FORTH VALLEY NHS BOARD
CONSULTANT IN GENERAL ADULT PSYCHIATRY
Salary - £76,001 - £102,465 (pro rata)

Applications are invited for the post of part-time Consultant in General Adult Psychiatry. This is
a replacement for a vacancy created by service redesign. This is an exciting time in Forth
Valley, giving the postholder the opportunity to develop the service as part of the community
service redesign. The successful candidate will join the north sector area multi-disciplinary
mental health team based in Alloa and will have joint responsibility for providing a
comprehensive clinical service in Forth Valley. You will join a F/T Consultant colleague in one
of the sector Community Mental Health Teams in the North Sector of NHS Forth Valley. You
will provide outpatient care for sector patients with your community based colleagues and the
multidisciplinary team. Catchment area population approximately 26,000. (We are moving
towards Health and Social Care Integration in the community from 2015, which will offer some
further opportunities for more integrated service delivery). Participation in the out of hours on
call rota cover is essential (1:15) pro rata. The appointment will be subject to the terms and
conditions of service of the Consultant Grade (Scotland).
NHS Forth Valley serves the council areas of Falkirk, Stirling and Clackmannan, a population
of 300,000. The area is served by Forth Valley Royal Hospital, where we have our acute
mental health inpatient unit, and four community hospitals. Both Stirling and Falkirk have good
rail and motorway access to Glasgow, Edinburgh and the north. There are excellent sporting
and leisure facilities, along with a wide variety of schooling and housing.
Candidates will be expected to have broad general psychiatry training. Candidates must
possess the MRCPsych or equivalent. Applicants must possess or be within 6 months of their
CCT date or CESR(CP) at the time of interview for the post.

INTRODUCTION TO NHS FORTH VALLEY
NHS Forth Valley is a single, integrated healthcare system comprising acute care facilities and
community based services, which are delivered through Forth Valley Community Health
Partnerships.

NHS Forth Valley is the largest employer in the area, with approximately 8000 staff from a wide

hospital, four community hospitals and fifty-six health centres. Acute Services are based in
purpose built 860 bedded Forth Valley Royal Hospital, which opened in 2011 and provides
inpatient and outpatient services for a population of approximately 300,000.
THE FORTH VALLEY AREA
The working environment is excellent, as is the quality of life that Forth Valley has to offer them
and their families. The area has stunning scenery, such as the Trossachs and Loch Lomond.
It is steeped in history with Callander House in Falkirk, Stirling Castle, Bannockburn and the
Wallace Monument to name but a few of the sites in the area. It also has many cultural and
leisure facilities such as the Falkirk Wheel (the largest canal barge wheel in the world), the
MacRobert Arts Centre at Stirling and the National Sports Academy at Stirling University.
Forth Valley also lies equidistant between Scotland’s two largest cities; Edinburgh and
Glasgow. With their respective airports, both are little over half an hour from most parts of Forth
Valley, on the Falkirk, Larbert and Stirling area lines.
House hunters in the Forth Valley area are spoiled for choice. On offer is a large array of
established and new properties in a variety of attractive settings.
Education in the area is first class, with excellent provision of pre-school, primary and
secondary education. State schools in the area have strong reputations and there is also easy
access to the area’s private schools in Bridge of Allan, Dollar and Crieff.
On the further education front, Stirling boasts an excellent University and access to the
University cities of Glasgow and Edinburgh is easy. There are also further education Colleges
in Falkirk, Stirling and Alloa.
In addition to its scenery, history, culture and shopping facilities, residents in Forth Valley have
on their doorsteps a varied range of leisure and sporting facilities. There are marvellous golf
courses, hills and mountains and everything from sailing and windsurfing.

NHS Forth Valley catchment area covers approximately 1,015 square miles of Central
Scotland. The area includes three major towns namely Alloa, Falkirk and Stirling. There are
expanses of rural countryside with scattered villages and smaller towns.
For some years now, Psychiatry services in Forth Valley have developed along the lines of two
geographical sectors. A North sector including Stirling, West Stirlingshire, Alloa and
Clackmannan and a South sector including Falkirk, Bonnybridge, Denny, Grangemouth and
Bo’ness. These sectors relate closely to local authority areas. Forth Valley Royal Hospital
incorporates acute Psychiatry and some outpatient facilities. The intensive home treatment
team and liaison psychiatry service are also based there.

