Annual report 2012/2013
PURPOSE
This report describes progress with the Australian Newspaper Plan (ANPlan) in 2012/13. The
achievements of ANPlan are evaluated against a set of Key Indicators and the goals set out in
ANPlan’s Five Year Plan, July 2010 - June 2015 (Appendix A).
BACKGROUND
ANPlan is a collaboration established by NSLA through which the Australian national, state
and territory libraries are comprehensively collecting, preserving and providing access to
Australian newspapers. The National Library of Australia (NLA) coordinates the Plan. The
National Library of New Zealand (NLNZ) has observer status.
This year a new Key Indicator (Key Indicator 3) which measures the number of digital
newspapers which libraries are collecting and managing for permanent access has been
added to the set of Key Indicators developed and agreed by ANPlan libraries in June 2009
which have been reported on over the past five years. In 2012/13, ANPlan’s Five Year Plan
(2010-2015) was also revised to include a goal relating to the collection of Australian digital
newspapers, an updated list of ‘at risk’ newspapers, and a goal relating to digitising
newspapers for preservation purposes and preserving digitised and digital newspapers.
Significant achievements for 2012/13 include:

eleven significant newspaper finds (Key Indicator 1);

activity in the area of collecting digital newspapers and managing them for permanent
access (Key Indicator 3; Five Year Plan);

significant newspaper microfilming activity (Key Indicator 4; Five Year Plan) with the
percentages of national titles filmed now reported as 100% and the completion of
filming the significant ‘at risk’ newspaper the Evening Journal (Adelaide; 1869-1912);

a substantial increase in the number of digitised newspapers being made accessible
on Trove (Key Indicator 5; Five Year Plan), and no increase in the number of
newspapers known to be digitised outside the Australian Newspapers Digitisation
Program (ANDP) framework;

a substantial quantity of first generation newspaper microfilm on acetate was replaced
this year with polyester film (1,202 reels; Key Indicator 6);

a significant improvement (from 70% to 100%) in the percentage of NSW newspaper
microfilm catalogued according to the 2006 guidelines (Key Indicators 11 & 12, Five
Year Plan);

ANPlan librares have made a significant contribution to raising awareness of and
providing information about Digitised newspapers on Trove. A range of publicity and
information materials has been developed and distributed through print, electronic and
social media. ANPlan libraries have also supported and provided advice to local
organisations to contribute newspaper content to Trove. The NLA appointed a
Contributor Liaison Officer within ANPlan to provide support to contributors who,
numbering 43 in 2012/13, sponsored the digitisation of 209 contributed titles (Five
Year Plan);

ANPlan libraries have continued to raise public awareness of libraries’ role in
collecting, preserving and providing access to newspapers through tours and
education sessions (Five Year Plan).
Although eleven significant newspaper finds were reported in 2012/13, this has had little
impact on the number of missing newspapers reported by ANPlan libraries, which is largely
determined by ANPlan libraries’ ability to identify missing newspapers. In 2012/13, the State
Library of Victoria (SLV) started an evaluation of Victorian newspapers to check for any
additional titles that are missing or have significant gaps. Both the number of newspapers
reported as commencing (20) and ceasing (42) are high compared with last year (eight and
four, respectively). Activity in collecting digital newspapers and managing them for permanent
access was reported by several of the ANPlan libraries. In total, nineteen digital newspapers
for which there is no print-equivalent and pre-press versions of Australian print newspapers
are currently being collected and preserved by three ANPlan libraries.
Over 2012/13, newspapers from all states and territories have continued to be microfilmed,
with all national newspapers now microfilmed. The majority of titles are known to be
microfilmed to current standards. Progress over 2012/13 with preserving ‘at risk’ titles has
included the completion of the filming of the Evening Journal (Adelaide, 1869-1912) and the
commencement of filming the Journal (Adelaide; 1912-1923). Over 2012/13, 1, 202 first
generation newspaper microfilm reels on acetate were replaced with polyester film. The SLV
conducted an audit of its acetate masters.
The number of digitised newspapers which are being made accessible through Trove (for at
least some of their date range) has grown rapidly, reaching 473 at the end of June 2013. Many
of these newspapers have been sponsored by libraries, historical societies and other
community groups, with the State Library of New South Wales (SLNSW), through its Digital
Excellence Program, being the major contributor of digitised newspapers. The number of
newspapers digitised outside the Australian Newspaper Digitisation Program framework has
now decreased to forty-eight due to two titles which have become available on Trove.
As reported last year, ANPlan libraries are generally able to store the hard copy newspapers
which they hold primary responsibility for under ANPlan under environmental conditions which

