NFF Coordination Meeting Field Office Location: Reporting Date: Guiuan, Region VIII 16 January 2013 Present:, ACTED, Good Neighbours, IHP, IOM, Internews, MSF, OCHA, OHCHR, Oxfam, People in Need, Plan International, Pulis, RedR, UNFPA, UNHCR, UNICEF, WFP Chair: OCHA The Chair opened the meeting by welcoming the participants. New participants were Penine from UNFPA as well as Vikas Goyal from RedR. Camp Coordination and Camp Management The CCCM Cluster reported that 19 bunkhouses had opened and that IOM and Oxfam were continuing to assess bunkhouses in the province of Eastern Samar. Early Recovery NSTR Education The Education Cluster reported that it had continued distributing activity materials as well as tarpaulins to schools in North and South Guiuan while People in Need was reconstructing 16 schools in the municipality. Simultaneously the marines started rebuilding schools in accordance with the Regional Department of Education. Equally, the Department of Works started coordinating the reconstruction of schools. It was also noted that around 90% of children went back to school. Additionally it was highlighted that the ESSU-Salcedo was in search for a generator. Emergency Shelter The Emergency Shelter Coordinator reported that it continued its support to cocolumber milling in Guiuan, Mercedes and Giporlos. Equally kit distributions were still ongoing in many areas, while transitional shelter activities are going to start soon. The Emergency Shelter Cluster also reported that it continued assessing evacuation centres and stated that out of 41 evacuation centres assessed so far, none was functional. Oxfam announced that it was planning to conduct a market survey on construction materials and invited interested organizations to join conducting the survey. Emergency Telecommunications The Emergency Telecommunications Cluster informed that it is improving the distribution of electricity in Camp ESSU and preparing for a new VSAT. Food Security It was reported that food was distributed today in Mercedes and will be continuing in Balangkayan and Guiuan during the following days. The chair informed the meeting that FAO was to send additional support to the cluster in due time. Logistics The Logistics Cluster reported that there was a continuous high demand for storage room. It also informed that the cargo boat for transportation to the islands being chartered by WFP will start its service in due time and is open to humanitarian agencies. The Logistics Cluster Coordinator informed of the upcoming evaluation (17 January 2014) of the Logistics Cluster and kindly requested organizations’ collaboration on the evaluation. Health The Health Cluster reported that it would scale up support to RHU in terms of additional coldchain equipment (fridges, generators) and was expanding its programme of immunization. Nutrition The Nutrition Cluster reported 30 cases of severe malnutrition being tied to child protection issues. The Nutrition Cluster and Child Protection WG will follow up on the issue. The next Nutrition Cluster meeting is taking place on Tuesday 21 January 2011 at 11 am in Borongan. Protection The Protection Cluster reported that it was going to start supporting the national process on permanent relocation sites. The Protection Cluster also informed the meeting of its Assessment and Monitoring Plan including the work on the Municipality Protection Profile. The Protection Cluster disseminated the Plan widely and encouraged participants to feed back on it. Plan International reported that it had new staff coming in taking the position of Child Protection Coordinator which would subsequently lead to UNFPA and Plan International co-chairing the Child Protection AoR. WASH The WASH Cluster reported that it would start supporting all bunkhouses in terms of water, and and health needs. Oxfam reported that it finished its work in tent city and was supporting water connections for bunkhouses focusing on eleven priority sites. Radio Bakdaw Radio Bakdaw reported on its messaging of cluster key messaging and the advantages of creating feedback mechanisms through those. Radio Bakdaw also informed that it was trying to identify assessments planned within the province and encouraged organizations to share their plans for upcoming assessments in Eastern Samar. Assessments WFP reported that the GIDA report was finalized and ready to be shared. The report recommends joint service deliveries in the uplands isolated areas. WFP prepared a concept note and defined its areas of support based on logistical access, inviting cluster coordinators to collaborate on the issue.