JOB DESCRIPTION
This is a replacement for an existing post created following service redesign. The post is one
of two consultant community psychiatry posts that cover the Clackmannanshire sector (total
population 51,000). The sector is divided into two areas; (1) the Hillfoots division covering
Menstrie, Alva, Tillicoultry, Dollar and part of Alloa and (2) the Alloa team (the current post
vacancy) which covers part of Kincardine, Clackmannan and the remainder of Alloa. There are
two CMHTs and one Day Unit within the Clackmannanshire sector.
The post holder will have community based duties operating from Clackmannanshire
Community Healthcare Centre in Sauchie. You will be part of a multidisciplinary community
mental health team and a separate Day Unit offering services to adult patients (age 18-65)
within a population of approximately 26,000. The Community Mental Health Team comprises
the post holder, two CPNs and a part-time OT Advanced Practitioner, part-time art therapist
and a part time clinical psychologist.
The Day Unit offers group based programmes for moderate to severe/chronic or complex
disorders for both divisions within the Clackmannanshire sector. It is currently staffed by two
full time and two part time staff nurses, a part time occupational therapist and a part time
nursing assistant. The Day Unit also hosts the sector-wide health maintenance clinic.
The existing post holder and the senior clinical psychologist have set up a specialist
assessment clinic for borderline personality disorder and the applicant would be encouraged to
continue this work. The post holder would also be welcome to contribute to the local CPD
programme for the multidisciplinary team. Mentalisation based treatment supervision with the
consultant psychotherapist is available on site on a monthly basis. You have will access to
junior doctor support, usually a GP trainee.
This post is a General Adult Inpatient and Community Psychiatry post. Inpatients are located
in wards 2 and 3 in the new Forth Valley Royal Hospital. The mental health unit is collocated
with the general hospital, close to the A&E department. There are currently 42 acute open
general adult inpatient beds to cover areawide services and an additional 12 IPCU beds. The
intensive home treatment team and liaison team are located adjacent to the inpatient unit. The
Intensive Home Treatment team (IHTT) is our ‘front door’, who assess all same day emergency
referrals and all referrals for admission to consider alternatives to admission, where
appropriate, and they also work with sector consultants in the IP unit to facilitate supported
early discharge. The post holder will require to work closely with the ward staff re
admission/discharge planning and mental health act duties. There is no fixed bed number
allocated to South Sector as the beds are accessed on a needs led basis and are shared
currently by 5 IP consultants covering the whole of Forth Valley.
You will have responsibility for assessment and treatment of new and follow up patients and
supervision of staff.
Participation in the out of hours on call rota cover is essential (1:15) pro rata. This is on a
second on call non-resident basis. There is a middle grade (ST4-6) rota but this cover is
intermittent and depends on the number of higher trainees allocated to Forth Valley by the
West Deanery. There is a junior doctor on call at the hospital at all times supported during the
day, 7 days per week, by the intensive home treatment team (same day emergency
assessments) and the general adult and old age liaison services.

TRAINING AND EDUCATION
NHS Forth Valley places a high priority on training and development across all staff groups and
strongly supports the continuing medical education programme for Consultants. The new
Learning, Education and Training Centre is located within Forth Valley Royal Hospital.
Forth Valley Royal Hospital provides a free library service to all staff working within the Forth
Valley area. Membership is free and registration is available via the NHSFV library website

The library contains a selection of textbooks, teaching/visual aids and provides computer access
to enable access to the Knowledge Networks collection of free text up to date journals and other
educational resources.
Glasgow and Edinburgh with their Royal Colleges, University medical schools and postgraduate
facilities are in easy reach. There are regular division of psychiatry meetings.
TEACHING, AUDIT AND RESEARCH
The Consultant will be expected within his/her N.H.S. responsibilities, to undertake audit, and to
partake in undergraduate and postgraduate teaching as required. The consultant will be expected
to take an active part in the teaching of psychiatry trainees on placement in the psychiatry service.

CONSULTANT GENERAL ADULTY PSYCHIATRY RESPONSIBILITIES
As agreed with the Associate Medical Director, to provide, with consultant colleagues a
comprehensive Psychiatry service.