they consider to be optimal with only two libraries reporting that they are unable to store 100%
of their newspapers ideally. All ANPlan libraries are able to store all of their first generation
newspaper microfilm masters under environmental conditions which they consider to be
optimal to preserve permanent access with seven of the eight reporting ANPlan libraries
making use of the NLA’s cold store. Reported storage conditions do vary, however, both for
print newspapers and microfilm masters. Although most microfilm masters for newspaper titles
are owned by ANPlan libraries, those which are not are still not being consistently recorded on
the National Bibliographic Database (NBD).
As reported last year, most Australian newspapers (hard copy) are accessible through the
NBD and most libraries report that catalogue records for newspapers published in their
state/territory include detailed and up-to-date holdings information.1 Five ANPlan libraries
confirm that 100% of their first generation newspaper microfilm masters are catalogued
according to the guidelines which were developed in consultation with all ANPlan libraries in
2006.2 For the SLNSW, this represents an increase from 70% reported last year to 100% this
year. The same five libraries report that they are able to catalogue all generations of
newspaper microfilm onto the NBD according to the current guidelines. The NLA reports that
all completed digitised newspapers available on Trove are catalogued onto the NBD,
according to the current guidelines.3 Digitised newspapers which are not delivered through
Trove remain largely uncatalogued on the NBD.
With presentations, the provision of advice and assistance, and traditional and social media,
ANPlan libraries continue to engage with public libraries and the general public about digitised
newspapers on Trove and contributing newspapers to Trove, the search for missing
newspapers and the libraries’ role in collecting, preserving and providing access to
newspapers.
PROGRESS
A. Collecting
Key Indicator 1: Newspapers found
ANPlan libraries report 11 significant newspaper finds in 2012/13. These are listed in
Appendix B.

Key Indicator 2: Missing newspapers
Numbers of newspapers which are known to be entirely missing4 and which have significant
portions missing5 are summarised in the table below:

The titles of newspapers which are known to be missing or have missing portions are
published on ANPlan’s website at: http://www.nla.gov.au/australian-newspaperplan/about/collect.
ANPlan libraries reported 20 new newspapers commencing publication from July 2012 to June
2013 (this included one newspaper with a changed title); and 42 newspapers ceasing
publication (this included one newspaper with a changed title). Both these numbers are
somewhat higher than last year (eight commencing newspapers and four ceasing newspapers
reported). The titles of these newspapers are given in Appendix C.
Five Year Plan reporting: A goal of the Five Year Plan (2010-2015; Appendix A of this report)
is to identify all Australian newspapers which are entirely missing, in any format, from the
national collection held within the ANPlan libraries, or for which substantial portions are
missing. In 2012/13, the SLV started an evaluation of Victorian newspapers to check for any
additional titles that are missing or have significant gaps. It is envisaged that this information
will be helpful for future ‘search and rescue’ campaigns to find missing newspapers.
Key Indicator 3: Digital collecting
The Northern Territory Library (NTL) is collecting and managing for permanent access three
digital newspapers not associated with a printed version. Pre-press files used for the
production of 16 printed newspapers are collected and preserved by LINC Tasmania (LTas),
NTL and the State Library of South Australia (SLSA). These digital newspapers are listed in
Appendix D of this report. Access to these newspapers is generally online through the library’s

website but is, in the case of the Port Lincoln Times, being provided through microfilm
produced from the electronic file.
Five Year Plan reporting: A new goal added to the Five Year Plan (2010-2015) this year is to
investigate the technical and access issues associated with collecting the following two
categories of Australian digital newspapers, for both their full-text content and the ‘look and
feel’:
a. digital newspapers which are not associated with a printed version
b. pre-press digital files used for the production of hard copy newspapers;
and keeping a ‘watching brief’ on those categories of Australian digital newspapers and news
material which are not currently being addressed through ANPlan.
Progress has included developing a list of digital newspapers of the type described under (a.)
above (see Five Year Plan in Appendix A of this report). The State Library of Queensland
(SLQ) has prepared a draft business proposal for its executive to consider which concerns the
deposit of pre-press digital newspapers with the SLQ and the provision of access to them.
Once approved, it is planned to submit this proposal to a Queensland newspaper publisher.
B. Reformatting
Key Indicator 4: Microfilming
The percentage of their state/territory’s hard copy newspaper titles which ANPlan libraries
estimate they have been able to microfilm ranges from 45 to 100%. Over the past year, this
estimated percentage has risen most markedly for national newspapers which have all now
been microfilmed.8 The percentage of these microfilmed newspapers which have been filmed
to current preservation standards9 is very high for most states and territories.
A list of Australian newspaper titles microfilmed in 2012/13 is given in Appendix E.

listed in the Five Year Plan (2010-2015; Appendix A), 88 have been microfilmed, two have
been filmed for part of the designated date range and 58 are yet to be filmed.
Key Indicator 5: Digitisation
The number of digitised newspapers which are being made accessible through Trove, for at
least some of their life date range, has been grown rapidly, reaching 473 at the end of
June 2013. A comparison of the total number of newspapers accessible through Trove from
June 2009 to June 2013 is shown graphically below.

