The Maryland Transportation Authority (MDTA) owns eight major toll facilities comprised of
four bridges, two tunnels, and a fifty-mile expressway, including one of the world’s longest
over-water bridges (Bay Bridge) as well as the widest underwater highway vehicular tunnel
ever built by the immersed-tube method (Fort McHenry Tunnel). For nearly 40 years, the
MDTA has provided Maryland’s citizens and visitors with safe, secure and convenient

The Maryland Transportation Authority is now seeking qualified applicants for the position of
Environmental Manager to lead the Office of Engineering’s Environmental Division. This
critical management position reports directly to the Deputy Director of Engineering, and will
also have frequent contact with the Director of Engineering and the Chief Engineer.
Responsibilities also include management of large consultant engineering contracts; large
capital budget allocations; and supervision of multi-discipline Professional Engineers (PE),
Engineers-In-Training (EIT), engineering technicians, and environmental scientists. The
position is responsible for providing technical expertise and oversight of all aspects of
environmental design, construction, inspection and remedial engineering projects, including
performing detailed condition and environmental assessments, engineering
recommendations, complex designs and plans, specifications and estimate preparation,
tracking and management of environmental assets, and planning studies. This position is
responsible for satisfying the requirements for storm water programs (NPDES, TMDL,
BMP’s, Industrial, etc.), projects and compliance for Sediment and Erosion control, Wetlands
and Waterways, Critical Area Commission, hazardous waste, landscaping projects, drainage
projects, and management of the Authority’s GIS program. This position is also responsible
for directing various multi-million dollar projects from concept through construction. In
addition to coordinating with state contract procurement for construction projects, this
position also provides oversight and selection of consultant engineering contracts. Duties
will also include division Operating and Capital budget development and control, consultant
resource management and procurement, development and review of the MDTA’s long range
capital needs for the division, developing and reviewing divisional policies and procedures,
and tracking of project schedules. This position is primarily in an office environment (not the
field).
QUALIFICATIONS:
Preferred Qualifications:
Possession of a Maryland Professional Engineer license is required. Evidence of license
must be presented at the time of appointment. Candidates who possess an out-of-state
Professional Engineer license should refer to the requirements outlined in the License and
Certification section below.
Experience: Three (3) years of experience managing engineering projects as a licensed,
professional engineer.
The ideal Candidate will possess:




An environmental engineering and science background
Knowledge of environmental permitting and compliance
Knowledge of all aspects State and Federal environmental laws, codes, regulations,
standards, and guidelines (i.e., wetlands, waterways, HAZMAT, SWM, Critical Area,
historical buildings, archeological investigations, invasive and endangered species)
Experience managing large contracts
LICENSES & CERTIFICATIONS:
License: Applicants must possess a Class C Driver's License valid in the State of
Maryland. Applicants must list the license number, class, and expiration date on the
application.
1. An applicant’s current license as a Professional Engineer in a state with comparable
requirements acceptable to the Maryland State Board for Professional Engineers, in the
appropriate option for which application is made, will be accepted but the applicant must
obtain a Maryland Professional Engineer license within twelve (12) months of appointment.
Evidence of out of state license must be presented at time of appointment.
Notes:
1. Registration requirements are established under Title 14, Business Occupations and
Professions Article of the Annotated Code of Maryland.
2. Employees of the Maryland Department of Transportation assigned to especially sensitive
locations or facilities may be required to obtain and maintain a special security badge.
Special Requirements:
1. Employees may be subject to emergency recall 24 hours a day and may be required to
maintain a reliable communication link (telephone) for the purpose of emergency call back
requirements.
