(Senate Decision No: 02, dated 25.02.2010) ATILIM UNIVERSITY FACULTY OF ARTS & SCIENCES DIRECTIVE ON THE OPERATION AND STUDY OF THE DEPARTMENT OF EDUCATIONAL SCIENCES PART ONE Aim, Scope, Basis and Definitions Aim Article 1- (Amended: Senate Decision No:09, dated 14.10.2010) The aim of this directive is to set out the procedures and principles regarding the aims, fields of activity and duties of administrative bodies of the Department of Educational Sciences which was established as affiliated to the Faculty of Arts and Sciences of Atılım University. Scope Article 2- (Amended: Senate Decision No:09, dated 14.10.2010) This directive covers the provisions concerning the aims, fields of activity and duties of administrative bodies of the Department of Educational Sciences which was established as affiliated to the Faculty of Arts and Sciences of Atılım University. Basis Article 3- This directive was drawn up on the basis of Article 14 of Higher Education Law No. 2547 and Article 13 of the Regulation concerning the Academic Organization in Universities. Definitions Article 4- The terms and abbreviations in this document shall be defined as follows; a) Chair: Chair of the Department of Educational Sciences, b) Department: Department of Educational Sciences, c) President: President of Atılım University, d) The Senate: The Atılım University Senate. PART TWO Aim of the Department, Administrative Bodies and Their Duties Aim of the Department Article 5- The aim of the department is to provide pedagogical formation for students of Atılım University who study in departments related to programmes in the secondary education institutions, and university graduates in accordance with the decisions of Higher Education General Board. Administrative Bodies and their Duties Article 6- Administrative bodies are listed below: Chair of the Department Vice chair of the Department Chair of the Department Article 7- (Amended: Senate Decision No:09, dated 14.10.2010) Chair of the Department who is recommended by the Dean shall be assigned among the instructors of the department for one-year term of office upon approval of the Board of Trustees. A vice chair shall be assigned by the President upon the recommendation of the Chair of the Department in order to assist the Chair of the Department and act for the Chair of the Department. When the term of office of the Department Chair ends or he/she leaves the office, the term of the office of Vice Chair ends, as well. Duties of the Chair of the Department Article 8- The duties of the Chair of the Department are defined as follows: To make sure that students who will have the pedagogical formation meet the requirements of Higher Education General Board, to organize the study programme of the courses of pedagogical formation in line with the decision of Higher Education General Board, to ensure that the courses are thought accordingly, to prepare the course program, to recommend the instructors who will be recruited and assigned to the President, to carry out the distribution of the course load among the instructors, to set up a commission consisting of chairs or vice-chairs of relevant department under the presidency of Vice President who has been assigned to organize the study programme, to apply to the President’s Office with a file including all necessary preparations to be able to receive the permission of Higher Education General Board every time to carry out pedagogical formation education, to prepare academic infrastructure of the study programme, to prepare the annual activity report and present it to the President’s Office, to prepare the certificates of students who have completed the programme successfully. PART THREE Courses, Tuition Fees, Quota, Applications and Registrations Pedagogical Formation Courses Article 9- The courses of the programme are carried out as in the order listed below in line with the decisions of Higher Education General Board. Teaching Technologies and Material Design (2-2) 3 8. Special Teaching Methods (2-2) 3 9. Counseling (2-0) 2 10. Practical Training (2-6) 5 Tuition Fee Article 10- Students who have already registered to the University shall not pay any fee if they want to continue this programme. However, university graduates from Atılım University or somewhere else who want to pursue this programme, and those who are registered in an undergraduate programme of the University and continue this programme at the same time but cannot complete the pedagogical formation programme within the period of study although have completed their undergraduate programme, shall pay tuition fee determined by the Board of Trustees. Quota Article 11- The quotas of students are determined by the Higher Education Board while the permission for the study programme is received by the Board. The quotas are announced at the web site of the University. Applications and Registrations Article 12- Pedagogical formation study programme is conducted upon the permission of the Higher Education Board. Relevant department announces the semesters of study and dates for applications on the web site of the University. Students who fulfill the requirements set forth by the Board are eligible to apply for the programme. (Amended: Senate Decision No:09, dated 14.10.2010) Registrations of applicants who fulfill the requirements set forth by the Board are conducted in line with the quotas allocated. Quotas for pedagogical formation certificate programme for graduate students are as follows: 60% of quota for graduates of Atılım University and 40% of quota for graduates of other universities. If the quota of one group is not filled, remaining part of the quota is filled with students from other group. PART FOUR Attendance, Periods of Study, Course Load, Commission of Education Attendance Article 13- (Amended: Senate Decision No:09, dated 14.10.2010) Students must attend courses, practical courses and examinations. The attendance of students is controlled by relevant instructor. 