MIWP-14: Theme specific issues of data specifications & exchange of implementation experiences in thematic domains – Status report November 2015 Progress The on-line collaboration platform (INSPIRE Thematic Clusters) was launched in December 2014 therefore has been in use for almost one year. The whole year activity was split into two phases: - Phase 1: January – June 2015 (finished around the INSPIRE Annual Conference) Phase 2: July – December 2015 Phase 1: During the 1st Phase together with nine facilitators we concentrated our effort on how to best set up the platform (its structure), its fine tuning and awareness rising. Also the initial content was published to better attract user’s attention. This phase really culminated during the INSPIRE Conference (Lisbon June, 2015) where set of promotion activities were carried out (e.g. individual thematic cluster presentations, dedicated TC leaflets, TC poster, 3 workshops, 2 overall Status presentations + lots of informal presentations, discussions how to use the platform, how to register etc..). Also in June a selection of nominated MIG-T liaisons took place and as a result the MIWP-14 MIG subgroup has been formed consisting of facilitators, MIG-T liaisons and EC(Chair). Phase 2: The main target of the 2nd Phase has been the content of the platform. The Facilitators were instructed to contact their communities, to encourage users to e.g. contribute to discussion topics, provide good practices examples, share concrete implementation issues etc. As far as the awareness raising activity is concerned, which of course continued from the 1st Phase, two new aspects were introduced: 1) 2) Creation of a list of thematic contact points (experts) in each MS for each of the thematic cluster/group that would be used by facilitators to communicate more effectively the platform activities (news, discussions, change proposals etc..). The facilitators were also encouraged to attend selected thematic conferences/events, not directly INSPIRE related, to actively participate (promote, explain the purpose and use of the INSPIRE thematic cluster platform). At the end of the 2nd phase (with the deadline: 06/11/2015) facilitators where asked to collect, evaluate, describe and register proposals for changes/additions to the INSPIRE technical documentation (if relevant also to the INSPIRE Implementation Rules - legal framework). At the end 72 well described change proposals originated from thematic communities where registered and will be discussed during the MIWP14 Face to face meeting in Rome 30/11-1/12/2015. In summary MIWP14: 1) The overall progress made is satisfactory also taking into account the action ToR and overall cost related to activity facilitation occurring in the platform (cca. 140,000 Euros per year). 2) The tasks defined in both Phases have been completed on-time (taking into account also the upcoming discussion on 72 thematic community change proposals received). Participation See Annex 1 about the use of the INSPIRE Thematic cluster collaboration platform. Running the action – Lessons learned It is clear that selecting facilitators to actively encourage communities to use the collaboration platform for exchanging experience with implementing INSPIRE was a good choice (including financial/technical support provided by EC). The remaining issues are: How to overcome the “mental” barrier to publish an issue/question on the EC platform. Management/registration of cross theme issues/discussion topics. Outlook and planning Based on the statistics of the use of the platform as well as general acceptance by INSPPIRE stakeholders the action should continue also in the year 2016. Proposed “new” tasks (on top of “business as usual”) for the upcoming year 2016 (TBD during the MIG meetings in Rome and at INSPIRE CT): 1) Follow up on the selected change/addition proposals. 2) Continue promoting the platform (its content) during thematic domain events. 3) Organize set of webinars inviting registered cluster members (team building, priority settings, burning issues etc.) 4) Better involve MIG-T experts in the Thematic Clusters discussions (e.g. taking responsibility for cross theme technical issues) 5) Complete the EU network of MS thematic contact points (experts) to support facilitators with their effort to get better input as well as to raise awareness.
