DEFINITION
Under the general supervision of a Director perform complex accounting, reporting, and/or
budgeting duties in the acquisition and implementation of bond related projects; performs a
variety of the more complex professional accounting duties; leads paraprofessional and clerical
staff as assigned; and performs other related duties as required.
DISTINGUISHING CHARACTERISTICS
This position is distinguished by the requirement to work with the fiscal aspects of bond related
programs with minimal supervision and to exercise independent judgment. Incumbent will assist
the Director and individual program managers in all aspects of fiscal operations of bond
programs and projects.
The incumbent in this position will support institutional effectiveness by ensuring that fiscal rules
and regulations are adhered to in accordance with established District policies. Performance of
duties requires the incumbent to understand and apply federal, state, and District policies and
regulations, California Education Code, and Generally Accepted Accounting Principles (GAAP),
as applies to bonds.
ESSENTIAL FUNCTIONS
 Assist with all aspects of budgeting: development, accounting, reporting and closeout for
bond programs and projects;
 Assist the director in monitoring bond programs and projects;
 Receive and provide fiscal information to and from department staff;
 Monitor and track budgets of bond programs and projects, including direct and indirect
matching funds;
 Maintain accounting records related to bond programs and projects;
 Review and analyze budgetary and financial data;
 Research and report on bond accounting procedures and policies including but not limited to
California Community Colleges’ Budget and Accounting Manual (BAM);
 Develop detailed mid-year and end-of-year accounting reports;
 Gather and compile data for periodic reports, enter data in computer system, and develop
financial reports;
 Create, update, and maintain electronic spreadsheets and word processing documents;
 Analyze and resolve discrepancies in financial data and reports as needed;
 Perform word processing and computer based spreadsheet data entry duties and maintain
accounting records;
 Assist in setting up bond accounts with District personnel;
 Monitor expenditures on assigned bond programs and projects;
 Prepare monthly, quarterly and final financial reports as needed;
 Produce special reports as needed;
 Create and maintain financial and budgetary spreadsheets;
 Assist in the development and review of program financial statements;

Provide assistance and information required to develop and interpret bond budgets,
including requisition preparation for availability of budget and the appropriateness of charge
codes;
Review and code purchase orders, invoices, check requests and other forms and
documents of a financial nature;
Create budget transfers in consultation with the director and program managers;
Research and assist in resolving discrepancies related to financial data, activity and reports
as needed;
Evaluate compliance with applicable laws and regulations;
Comply with and assist others in complying with regulations and audit procedures;
Assist in the establishment of formal accounting controls, policies and procedures;
Conduct budget management training for bond program managers, as needed;
Provide information to District staff regarding bond accounting policies and procedures;
Assist in the development of the bond program budgets for the director;
Review, compare and contrast budgetary and financial data;
Project annual bond proceeds and expenditures; monitor and confirm funding availability
and compile periodic budget revisions;
Review and report to administration bond project, grant, and categorical supported income
and expenditures;
Work well independently and in a team environment;
Strong organizational skills in setting up and maintaining current and future filing systems;
Ability to maintain a high level of confidentiality with sensitive information; and
Perform other related duties as required.
QUALIFICATIONS
Education:
Required
 Associate degree and two years of accounting or finance experience; or, in the absence of
an Associate’s degree, four years of accounting or finance experience.
Preferred
 Bachelor’s degree in business administration, accounting or closely related field.
Experience:
Required
 Must be proficient in the use of current technologies, personal computer, and associated
office software such as word processing, spreadsheet, and internet applications.
Preferred
 Two years of educational agency or grant experience in accounting, budgeting, and financial
record keeping;
 Work experience related to construction with tracking job progress, change orders, and
closing out jobs;
 Two years of experience working with contracts; and
 Two years of experience working in an educational or government related setting.
Knowledge of:
 Principles and procedures of governmental accounting and auditing;
 Principles and procedures of financial record keeping and reporting;

Pertinent federal, state and local laws, codes and regulations;
Correct usage of English, grammar, spelling, punctuation, and vocabulary; and
District policies and procedures.
Ability to:
 Ability to apply sound accounting principles in a complex financial atmosphere, to reason
and show logical conclusions, to interpret and analyze regulations, monitor and maintain
compliance with contract provisions, and be dedicated to the provision of high quality
customer service;
 Operate office equipment including, but not limited to, computer terminals, personal
computers, printers, 10-key calculator and other general office equipment with speed and
accuracy;
 Establish and maintain cooperative working relationships with those contacted in the
performance of duties; and
 Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic,
cultural, and ethnic backgrounds of staff and students and of staff and students with physical
and learning disabilities.
Physical ability to:
 Read and comprehend printed matter and text and data on computer monitors;
 Communicate intelligibly and effectively via speech, telephone, written correspondence,
and/or email;
 Sit or stand for extended periods of time;
 Lift and/or carry 25 pounds; and
 Exert manual dexterity sufficient for keyboard and other office equipment operation.
License and Certificates (current within the last year):
Required
 Valid driver’s license and eligible to obtain California driver’s license upon hire.
