The monthly recycling rate for quarter two (July – September 2014) including Household
Waste & Recycling Centres, Community Recycling Sites and kerbside collections are as
follows:

It has taken longer than anticipated to implement the kerbside recycling service and new
kerbside recycling vehicles to the entire county.
Many of the tasks that must be undertaken to complete the rollout are in depth and
complicated making it difficult to predict definitive dates for completion. There has also
been a significant delay with the delivery of the resource recovery vehicles (RRV’s) (new
recycling vehicles) at the beginning of 2014, with a four month slippage on the delivery of
the first trial vehicle.
Detailed rollout plans are now in place, with a completion for the rollout by the end of
March 2015. All vehicles will be received by end of November and the round redesign and
rollout of these vehicles is well underway across the county. To date, 11 RRV’s are in
operation in Brecon Town, Hay on Wye, Crickhowell, Llandrindod Wells, Welshpool,
Ystradgynlais, Presteigne, Llangammarch Wells and Builth Wells as well as some more rural
areas and smaller villages in the vicinities of these towns.
Dates have been confirmed for the following areas to go operational:

The new RRV’s enable us to collect all the domestic recycling boxes in a particular area,
unlike the two vehicles required at present. This will provide substantial savings as well as
freeing up crew time which will enable us to start expanding our recycling collections across
the rest of Powys.
To allow for the introduction of these new recycling vehicles, the routes are being revised to
make them as efficient and effective as possible. This has resulted in some changes to
collection days in some areas. Leaflets will be delivered to inform residents of these
changes.
Householders are being reminded that due to the changes their collection times may vary
and therefore should ensure that their recycling and rubbish is put out by 7.30am on their
collection day. Crews are unable to return for any waste that has been put out late.

The new recycling scheme will be rolled out to the rural areas in Brecon from the week
beginning 17 November. Affected residents will receive the boxes the week before, along
with a flyer explaining the changes and full details of the new scheme. In some cases there
is a need to change the current collection day:

We would like to remind you that as part of the review of our current collection routes a
number of private lanes/roads have been considered to be unsuitable due to the condition
and/or the limited number of households. Letters will be sent out to affected households
informing them of this change and also that their waste collections will be made on the
council road verge at the end of the lane.

Eight new replacement Council owned 26 tonne refuse collection vehicles (RCV’s) have been
delivered between May and August, with four 16 tonne RCV’s due to be delivered in
October.

The satellite (rural) runs in Welshpool, Brecon, Llanfyllin, Radnor and Newtown will be
undertaken by five ‘narrow access’ vehicles that will be put into operation between January
and March 2015 to serve these areas, dates are still unconfirmed. This will then complete
the introduction of the new scheme to the entire county.

We would also like to remind you that due to the increasing budgetary pressures facing the
council, the Trade Recycling and Waste Service is introducing charges to holiday let owners,
guesthouses, residential homes, campsites or any property used for providing self-catering
accommodation.
Whilst the provision for charging for collection was referred to in the Controlled Waste
Regulations (1992), any ambiguity was removed by the Controlled Waste Regulations (2012)
which expressly classified this waste as commercial.
The new regulations mean that a recycling and waste collection service can still be provided,
but this will incur a charge to recover the substantial costs of landfill and processing.
