W&RSETA DISCRETIONARY GRANTS – 2012/2013
Summary of discretionary grant benefits for levy paying and non-levy paying employers
**All participating organisations must have all learners registered with the W&RSETA by 15 March
2013.
**Detailed guidelines and application forms for each Discretionary Grant will be available on the
W&RSETA website on the 16 December 2012.
** It is the responsibility of the applicant to ensure that the training provider chosen is accredited
and has the necessary scope to deliver the programme

ADULT EDUCATION AND TRAINING GRANT
Adult Education and Training window is a grant that seeks to up skill employed learners within the
General Education and Training Band in Adult Education and Training. The GETC (NQF 1) learnership
and the W&RSETA NQF 1 learnership will provide learners with foundational learning through the
acquisition of knowledge and skills needed for social and economic development and the promotion
of justice and equality.
R 15 000.00 per learner for management and delivery.

ARTISAN GRANT
The W&RSETA has determined that the best form of support would be to fund the cost of
implementing artisans programmes for currently employed (18.1) and unemployed (18.2) young
individuals in this sector. The artisan training must be based on the needs of the employer.
(Please see attached list of artisans occupations).
The payment structure for this grant will be determined by the interventions that will be requested
by the employers.
Maximum R42 000.00 per learner
CRITICAL SKILLS GRANT
This refers to specific technical knowledge and experience within an occupation. Critical
Skills may be specific or generic “top up” skills within an occupation.
The intention is to fund learning interventions for the employees in order to address identified
critical skills in the sector. Please see attached list of the critical skills as per SSP.
The SETA will pay R1250 per unit standard to a maximum of 6 unit standards.

PUBLIC FET COLLEGE LECTURER GRANT
The SETA intends to expose Public FET College Lecturers to the W&R Sector operations so that they
are able to match theoretical and practical knowledge of the sector. This will inturn assist the Public
FET colleges to implement programmes that are relevant to the W&R Sector. Partnerships between
the wholesale and retail stakeholders and Public FET’s are encouraged in order to benefit from this
Grant. Public FET colleges to benefit from this grant should have participated in our ETQA
Capacitation project. Applications for this grant must come from W&RSETA employers. Employers
must indicate the kind of intervention that they will engage in. The cost of the intervention must be
included in the application
CO-OPERATIVE GRANT
The purpose of this grant is to provide funding to Co-operatives, in order to address their skills gaps
in line with the W&RSETA scarce and critical skills. Partnerships with other organizations including
rural based organizations can also benefit from this Grant. Learning Programmes that can be run in
this grant can either be skills programmes or learnerships. The funding only covers members of the
co-operative.
The funding model will follow that of skills programmes or learnerships.

RECOGNITION OF PRIOR LEARNING GRANT
The W&RSETA accepts Recognition of Prior Learning as a key mechanism for the implementation of
the National Qualifications Framework (NQF), particularly in as far as accelerated learning and
ensuring the redress of past inequalities are concerned. It also allows for a more cost effective
means of acknowledging the knowledge and skills of employees in the workplace.
The RPL grant will be calculated at 75% of the funding model for learnerships and skills program.

WORKPLACE EXPERIENCE AND EMPLOYMENT GRANT
This grant is intended to provide workplace experience and employment opportunities to
unemployed graduates with qualifications related to the W&R sector completed at a registered
higher education institution and further education and training institutions in any of the scarce and
skills.
Only unemployed graduates should participate in this project in order to obtain relevant workplace
experience.
Sub-Project A: Graduate Programme for Public FET Graduates (NCV Level 4 and Artisan N3)

Learner stipends will be made available to employers providing an employment opportunity
for a graduate from a Public Further Education and Training Institution recognized by
UMALUSI, for a period of twelve (12) months.
Learners will be paid a stipend of R2000 per month.
Sub-Project B: Graduate Programme for Degree / 3 year Diploma Graduates

Learner stipends will be made available to employers providing an employment opportunity
for a period of twelve (12) months to unemployed graduates who graduated from an HET
Institution recognized by the CHE.
Learners will be paid a stipend of R3500 per month.
WORKPLACE EXPERIENCE GRANT FOR FINAL YEAR STUDENTS
This grant is intended to provide workplace experience for final year students from registered Higher
Education and Further Education Training Institutions in scarce skills in order to obtain their
qualification.
Only Final year unemployed students and graduates should participate in the project in order to
achieve their qualifications.
Sub-Project A: Experiential Programme

Learner stipends will be made available to employers providing workplace experience
opportunities for a minimum of three (3) months and a maximum of six (6) months for final
year students enrolled with a registered and CHE recognized Higher Education Institution.
R2,500 per month for a final year student for a minimum of 3 months to a maximum of 6 months.
Sub-Project B: Internship Programme for N6 FET Graduates

Learner stipends will be made available to employers providing relevant workplace
experience opportunities for an N6 graduate from a Further Education and Training
Institution recognized by UMALUSI for a period of eighteen (18) months, in order to assist
the students to obtain their National Diplomas.
R2,500 per month for an N6 Graduate for 18 months.
RURAL DEVELOPMENT GRANT
The purpose of this grant is to improve retailing skills of learners employed within our sector in rural
areas.
Priority to be given to rural youth to enter and complete W&RSETA learning programmes at entry,
intermediate and high level skills. Partnerships with other organizations that are rural-based can
also benefit from this grant.
The funding model will follow that of skills programmes or learnerships.
The % split between employed and unemployed will be defined in the applicable guidelines and
application criteria.
