Вашингтон. Республиканцы получили по меньшей мере 60 дополнительных мест в
Палате представителей по итогам промежуточных выборов, состоявшихся 2 ноября. Этого
более чем достаточно для того, чтобы отобрать у демократов контроль над нижней
палатой, когда 112-й Конгресс соберется на сессию в январе 2011 года.

You’ll take part in a debate where bilingual education will be discussed. The central question of the
debate is: “What do you think should be done with the children of immigrants?”
You are an immigrant from Spain. You have a child (age 10) who does not yet speak English. Next month
your child is going to take up a bilingual programme, because you think it is the best way for your child
to start learning English without falling behind other students in contents courses (such as math,
science, etc.). Your opponent is a local politician, explain to him/her your point of view in detail and
respond to the possible objections that he/she might raise to it. Try to persuade him/her that bilingual
education is the most beneficial programme for immigrants’ children.
Before starting a debate read some general information about bilingual education.
Bilingual education has existed in various forms throughout the history of the U.S. as the nation
has sought to educate non-English speaking immigrants and their children. Recognizing the
linguistic diversity in public schools, Congress passed the Bilingual Education Act of 1968,
which initially funded language programs for non-English speaking students. With a heightened
awareness of diversity and America's expanding immigrant population, bilingual education
became increasingly concerned with maintaining cultural identity and teaching in the students'

Британцы отвергли реформу избирательной системы
Большинство британцев (около 68%) отвергли на состоявшемся в четверг
референдуме предложенную им реформу избирательной системы и переход к
альтернативному голосованию на выборах депутатов Палаты общин,
говорится в официальном итоговом отчете избирательной комиссии страны.

Senate Passes Arms Control Treaty With Russia
WASHINGTON — The Senate gave final approval on Wednesday to a new arms control treaty
with Russia, scaling back leftover cold war nuclear arsenals and capping a surprisingly
successful lame-duck session for President Obama just weeks after his party’s electoral debacle.
The 71-to-26 vote sends the treaty, known as New Start, to the president for his signature, and
cements what is probably the most tangible foreign policy achievement of Mr. Obama’s two
years in office. Thirteen Republicans joined a unanimous Democratic caucus to vote in favor,
exceeding the two-thirds majority required by the Constitution.
The treaty had assumed such symbolic importance for Mr. Obama’s presidency that Vice
President Joseph R. Biden Jr. took the rare step of presiding personally over the vote, in his role
as president of the Senate. Secretary of State Hillary Rodham Clinton, a former Senator, was on
the floor as well.
The New Start treaty lowers the ceiling on strategic weapons set by previous Russian-American
treaties, which it will now supplant. Under the Treaty of Moscow, signed by President George
W. Bush in 2002, each side was allowed no more than 2,200 strategic warheads as of 2012.
The treaty obliges each country to have no more than 1,550 strategic warheads and 700
launchers deployed within seven years, and it provides for a resumption of on-site inspections,
which halted when the original Start treaty expired last year. It is the first arms treaty with Russia
in eight years, and the first that a Democratic president has both signed and pushed through the
Senate.
Just a month ago, prospects for the treaty appeared to be bleak. To bypass the hostile leaders and
win over other Republican Senators, Mr. Obama made a commitment to spend $85 billion over
10 years to modernize the nation’s nuclear weapons complex, so that the smaller arsenal would
still be well-maintained and effective.

Acting president poised to win Venezuelan poll
Venezuela’s acting president Nicolás Maduro was heading for a landslide win in Sunday’s
election, according to polls, a victory that would force the self-proclaimed “son of Chávez” to
deal with an economy on the ropes.
Polls suggest Mr Maduro’s lead has narrowed during the 10-day campaign – by some estimates,
the shortest in Latin American history. Nonetheless, the 50-year-old former foreign minister is
expected to win by around 10 percentage points among Venezuela’s 18m voters, so ushering in
six more years of socialist rule that may further polarise a deeply divided country.