As agreed with the Associate Medical Director (Mental Health), to provide with consultant
colleagues a comprehensive Psychiatric service. You will have a responsibility for the
prevention, diagnosis and management of illness, and for the proper functioning of the service;
 Acting as AMP for Mental Health Act work. To carry out Mental Health Act related duties re
patients both in the community and in the inpatient unit.
 To provide cover for consultant colleagues during annual and study leave or at such other times
as agreed with the Associate Medical Director (Mental Health);
 To offer professional supervision, training and appraisal of junior medical, nursing and allied
health care professionals as appropriate so as to enhance role extension and job skills within
the Psychiatric service in order to improve the service provided to patients;
 To motivate staff within the service, through leading by example, and fostering good working
relationships at all levels in line with the principles of the local Partnership Agreements;
 To contribute to developments and initiatives within the service as appropriate and as
requested;
 To undertake teaching, accreditation and examination duties, and contribute to postgraduate
and continuing medical education activity across the Area service;
 To agree and implement an annual medical audit and clinical governance programme with the
Associate Medical Director (Mental Health), in line with the Organisations Clinical Effectiveness
Strategy;
 To participate fully in consultant appraisal and personal development planning activities
 To ensure the efficient and effective use of the Division’s resources;

Participate in 360 degree appraisal and revalidation under new guidance from the GMC
The posts’ requirements will change through time in line with clinical advances and
developments in services provided by the NHS in Forth Valley.

CONTRACTUAL DETAILS
Contracted activities for this appointment will be defined and agreed with the post holder and the
General Manager, CHP services.
The post holder will be professionally responsible to the Associate Medical Director Psychiatry
and managerially responsible to the CHP General Manager.
The Consultants in the department will agree arrangements for cover of duties.
This Consultant post is available on a part-time basis.
The terms and conditions of service applicable to this appointment are the Consultant grade terms
and conditions of service as amended from time to time.
NHS Forth Valley will require each Consultant to agree with the General Manager and Associate
Medical Director, a job plan of fixed and other commitments, which will be reviewed on an annual
basis and revised as necessary to meet the requirements of the local and national service issues.
Consultants will be required to participate in an annual appraisal.
The post holder will normally be expected to reside within 30 minutes travelling distance of Forth
Valley Royal hospital. If NHS Forth Valley Health Board considers that the there is a requirement
for the post holder to relocate his or her home in order to take up the responsibilities of the post,
relocation expenses will be available in accordance with the Board’s Relocation Policy. Support to
the level of 15% of starting salary up to a maximum of £10,000 may be available, subject to the
provisions of the policy.
Formal appointment to this post will be conditional upon satisfactory completion of all preemployment checks, including satisfactory medical screening.
NHS Forth Valley does not negotiate salary placements. On commencement of employment,
salary will be determined in accordance with Section 5 of the terms and conditions of service.
This appointment will be superannuable under the NHS Superannuation Scheme, which is
contracted out of the State Earnings Related Pension Scheme (SERPS). New employees will
automatically be enrolled in the scheme unless they opt out. For further information, please

The employment is subject to three calendar months notice on either side.
The successful candidate will be expected to be registered for CPD with the Royal College of
Psychiatrists and to fulfil requirements for annual certification and for appropriate revalidation. The
service is required to amend this section to reflect the correct details.
Annual leave entitlement is six weeks per year (pro rata for part time post holders), with additional
statutory holiday entitlement as agreed by the Local Negotiating Committee and published
annually.

JOB PLAN
The Consultant appointed would be required in due course to agree a detailed job plan with the
Associate Medical Director and thereafter this will be subject to regular review (at least annually).
The detail of fixed commitments, including any special interest, will need final agreement following
the appointment of the successful applicant. It is expected that initially, 7 programmed activities
per week will be devoted to direct clinical care, with 1 programmed activity for supporting
professional activities (for audit, professional development and appraisal / revalidation). Following
interview, depending on the needs of the service and the attributes of the successful candidates, it
may be possible to negotiate additional SPA time. As this is a P/T post the session not worked in
the week can be negotiated.

The outpatient clinic time includes a combination of face to face appointments and time for clinical
administration at the end of the clinic. If the postholder would prefer to amalgamate administration
in one session and have more appointments per clinic this can be accommodated.

required to remain at your place of work or to remain available to work during this break, other

Pre-Employment Screening
 Criminal Convictions – Protecting Vulnerable Groups (PVG) Scheme
In February 2011 the Scottish Government introduced a new membership scheme to replace and
improve upon the current disclosure arrangements for people who work with vulnerable groups.
The duties of this post requires you to undertake regulated work with children and young people
(individuals aged under 18 years) and/or protected adults (individuals aged 16 or over who is
provided with (and thus receives) a type of care, support or welfare service). Candidates who are
successful at interview for this post will therefore be required to be a member of the PVG Scheme
and consent to NHS Forth Valley obtaining a Scheme Record or Scheme Record Update. Any
