The post holder may be required to work at any location of the College now or in the future in the evening and at weekends.
To be responsible to the Principal for the strategic management and delivery of the college’s finance and corporate development and ensure that the college secures income required to operate its business.
To ensure that the college has early intelligence to anticipate and respond to the educational landscape within the changing economic climate and to national, regional and local priorities. Ensuring the college is seen as an effective and responsive contributor to the communities it serves.
To lead the college’s operational planning and resource management in order to ensure the effective running of the college’s business affairs and the achievement of the Strategic intentions.
To be an active and effective member of the college’s senior management team and to make a decisive contribution to the corporate development of the college.
To be fully accountable to the Principal and Governing body for finance and key support resources within the remit of the role and provide leadership, direction and support to the teams within those functions.
To deputise for the Principal as required.
To lead and develop the range of college corporate services within the remit of the role currently but not exclusively
–
Finance, Corporate Services (Estates), IT Services, Work based learning, Management Information, Funding, Health and Safety.
To develop the college’s financial plans within guidelines set by the Governing Body and all external funding bodies.
To be responsible for the development and monitoring of the college’s budget and financial forecasts and ensure the completion of statistical returns to the relevant Government departments and other external bodies/agencies.
To oversee the preparation of the College’s revenue and capital budgets for approval by the Governing Body.
To lead on the planning of internal and external audit programmes and advise/recommend to the Audit Committee and
Senior Management Team.
To lead on the management of risk, ensuring risks are identified, mitigating actions are implemented and own the Risk
Register for managing risk.
To ensure that the financial regulations provide adequate regulation and control and that amendments or exceptions are reported to the Employment and Finance Committee.
Role Description 2014
To have responsibility for the management of all best value exercises to ensure that the services provided are fit for purpose and provide value for money. Conduct an annual business review process within the college business planning process.
Manage the relationships with funding agencies, auditors and banks, fostering strong relationships with stakeholders and partners, building the college’s reputation and initiating collaborative projects.
Ensure that the college’s curriculum offer is developed, planned and resourced such that it meets the needs of the learners, employers and fits with the college’s financial plan.
To lead on t he college’s estates/accommodation development strategies.
To attend meetings of the Governing Body and relevant sub-committees and attend and lead on relevant internal working groups and committees as required.
To build, develop and effectively manage the teams within the remit of the role using the college’s performance management system to ensure high performance and business efficiency.
Ensure all employees are fully aware of the college’s financial position and corporate developments.
To represent the college positively and effectively to students, parents, employers, clients and all other stakeholders.
To develop and maintain personal professional standards, integrity and expertise by undertaking relevant CPD.
Children & Vulnerable Adults: safeguarding and promoting the welfare of children and vulnerable adults
Equipment & Materials: the furniture, equipment and consumable goods used in relation to their work
Health / Safety / Welfare: the health and safety and welfare of all employees, students and visitors under their control in accordance with Hopwood Hall College’s safety policy statements

Full accountancy/financial management qualification (CCAB qualified)
Educated to degree level
Relevant experience of Finance and the interpretation of Management Information.
Experience of leadership and management at a senior operational or strategic level.
Experience of leading and managing employees to achieve the highest level of quality and performance.
Proven experience of initiation and development of innovative strategies to maximise organisational performance and achieve/retain an outstanding financial position.
Experience of working effectively through and within teams to achieve strategic objectives.
Experience of being responsible for the management and delivery of significant budgets.
Experience of leading or management successful organisational change.
Understanding of the current FE and HE funding methodologies or the ability to learn and understand these very quickly.
Understanding of the current and future issues which will impact upon FE Corporations or the ability to learn and understand these very quickly.
Understanding of the FE curriculum and a proven ability to achieve institutional strategic intentions or the ability to learn and understand these very quickly.
Excellent communication skills (written, verbal and presentation) and the ability to negotiate effectively.
The ability to develop positive working relationships with individuals at all levels (internal and external) and promote the college in the local area.
