O) Amends the Constitution and Bylaws as follows: (a) §10.1(b) to authorize the
Board of Governors to consider any requests regarding bylaw amendments of
sections and divisions; (b) §30.6 to authorize the Board of Governors to consider
any requests of sections and divisions to modify their dues structures; and (c)
§30.7 to clarify that the Board of Governors no longer considers and approves
