The vision has thoughtfully considered and been partitioned into the three aspects of sustainability (economic, social and environmental). We welcome this approach. However, the environment role excludes key natural capital asset safeguarding over and above those outlined in the vision, namely green infrastructure, landscape character, biodiversity, and climate change adaption through development design. We are, therefore, concerned of the lack of consideration in the vision towards safeguarding those other important natural capital assets through the plan duration and beyond. These are: 1. Air and air quality protection including existing AQMAs and areas of future risk. 2. Water resource provision concern and infrastructure investment and flood protection. 3. Mineral assets safeguarding including potential shale gas resource in the area. 4. Soil and agricultural asset safeguarding particularly grade 2 land. The safeguarding or investment in asset development will be necessary to ensure future development is sustainable and can support the other economic and social needs. The following is unclear from the development plan strategic options and its sustainability appraisal: - - how much green infrastructure is necessary and required to support the development plan and future HMA needs including climate change adaption and flood risk prevention; How much grade 1-3 land would be loss from either of the strategic options; What quantified water resource gap occurs with the proposed development plan; What areas are at risk of worsening air quality or creation of AQMAs particularly along growth corridors; Which, if any, mineral assets are impacted by the preferred options and the size of impact. Including shale gas assets. We recommend and require that these are confirmed and made clear.
