and 5.
II. OBJECTIVES
Upon completion of the course, the participants will be able to:
1. adopt in the LDRRM Simulation Methodology. They will be able to cascade
training down to the local levels. Additionally, participants are expected have

the capability to conduct simulations and thereby use it as a tool for
enhancing the disaster preparedness of a DRRMC.

IX.ADMINISTRATIVE ANNOUNCEMENTS
FUNDING ARRANGEMENT
_____________ will provide funding support for participants which will cover airfare,
accommodation, meals and refreshments during the course. Participants are
responsible for any other personal expenses.
COURSE MATERIALS
All training materials will be available during the course. E-copies of the materials will
also be provided via email.
ACCOMMODATIONS
The accommodations for the participants are arranged at ___________________.
ATTIRE
Participants are required dress in smart casual attire throughout the classroombased lessons during the course. Participants are also required to wear their
Seminar Badges for identification.
COURSE ATTENDANCE
All participants are required to attend all sessions as stipulated in the training
program. No participant is allowed to take leave. Any urgent leave due to unforeseen
circumstances should be directed to OCD Education and Training Division Staff for
the approval of the OIC. Participants who will experience illness should immediately
inform the OCD Education and Training Division Staff for appropriate action.
CERTIFICATION
The Certificate of Completion will be awarded when 100% of attendance is attained.
COURSE APPLICATION
Graduates are expected to conduct LDRRM Simulation Training for Instructors at the
Regional and Local Level. They are also expected to conduct simulations with the
graduates at the local level in their respective municipalities. They will also be the
identified technical support officer for the simulation activities in their regions.
