The Government of Bangladesh (GoB) raised a Signal 7 warning, alerting people to take shelter in tropical storm shelters and solid mud-brick structures. As a result of the successful early warning, more than 1 million people living in the storm’s path were evacuated to storm shelters leading to a much smaller loss of life than expected. After landfall, the tropical storm quickly weakened and was downgraded to a tropical storm before dissipating over northern Bangladesh. Three coastal districts of Bangladesh: Patuakhali, Barguna and Bhola were the worst affected. The Government of Bangladesh reported 17 casualties as a result of the cyclone with 463,303 people affected. The Government also reported 23,539 totally destroyed and 109,687 partially damaged shelters. Joint Need Assessment (JNA) phase-1 had been taken place immediate after the storm by Humanitarian Coordination Task Team (HCTT). On the basis of JNA phase- 1, approximately 12% schools were non-functional. Among the three affected districts, 28% schools got affected. JNA Phase 1 results indicated that JNA phase 2 can be skipped and Clusters can go for sector specific Phase 3 assessments to be carried out. As per the decision in HCTT Food Security, Shelter, WASH and Education should go for Phase 3 assessment. Small education cluster technical team had been formed and the assessment had been carried out with a certain methodology. The report covers all types of affected educational institutions in those three affected districts. Primarily, it seemed that the impact of MAHASEN was not significant but as time goes on the impact on Education found alarming. 2 Objectives of the Assessment The broad objective of this assessment is to identify MAHASEN’s impact on different types of educational institutions like pre-primary, primary, secondary, higher secondary and also madrasa. 3 Report on MANASEN Need Assessment in Education Sector Education Cluster Bangladesh The specific objectives of the assessment are: to indentify school specific loss and damage and to specify school specific needs to recover 3 Methodology of the Assessment MAHASEN phase-3 assessment was made to identify those affected educational institutes who were unable to mobilize local support and cannot resume regular education without external support. This assessment excluded those schools, though affected by MAHASEN but could manage mobilizing local support and could resume normal education on their own. The methodology of this assessment is quiet simple and precise. This assessment was done over cell phonic communication. The steps are as follows: A questionnaire has been prepared both in Bangla and English and it had been shared with the education cluster members. District Focal points were identified among Education Cluster Partners District assessment team formation and orientation of the tool and methodology. The teams were led as follows: Patuakhali- Muslim Aid; Barguna- Plan with support from SAP Bangladesh and Bhola- BRAC with support from Saint BD. List of affected schools and their contact numbers were collected from district and upazila education authorities Data collection from schools was done over mobile phone by the assessment teams District Focal Points did data inputs and prepared district compiled sheet District Focal Points shared the district compiled sheet with district education authorities for their approval The overall coordination and monitoring was done by UNICEF Barisal divisional office. UNICEF Barisal zone office share all the compiled sheets and data to Save the Children Save the Children and UNICEF cleaned data and segregated compiled information according to the government setup and responsibility to different types of schools (like DPE responsible for all primary schools, DSHE responsible for secondary, higher secondary, tertiary and madrasa institutes, etc.) Save the Children prepared the report 4 Report on MANASEN Need Assessment in Education Sector Education Cluster Bangladesh 4 Findings of the Assessment In total 1369 schools including pre-primary, primary, secondary-higher secondary and madrasas are in need of external support to run normal education in Patuakhali, Barguna and Bhola districts. As mentioned before the number of affected school is much higher than this. But MAHASEN phase-3 assessment on Education excluded counting those schools that could manage recovery on their own. Among the schools are in need of external support 171 are fully damaged and 1198 are partially damaged. The schools are divided into 4 major categories (i.e. pre-primary, primary, secondary and higher and madrasa) and based on those categories the effect of MAHASEN is quantified. The assessment shows the partial and fully damaged school list that need external support and number of affected schools/teacher/students. During this assessment, the issue of disability is considered. The details of assessment findings are as follows: 4.1 Pre-primary schools In Patuakhali, the total numbers of pre-primary schools are 223; among them the affected schools are 41 which are 18% of total pre-primary schools. Among the affected schools that are in need of external support, partial damaged schools are 22 in number and fully damaged schools are 19 in number. The numbers of affected teachers and students are respectively 55 and 1814. Among 1814 students 8 students are with different types of disability. The pre-primary schools in Barguna are highly affected among the three districts. In Barguna, the total numbers of pre-primary schools are 113 among them the affected schools are 88 which are 75% of total pre-primary schools of that district. Among the affected schools, partial damaged schools are 86 in number and fully damaged schools are 2 in number. In Barguna district, 97 pre-primary school teachers are affected which is the highest among the three district. 5217 students are affected in Barguna districts among them 323 students are with different types of disability. Bhola is the second highest affected district in terms of schools. Among those affected schools, the numbers of teacher are 81 and the students are 2509 in number. Among 2509 students, 74 students are with disability. In Bhola, 98 schools are partially destroyed and 7 schools are fully destroyed. 