Re: DOWN’S SYNDROME (EQUALITY OF ACCESS) BILL 2013

Dear TD,
I am writing to draw your attention to the need for specifically allocated resource hours for all
children with Down syndrome attending mainstream primary schools.
Finian McGrath, TD will introduce the above Bill on the 7th February.
The “All Party Group for Supports in Mainstream School for Children with Down Syndrome” is
lobbying for change.
Down Syndrome Ireland is calling on the Taoiseach to allow a free vote on this Bill, and we are
calling on you to support this call and that you will vote in favour of this bill.
Down syndrome is a chromosomal anomaly that affects approximately 120 children in Ireland per
year.
At present, Down syndrome is not listed as a complex, low incidence disorder meaning that some
children with Down syndrome are not entitled to resource hours.
Down syndrome is both complex and low incidence.
Complex: in that it affects every cell in the body, causing multiple disabilities, which can influence
the ability to learn.
Low incidence: in that it affects only one in 546 children. (For comparison, autistic spectrum
disorders affect around one in 100 children. ASD is listed as a low incidence disorder)
This discrimination and inequality needs to be addressed with urgency.
The children's ombudsman report in 2012 highlighted the need to address this situation with
urgency. It is now 2014, and although there is a working group looking at resource allocation, there
has been no change.
I would like you to know of my concerns, and to be assured that you will support Down syndrome
Ireland's call for a free vote, and that you will vote in favour of this bill.
