MINISTRY OF AGRO INDUSTRY AND FOOD SECURITY
TERM OF REFERENCE
Global Consultancy Services for the Management, Design and Supervision of a New
Slaughterhouse for Cattle, Pig, Ovine and Rabbit in Mauritius.
1. The Ministry of Agro Industry and Food Security (MOAIFS) intends to appoint
Consultants, either solely or in formed joint ventures/consortium/association of local and
international Consultants for the provision of Global Consultancy Services for the
implementation of the above project, and is therefore seeking Expression of Interest
(EOI).
2. The consultancy firm shall have a multidisciplinary core team comprising Team Leader,
Architect(s), Civil/Structural, Mechanical, Electrical and Environmental Engineer(s),
Quantity Surveyor(s), Slaughterhouse Veterinary Expert, Geologist and
Economist/Financial Analyst. The multidisciplinary team shall be led by the Team
Leader.
3. Objectives:
The main objective of this EOI exercise is to pre-select a maximum of 7 firms who will
subsequently be required to submit bids for the Consultancy Services. The appointed
Firm shall be responsible for the implementation of the project from its inception stage to
its completion and the activities involved include project management, design, tender
documentation, supervision, EIA report, and HACCP Certification.
4. The project shall consist of an abattoir which will comprise the following:






4 separate lines for the slaughter of cattle, pigs, rabbits and sheep/goat/deer;
An administrative block;
Waste treatment plant;
Full implementation of HACCP and EU Norms as per Regulation (EC) No.
852/2004, Regulation (EC) No. 853/2004, Regulation (EC) No. 854/2004 and
Regulation (EC) No. 1244/2007;
Access roads; and
all other ancillary services.
The areas of the proposed slaughterhouse and administrative block will be
approximately 2500m2 and 500m2 respectively.
The project will be funded by the Government of Mauritius. The budgetary estimate is
at Mauritian Rupees 210 million Rupees.

5. Time Schedule
The Consulting Services shall be provided as follows:
i.
Design and preparation of EIA and Tender Documents and HACCP
Certification for approximately 6 months; and
ii.
Construction period for approximately 20 months from the commencement of
the works and 12 months during Defects Liability Period.
6. Eligibility of Applicant
6.1. Consultants including any party to the entity shall provide a detailed history of
project non-performance and reasons thereof, and litigations related to past and ongoing projects giving details of their clients, ground of those litigations and damages
claimed or settled. Any non-performance of project or a consistent and significant
history of litigations resulting in decisions against the Applicant or any Member of a
joint venture may result in rejection of the application.
6.2. Consultants may associate with other Consultants/Firms to enhance their
qualifications and capabilities. In case of a joint venture/consortium/association, all
the Members will be evaluated for the purpose of short-listing.
6.3. In case of joint venture/consortium/association, the Applicant shall specify the Lead
Partner/Firm/Consultant. The Members of a joint venture/consortium/association
shall be jointly and severally liable for the assignment and shall sign the form of
undertakings that they would make themselves available for the implementation of
the project. Interested Firms/Consultants should clearly indicate the structure of their
“association” and the duties of the Partners and Sub-Consultants in their application.
6.4. A Firm shall submit only one Expression of Interest.
6.5. Any change in the structure of the joint venture or other arrangement postshortlisting shall be subject to the approval of the Client. Any change in the structure
of the entity shall be of at least the same level as for the EOI which enabled the entity
(Partner/Firm/Consultant) to be short-listed.
6.6. Applicants shall submit copy of the audited accounts/ financial statements and annual
reports, for the years 2012, 2013 and 2014 to demonstrate the soundness of the
Applicant’s financial position and its prospective long term profitability. Profit
should have been earned for at least one year for the above period.
7. Qualifications of Firm(s)
For this assignment, the Lead Firm in joint venture/consortium/association shall have:
i.
At least 10 years of General Experience; and
ii.
shall have handled at least one Slaughterhouse of similar size and
complexity
Firms not satisfying the criteria 7 above shall not be short-listed.

8. Profile of Consultants/Experts
The Ministry of Agro-Industry and Food Security invites Consultants from Architects’ or
Engineers’ firm to indicate their interest in providing the above-mentioned services.
All Experts who have a crucial role in implementing this project are referred to as Key
Experts.
All Experts mobilized under this contract must:



have excellent communication and analytical skills;
be proficient in report drafting; and
have excellent team working abilities.
Any qualifications, skills and experience stated in the respective CV of an Expert must be
substantiated by supporting documents (with accurate translation into English), such as
copies of degrees or diplomas and Employers' certificates.
The original recent signed CV of respective Key Expert should clearly indicate the start
and end date (month and year) of the assignments completed, and make a link from the
CV to the supporting documents. Number of the reference in the CV should correspond to
the number in the supporting documents.
Each Key and Non-Key Expert should spend most of time input in Mauritius.
Interested Consultants must satisfy the following profile:
Key expert 1: Team Leader
Qualification and skills



Bachelor’s Degree in Architecture or Civil Engineering and Master’s Degree
in relevant field with at least 10 years of professional experience in
Architecture or Civil Engineering in the areas of engineering and / or
architecture design with specific knowledge of slaughtering plants and /or in
food industry complying to HACCP Norms.
Has to be registered with the relevant recognized professional bodies; and
Excellent command of written and spoken English.
Specific professional experience

Experience as Team Leader in at least one project of similar size and
complexity in the areas of design and supervision of slaughterhouse
construction.

