Senior Program Manager - Protection Humanitarian Policy and Practice Team About the Position: Position Title: Position Type: Location: Reporting to: Senior Program Manager, Humanitarian Practice and Protection Full-time Washington, DC Director for Protection Purpose: Efforts to enhance protection of vulnerable populations affected by armed conflict, other situations of unrest and instability, and natural disaster face significant policy and operational challenges. The role of the Senior Program Manager for Protection is to work closely with InterAction members to address these challenges and to provide leadership to strengthen practice in key areas, including through policy and standards development and active engagement with other actors and external fora. Responsibilities: 1. Provide strategic leadership for and manage a new project to develop and promote resultsbased approaches to protection programming in close collaboration with the Protection Working Group and in consultation with other Working Groups and members. This will include facilitating an inter-agency collaborative process to collect and distil good practice, and the development and dissemination of appropriate analytical, program design, and monitoring and evaluation tools and guidance. 2. Support InterAction’s Protection and GBV Working Groups in the development and implementation of their workplans, in particular to pursue and strengthen context-specific policy and practice change, including through research and facilitation of information flow, jointly drafting materials and policy briefs. Take on additional responsibilities to facilitate Working Groups in conjunction with Protection team members, as needed. 3. Facilitate regular and strategic engagement by InterAction members with relevant U.S. government offices and officials and UN entities on thematic and context-specific protection objectives. Foster and maintain successful working partnerships, undertaking outreach to relevant external stakeholders within the US government, UN entities, subject matter experts, and others. 4. Initiate and facilitate efforts to help to ensure that protection considerations are included in relevant context-specific and other thematic policy development and advocacy activities. 5. Undertake field visits, including jointly with InterAction members, to assess humanitarian need and responses in contexts of concern, and develop and pursue recommendations to address protection concerns. 6. Represent InterAction in external fora and inter-agency coordination mechanisms, such as the IASC, the Global Protection Cluster and US government consultations, in close collaboration with InterAction members. 7. Identify critical gaps, barriers, and opportunities to advance humanitarian protection and work closely with HPP team members, Protection and context-specific Working Groups, and other members to address them. 8. Other activities as required by the Director of Protection. Qualifications: Masters degree in a relevant field or equivalent work experience; 5-7 years experience in programs related to humanitarian protection in contexts of armed conflict and/or natural disaster and with international humanitarian response more broadly; Experience in developing and managing multi-sectoral humanitarian programs using a results-based approach; Experience with humanitarian impact measurement a plus; Experience managing collaborative inter-agency program design and/or policy processes; Knowledge of the international humanitarian coordination architecture and the UN system; Knowledge of international humanitarian law, human rights law, and refugee law; Familiarity with current issues related to humanitarian protection and key policy and operational challenges to enhancing protection in practice; Strong research, writing, organizational and verbal communications skills, including presentation experience; Experience and skills in designing and organizing events, such as workshops and policy roundtables; Strong interpersonal skills and experience managing, facilitating and representing the interests of diverse constituencies; Availability for domestic and international travel.