4.2 Primary schools In Patuakhali, the total numbers of primary schools are 860; the affected schools are 101 in number which is 12% of total primary schools. Among the affected schools, 59 schools are GPS (Government Primary School) and 42 schools are RNGPS (Registered NonGovernment Primary School). Partial damaged schools are 73 in number and fully damaged schools are 28. Among 73 partial damaged schools 51 are GPS and 22 are RNGPS. Among 28 fully damaged schools, 8 schools are GPS and 20 are RNGPS. The numbers of affected teachers and students are respectively 465 and 24630. Among 24630 students 70 are with different types of disability. In Barguna, the total numbers of primary schools are 742 among them the affected schools are 314 which is 42% of total primary schools in the district. Among the affected schools that are in need of external support, 133 are GPS and 181 are RNGPS. Among 133 GPS, partial damaged schools are 125 in number and fully damaged schools are 8. Among 181 RNGPS, 16 schools are fully damaged and 165 schools are partially damaged. So in Barguna, including GPS and RNGPS, fully damaged schools are 24 in number and partially damaged schools are 290 in number. In Barguna district, 1507 primary school teachers and 63892 students are affected. Among the affected students 39 are with different types of disability. In Bhola, the total number of primary schools are 1043, among them 144 are highly affected which is 14% of total number of schools. Among those external support needed schools, 67 are GPS and 77 are RNGPS. The numbers of affected teachers in those schools are 734 and the students are 39,325. Among 39,325 students, 864 are with different sorts of disability. In Bhola, 122 schools are partially destroyed and 22 are fully destroyed. Among 122 partial damaged schools, 56 are GPS and 66 are RNGPS. Among 22 fully destroyed schools, 11 are GPS and 11 are RNGPS. 6 Report on MANASEN Need Assessment in Education Sector Education Cluster Bangladesh 4.3 Secondary and Higher In Patuakhali, the total numbers of secondary and higher educational institutions including Madrasa are 471; the affected secondary and higher institutes (excluding madrasas) are 68 in number. Partial damaged institutes are 55 in number and fully damaged ones are 13. The numbers of affected teachers and students are consecutively 882 and 24,172. Among 24,172 students 57 students are found with different types of disability. In Barguna, the total numbers of secondary and higher secondary institutes including Madrasa are 332 among them the affected secondary and higher secondary schools (excluding madrasas) are 119. Among the affected institutes, partial damaged are 107 in number and fully damaged institutes are 12 in number. In Barguna, 1389 teachers and 38,722 students are affected among them 40 are found with different types of disability. In Bhola, the total number of secondary and higher institutes including Madrasa is 510, among them 116 secondary and higher secondary institutes (excluding madrasas) are affected. The numbers of affected teachers are 1000 and the students are 35,254 in those institutes. Among 35254 students, 724 students are found disable. In Bhola, 105 institutes are partially destroyed and 11 are fully destroyed. 4.4 Madrasas In Patuakhali 63 madrasas are in need of external support to run normal education. Among that partial damaged madrasas are 51 in number and fully damaged are 12 in number. The numbers of affected teachers and students are consecutively 910 and 18,885. Among 18,885 students 36 students are found disable. In Barguna, total 97 madrasas are in need of support. Among the affected madrasas, partial damaged madrasas are 83 in number and fully damaged are 14 in number. In Barguna, 1382 school teachers and 19363 students are affected. In Barguna we find 12 students are disables. In Bhola, 113 madrasas are affected. The number of affected teachers are1309 and the students 7 Report on MANASEN Need Assessment in Education Sector Education Cluster Bangladesh are 28,559 in the affected madrasas of the district. Among 28,559 students, 681 are with different types of disability. In Bhola, 106 madrasas are partially destroyed and 7 madrasas are fully destroyed. 5 Identifying Gaps Education Cluster had initial meeting with Directorate of Primary Education (DPE) on the findings of assessment regarding Government Primary School (GPS) and Registered NonGovernment Primary School (RNGPS). DPE principally agreed to support every gully damaged schools with provision of Transitional School following Education Cluster’s Model. But no final decision has yet been taken. No fruitful discussion took place with DPE on partially damaged GPS and RNGPS. Education Cluster is looking for another meeting on this. Education Cluster has sought a meeting date with Directorate of Secondary and Higher Education (DSHE) to share MAHASEN’s impact on Secondary, higher secondary and Madrasa institutes and discuss to find collaborative way to recover those. Based on Education Cluster’s meeting with DSHE and DPE Appeal will be made to mobilize fund for recovering education loss and damages in the worst affected three districts. 6 Recommendations Sufferings of the students and teachers of the affected schools are aggravated by the onset of monsoon. The District Primary Education Officer communicated Education Cluster and requested to manage immediate response since monsoon rain causing serious problem to the affected schools. Based on the situation assessed the following recommendations are made: i) ii) iii) iv) v) Because of the onset of monsoon immediate response is essential Transitional School1 arrangement for 171 all fully damaged schools in Patuakhali, Barguna and Bhola School wise mini project should be designed to recover every partially damaged school where community contribution can be mobilized with the external supports (the number of total partially damaged institutes are 1198). Madrasa schools should receive equal importance. The issue of disability should taken care of with due importance while responding. A school having minimum facilities like class room, WASH and teaching learning materials, to run education as means of education early recovery after destruction of a school in a disaster.