Key expert 2: Architect
Qualification and skills




Bachelor’s Degree in Architecture having a minimum of 10 years of
professional experience;
Has to be registered with the relevant recognized professional bodies;
Should have specific knowledge of slaughtering plants and /or in food
industry complying to HACCP Norms; and
Excellent command of written and spoken English.
Specific professional experience

The Architect shall have handled at least one project of similar size and
complexity during the past 10 years and shall have specific knowledge of
slaughtering plants and /or in food industry complying to HACCP Norms.
Key expert 3: Civil / Structural Engineer
Qualification and skills



Bachelor’s Degree in Civil / Structural Engineering having a minimum of 10
years of experience;
Has to be registered with the relevant recognized professional bodies; and
Excellent command of written and spoken English
Specific professional experience

The Structural Engineer shall have handled at least one project of similar size
and complexity during the past 10 years and shall be conversant in design and
construction.
Key expert 4: Mechanical Engineer
Qualification and skills



Bachelor’s Degree in Mechanical Engineering having a minimum of 10 years
of experience;
Has to be registered with the relevant recognized professional bodies; and
Excellent command of written and spoken English.
Specific professional experience

The Mechanical Engineer shall have handled at least one project of similar
size and complexity during the past 10 years; and

Should have specific knowledge of slaughtering plants and /or in food
industry complying to HACCP Norms.
Key expert 5: Electrical Engineer
Qualification and skills



Bachelor’s Degree in Electrical Engineering having a minimum of 10 years
of experience;
Has to be registered with the relevant recognized professional bodies; and
Excellent command of written and spoken English.
Specific professional experience


The Electrical Engineer shall have handled at least one project of similar size
and complexity during the past 10 years; and
Should have specific knowledge of slaughtering plants and /or in food
industry complying to HACCP Norms; and
Key expert 6: Quantity Surveyor
Qualification and skills

Bachelor’s Degree in Quantity Surveying having a minimum of 10 years of
experience;

Has to be registered with the relevant recognized professional bodies; and

Excellent command of written and spoken English
Specific professional experience

The Quantity Surveyor shall have handled at least one project of similar size
and complexity during the past 10 years.
Key expert 7: Slaughterhouse Veterinary Expert
Qualification and skills



Master’s Degree in Veterinary Sciences and at least 10 years of professional
experience in Veterinary Medicine;
Has to be registered with the relevant recognized professional bodies; and
Excellent command of written and spoken English.
Specific professional experience


At least 5 years of specific experience in slaughterhouse management
procedures and operations; and
At least 5 years of specific experience in management and disposal of Animal
by-Products.

Key expert 8: Geologist, Environmental Engineer
Qualification and skills


A Bachelor’s Degree in Geology/Environmental Engineering and a Master’s
Degree in relevant field with at least 10 years of professional experience in
carrying out Environmental Impact Assessment; and
Excellent command of written and spoken English.
General professional experience


At least 3 years of professional experience in the areas of geological surveys
and environmental impact of slaughterhouses or similar industry;
The Geologist/Environment Engineer should have carried a minimum of 3
Environmental Impact Assessments.
Key expert 9: Economist / Financial Analyst
Qualification and skills


A Master’s degree in Economics or Finance; and
Excellent command of written and spoken English.
General professional experience

At least 10 years of professional experience.
Key expert 10: HACCP certification Specialist
Qualification and skills

A Master’s degree in Engineering or Veterinary Sciences, and excellent
command of written and spoken English.
General professional experience


At least 10 years of professional experience in Engineering or Veterinary
Sciences with specific knowledge of slaughtering plants, HACCP and
Regulation (EC) No. 852/2004, Regulation (EC) No. 853/2004, Regulation
(EC) No. 854/2004 and Regulation (EC) No. 1244/2007; and
At least 3 years of specific experience in food certification.
9. Applicants are required to fill in the annexed Application Forms 1 to 5A.

10. Submission of EOI
The EOI and all documentation in a sealed envelope clearly marked: “EOI for Global
Consultancy Services for the Management, Design and Supervision of a New
Slaughterhouse for Cattle, Pig, Ovine and Rabbit in Mauritius –Procurement Ref:
MOAIFS/Q10/2015-2016/EOI” shall be deposited in the Tender Box of the MOAIFS
or by courier (for overseas consultants) at the address indicated below, on or before
Wednesday 30 September 2015 up to 13.00 hours (local time).

11. Prices should not be submitted at this stage.
12. Any queries on the project may be addressed to Mr B.B.S. Lutchmeea at the above
mentioned address and should be submitted not later than 15 days prior to the closing of
this expression of interest exercise.
13. The Ministry of Agro Industry and Food Security reserves the right to accept or reject any
interest expressed and to annul the whole Expression of Interest exercise without thereby
incurring any liability whatsoever to any participant.
