“Defense R&D and Innovation”, International Workshop Bordeaux, May 28-29 2015 National defense represents a significant share of most OECD governments’ R&D budgets and defense agencies or defense firms play an important role in national innovation policies. Speakers: Historically, defense-related activities have affected innovation in a number of industries, ranging from aerospace to electronics or nuclear energy. However, the scope and nature of these links remain uncertain. Moreover, no consensus view has ever been reached on the overall economic impact of defense R&D. - Keith Hartley (University of York, UK) As of recent, budget constraints and deficit-reduction policies are pushing most Western countries to cut military expenses, including defense-related R&D. - Martin Lundmark (FOI, Swedish Defense Research Agency, Sweden) Within this context, the workshop examines the specificities of defense-related R&D and inventive activities and their relationship with civil innovation. Discussion topics include: the role of defense agencies in National Systems of Innovation; the commercial spillovers of military procurement policies; the effectiveness of R&D subsidies in defense-related industries; the role of military innovation in the development of industrial clusters; and the relationship between academic and military research. - Knut Sogner (BI Norwegian Business School, Oslo, Norway) The workshop is organized by the Chair of Innovation Economics (Bordeaux University) and the Chair of Defense Economics (Military School Paris). Scholarly contributions will be discussed by researchers, stakeholders, and policy-makers, both local and national. These will include the Regional Council of Aquitaine (sponsor of the Chair of Innovation Economics) and the partners of the Chair of Defense Economics (Ministry of Defense, MBDA, Renault Truck Defense, Safran, Thales).
