Spring Branch Civic Association (“SBCA”)

There are a lot of things that individual homeowners
within SBCA can do to help protect the integrity of the
neighborhood and also to uphold our deed
restrictions. The SBCA Board consists of seven
homeowners who volunteer their time to meet once
a month to discuss what is going on within our
neighborhood as well as what is occurring around us
that can impact our quality of life. The very real
threat to neighborhoods like ours that is posed by the
expansion of high density development is something
we all need to know about and need to watch.
Although much of the re-development that has taken
place in the I-10/Bunker Hill & I-10/Gessner areas has
been positive, it has brought a lot more traffic
through the middle of SBCA via the widened Bunker
Hill Rd. and also cut-through traffic that comes down
our residential streets. The re-development has also
resulted in a lot of attention to our very affordable
homes in a well-situated neighborhood, so prices are
going up. Our values will continue to rise so long as
we work together to maintain the integrity of our
neighborhood. SBCA annual dues are only $20!! That
money goes toward efforts such as getting copies of
our deed restrictions, which have been posted to our
website. If you are not already a member, please

Deed Restrictions & Chapter 42

In April, City Council approved changes to Chapter 42
(Subdivisions, Developments and Platting) of the City's Code of
Ordinances. The modifications will allow high density
development (up to 27 homes per acre) in residential
neighborhoods which do not have adequate protections within
their deed restrictions.
SBCA Board Members and other concerned residents
closely followed the modifications when they were proposed
and often showed up at City Hall to speak before City Council
in an effort to protect our established neighborhoods. We
also attended various workshops sponsored by the City's
Planning & Development Department which were designed to
inform homeowners of the new development/re-development
rules and how to protect the integrity of our neighborhood.
What we learned is that in order to prevent high
density development within a subdivision, effective deed
restrictions are necessary and there are three covenants
within those deed restrictions that are essential -(1) Language limiting property use to single family residential;
(2) Minimum lot size requirement; and (3) Minimum building
setbacks. So it was vital that we made sure that our deed
restrictions were adequate.
So, I searched Harris County Deed Records to get
copies of the actual recorded deed restrictions plus any
amendments that may have been filed for all nine of the
subdivisions within SBCA. Those deed restrictions are now
available on our website (www.springbranchcivic.com). They
were also submitted to Kevin Calfee of the COH Planning &
Development Department for review and he confirmed that
eight of our subdivisions have those three essential covenants.
Century Oaks is the only subdivision with deed
restrictions that may need to be strengthened, and the SBCA
Board has contacted those homeowners to let them know
what steps can be taken.
Tree Waste/Junk Waste
We continue to see heavy trash placed in front of homes way
in advance of the pick up schedule. You can legally put your
tree waste or junk waste out at 6:00 pm the Friday before your
collection day. Remember, the city can fine you for placing
heavy trash out prior to the allowable time before pick up.
“Junk Waste” is defined as items such as furniture, appliances,
and other bulky material. Junk Waste may not be placed for
collection during a Tree Waste Month. (See schedule below.)
Heavy Trash pick up is the 4th Wednesday of the month and
can be placed at the curb no earlier than 6:00 p.m. the Friday
before your collection day.
Recycling Pickup
New Large Recycling Bins have been delivered to our
neighborhood. Recycling pick up is every other Friday. Next
recycling pick up is 12/27/13. Heavy Trash pick up is the 4th
Wednesday of the month.

Regular Garbage Pickup
Garbage pickup is every Friday. The container should be
placed at the curb between 6:00 p.m. the day before and 7:00
a.m. on the scheduled collection day. Containers should not
be visible from the street between garbage collections.

In an effort to reduce waste and to be environmentally
friendly, the SBCA has voted to go Paperless! This will be the
last paper delivery of our newsletter. Newsletters will be
delivered via email going forward. Also, you can find deed
restrictions, updates, news and seasonal newsletters on the
website. If you do not have internet access and want to
continue receiving information about your neighborhood,
please contact a board member.
