AP, RS 5th Sept 2014 Poland National Dissemination/Communication Plan for the DEVEA project Fundacja Partnerstwo dla Środowiska (FPdS) – Polish Environmental Partnership Foundation In Poland, there is little emphasis on promoting environmental soft skills and no system for verifying competencies is in place that goes beyond individual employers. Environmental issues are not a priority for public policy, so there are no public-funded interventions aimed specifically at creating green jobs. Currently, demand for green jobs and green competencies is generated primarily by business, especially transnational corporations which are motivated by a need to implement corporate environmental and social responsibility policies. The mission and activities of the Foundation are focused on promoting community-based sustainable development by building partnerships, civil society, proposing new solutions, disseminate best practice and promote environmentally friendly practices. With respect to labour market issues, Foundation activities focus on drawing attention to the business, public and community benefits arising from environmental improvement and the economic benefits of a greener and more sustainable economy. The foundation has no role in providing employability training and support, which is the domain of other training organizations and also the Labour Office. The foundation is focused on promoting and implementing eco-standards. The Developing Employability via Environmental Action project is the third project linking employability issues and environment implemented by Foundation in the past ten years. Implementation of these projects has given the Foundation a better understanding of the situation of the labour market in Poland and the needs of both potential employers and job seekers from the perspective of greening the Polish economy. The Foundation participates on a regular basis in meetings of the Małopolska Partnership for Lifelong Learning, which is managed by the Regional Labour Office. This gives the Foundation access to up-to-date and first-hand information on regional initiatives aimed at counteracting unemployment and improving skills and qualifications of job seekers seeking to improve their employability. With the foregoing in mind, the Foundation plans to use the adapted DEvEA materials and results developed to: 1. Promote the need and benefits of training/coaching related to environmental competencies that link together ‘hard’ and ‘soft’ skills both among educational institutions, training providers, the employment service and among employers, 2. Promote the need and benefits of externally-verified eco-standards in the workplace as benchmarks for identifying, monitoring and realizing environmental benefits among employers, especially among the 200+ businesses, public agencies, NGOs which have verified their environmental performance through eco-certificates awarded by the Foundation. The Foundation will make available the adapted DEVEA materials to at least 20 tutors/support staff operating in organisations cooperating with the DEvEA project for whom unemployed graduates constitute a target group of potential employees. 1 AP, RS 5th Sept 2014 More specifically, implementing the communication/dissemination plan means engaging with the following: EMPLOYMENT SERVICE: On the basis of the DEVEA pilot project in Poland, the Foundation has developed a proposed qualification for verifying soft environmental skills (Environemental Specialist), which is dedicated to those acting as environmental auditors of eco-standards or acting as environmental champions in workplaces that seek to maintain and improve externally-verified environmental standards. The proposed qualification has been included in a pilot scheme to develop experience-based qualifications in Poland, which is organized by the Malopolska Regional Labour Office (part of the Regional Government of Malopolska). Through this pilot scheme, the Foiundation will have the opportunity to develop further and promote the qualification so that it can be adapted more fully to Polish Labour Market. In dissemination terms, the contribution and results of the DEVEA project will be communicated to 22 poviat and local labour offices operating in the Malopolska Region. Thes offices work directly with the unemployed, including the DEVEA target group in Poland (unemployed graduates). This will lead to the adapted materials being adopted by 22 tutors/support staff within 22 organisations working with the target groups for the DEvEA project. HIGHER EDUCATION INSTITUTION: The Foundation cooperates with two Krakow universities: the Tischner European University and the Tadeusz Kościuszko University of Technology. In both cases, the DEVEA-based materials will be disseminated and communicated to students who will be entering the labour market in coming years. As a direct consequence of the DEVEA project, the Foundation has teamed up with the Tischner European University to develop and introduce a ‘green competencies’ into the university teaching programmes. Relevant funding proposals have been developed and the University itself has declared that it will introduce eco-standards into its operations. This will lead to the adapted materials being adopted by 2 tutors/support staff within 1 organisations working with the target groups for the DEvEA project. EMPLOYERS: The Foundation will disseminate/communicate DEVEA-generated training materials to businesses, public agencies, NGOs and other organizations, which have been certified under one or more of the Foundation’s eco-certification schemes (Green Key, Green Office, Blue Flag, Green Shop etc.). Key business partners of the Foundation (who have benefited from promoting and implementing eco-standards) include IKEA, WBK Bank, the National Environmental Fund, Radission Hotels. Employers with a national presence will be encouraged to promote, communicate and adopt the DEVEA-generated training materials to their own needs related to maintaining eco-standards. The Foundation also plans to reach employers through the Association of Environmental and Health and Safety Consultants SEKA and EVACO (a training company focused on the hospitality sector) – both of which are seeking to support and promote eco-standards. The Foundation also provide the training dedicated to create or improve environmentally-friendly attitudes of the certified companies’ employees.DEVEA results will be presented also at the 2014 Annual Meeting of Ecocertified Organizations, which is being organized by the Foundation in November. This will lead to the adapted materials being adopted by 4 tutors/support staff within 1 organisations working with the target groups for the DEvEA project. 2
