Strategic Review of the Passport, Immigration and
Citizenship Agency (PICA)

The Passport, Immigration and Citizenship Agency (PICA) wishes to invite qualified firms to submit “Expressions of Interest” to
conduct a Strategic Review of the Agency. This is in keeping with the Executive Agencies Act which requires Agencies to
conduct a periodic review of their performance.The purpose of the consultancy is to assist the Agency in determining the
strategic and operational framework necessary to carry out its mandate for border security and the processing of
applications of Jamaican passports and citizenship within a changing global environment and raised customer expectation.
The Consultant will be expected to conduct the following:

An evaluation of the Agency's performance against its mandate since its formation in 2007
Revise strategic objectives in keeping with proposed direction
Review of the organizational structure
- Determine the structural arrangement that best suits the operations of the Agency within the context of
the products/service offerings and the technology driving efficient delivery of outputs.
Realignment of business processes to the Agency's future direction
Document and amend existing and new processes respectively with a view to eliminating redundancies/overlap of
functions and create greater synergies between and among Units/Sections/Divisions
Draft job summaries and specifications in keeping with the proposed organizational structure for consideration by the
Cabinet Office
An assessment of the efficacy of the service delivery of the Agency. Identify improvement opportunities for efficient
production, economic and efficient use of resources and effective service delivery to stakeholders
Assessment of the leadership at all levels in the organization
An assessment of the current staff complement in terms of both number and quality
Interested consultants must provide information indicating qualification to perform the services, such as (brochures,
description of similar assignments, a work plan that would provide substantial proof of one’s suitability for the job,
experience in working in a similar environment, availability of appropriate skills among key staff, etc.).
In submitting ‘Expressions of Interest”, applicants should be aware that they will be assessed inter alia, based on the
following criteria: technical competence (number of similar projects previously completed and level of comparable
responsibility); qualifications and experience (professional qualifications of staff and experience in similar assignments).
Proposals to perform the services under this assignment will be evaluated under the Quality Cost-Based Selection (QCBS).
Following the assessment of submissions, a shortlist of, at maximum, six (6) applicants will be invited to submit proposals.
PICA will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any
applicant in the preparation and submission of “Expressions of Interest”.
A consulting firm will be selected in accordance with the procedures outlined in the GoJ Handbook of Public Sector
Procurement Procedures (March 2014).
Submissions must be placed in a sealed envelope; identifying the applicant by name and address, labeled “Expression of
Interest to provide Consultancy Services for Strategic Review of PICA” and deposited in the Tender Box located at
PICA - Corporate Services, Reception Area, 2nd Floor, Balmoral House, 2 Balmoral Avenue, Kingston 10 by January
19, 2015 at 3:00 p.m.
The applicant must prepare and package one (1) original and three (3) hard copies of their submission.