80% of attendance is compulsory in theoretical and practical courses. Student who does not fulfill this requirement no matter what including disciplinary punishment and medical reports is considered to be failed in the course. Periods of Study Article 14- (Amended: Senate Decision No: 09, dated 14.10.2010) For registered students, pedagogical formation study programme is opened after the fifth semester and is completed in two years (four semesters). For graduate students, it is completed in one year (two semesters). In summer, pedagogical formation study programme can be offered apart from these periods. Course Load, Article 15- (Amended: Senate Decision No: 09, dated 14.10.2010) Course taken within the pedagogical formation study are not counted in the course load of students registered to a department of Atılım University. Commission of Education Article 16- This Commission is composed of chairs or vice chairs of departments whose registered students will study in this programme, under the presidency of Vice President. The Commission assists the Chair of Department of Educational Sciences in organizing the study programme. PART FIVE Examinations, Passing Grade, Disciplinary Procedures, Language of Instruction, Error in Grading, Excuses Examinations and Evaluation Article 17- Midterm, short-term and final examinations consist of the examinations. At least one midterm examination is conducted in each semester. Dates of midterm examinations are announce by relevant instructor in the initial months of the semester at the latest. Dates of midterm examinations can be changed upon the approval of the Chair of Department of Educational Sciences. Final examinations are carried out on dates and in places which have been announced in accordance with the academic calendar which is prepared by Chair of Department of Educational Sciences and approved by the Senate. Passing Grade Article 18- (Amended: Senate Decision No: 09, dated 14.10.2010) General grade of a student is determined by the instructor of the course considering midterm and final examinations, homework and assignments within the semester and attendance of the student. In order to be able to pass a course, students must have minimum 60 out of 100 (1.00 out of 4.00, letter grade D) from that course. Students CGPA must be minimum 70 out of 100 (2.00 out of 4.00) in order to be able to complete the programme and receive the certificate. Disciplinary Procedures Article 19- Provisions of Regulation on Students Discipline of Higher Education Board shall be effective in terms of disciplinary procedures of students who continue pedagogical formation study. Language of Instruction Article 20- (Amended: Senate Decision No: 09, dated 14.10.2010) Language of instruction of courses in the pedagogical formation programme except for English Language Teaching Programme is Turkish. Error in Grading Article 21- Students may raise objection to Chair of Department of Educational Sciences in written regarding their course grade on the basis on error in grading within ten days after their grades have been announced. The objection is reviewed by the Chair and finalized within ten days. Excuses Article 22- (Amended: Senate Decision No: 09, dated 14.10.2010) Students who have excuses because of health or other reasons shall inform the Department of Educational Sciences with a document stating their conditions. The acceptance of their excuses shall be finalized upon the view of the Chair of Department of Educational Sciences and approval of the Dean. Students whose excuses have been accepted shall take excuse examination for the midterm and final examinations which they could not attend. Students who have received medical reports cannot take examinations in dates specified in the reports otherwise the examinations they have taken in these dates shall be considered invalid. PART SIX Miscellaneous Provisions Pedagogical Formation Certificate Article 13-(Amended: Senate Decision No: 09, dated 14.10.2010) Students who have completed the pedagogical formation programme successfully shall be considered eligible to receive the certificates. Certificates shall be signed by Chair of Department of Educational Sciences and Dean of Faculty of Arts and Sciences. Effective date Article 24- This Directive shall enter into effect following its approval in the Senate. Execution Article 25- The President of Atılım University shall execute the provisions of this Directive.