Titles of all Australian newspapers known to be digitised at 30 June 2013 are given in
Appendices F (titles accessible through Trove) and G (titles known to be digitised but not
available through Trove). The total number of newspapers which have been digitised, but are
not available through Trove, is 48 (last year: 50).10
Five year plan reporting: A goal of the revised Five Year Plan (Appendix A) is to develop
guidelines and standards for digitising newspapers for preservation purposes and to influence
the development and promote the adoption of best practice guidelines in digital preservation to
ensure permanent access to digitised and digital newspapers. The NLA provides
specifications for those wishing to contribute digitised newspaper material to Trove.

A goal of the current Five Year Plan (Appendix A) is to contribute all digitised newspaper
content to the ANDP as outlined in the NLA’s Contributor Guidelines. The number of
newspapers digitised outside this framework has now decreased due to two titles which have
become available on Trove.

A goal of the current Five Year Plan is to provide and maintain digital access to those titles
and corresponding date ranges listed in the ANDP, Phase 1. Of the 107 titles listed, 105 have
been completed (according to microfilm availability). The remaining two include one which is
partially complete and one which is yet to be digitised.
C. Acetate replacement
Key Indicator 6: Replacing acetate microfilm
Replacing unstable acetate microfilm with polyester film is one of the strategies which ANPlan
libraries have been using to preserve access to their newspaper collections. In 2012/13, two
libraries undertook the replacement of acetate master microfilm with polyester. These were the
SLQ which replaced 124 reels (17 titles) and the SLNSW which replaced 1,078 reels (34 titles)
which had recently been transferred from the University of New England. These titles are
listed in Appendix H of this report. In 2013, the SLV conducted an audit of acetate masters
finding that 5,795 reels of acetate masters remain. (This includes 402 acetate masters of
newspaper titles from other states). A number of ANPlan libraries have now completed acetate
duplication projects for their first generation newspaper microform collections or hold no
acetate master microfilm. These are LTas, NLA, NTL and the SLSA.

ANPlan libraries are generally able to store the hard copy newspapers which they hold primary
responsibility for under ANPlan under environmental conditions which they consider to be
optimal. Two libraries report that they are unable to store 100% of their newspapers ideally.
This is identical to responses these libraries gave last year. The environmental conditions
under which newspapers are stored are reported in the table beneath the graph. These
conditions vary somewhat across the libraries with reported potential storage temperatures
ranging from 13 °C to 25 °C and humidity ranging from 30 to 55 %RH. All data refers to
newspapers which libraries hold primary responsibility for under ANPlan—newspapers
published in their state/territory.

Key Indicator 8: Storing 1st generation microfilm masters
All ANPlan libraries are able to store all of their first generation newspaper microfilm masters
under environmental conditions which they consider to be optimal to preserve permanent
access. This has remained unchanged from last year. However, these reported conditions,
which are listed in the table beneath the graph below, vary between libraries with potential
temperatures ranging from 7 °C to 19° C and humidity ranging from 30 to 55 %RH. Seven
libraries (NLA, NTL, SLNSW, SLQ, SLSA, SLV and State Library of Western Australia
(SLWA)) store preservation masters in the NLA’s cold store. All data refers to the newspaper
titles which libraries hold primary responsibility for under ANPlan.

Key Indicator 9: Control of microfilm masters
Most Australian newspaper microfilm masters are owned by ANPlan libraries.
The SLSA reports that it owns masters for all microfilmed titles from South Australia and the
NLA reports that it owns masters for all microfilmed titles from the ACT.
The SLWA reports that it does not own all masters for one title.37 The NTL reports two titles for
which it does not own the microfilm masters.38 The NLA reports that it does not own the
complete set of masters for four of the five national titles. All of these titles have been
catalogued onto the NBD with the location of the masters recorded.
The SLNSW identifies approximately 80 titles which it does not own the microfilm masters for.
These masters are held at the University of New England and will be transferred to the
SLNSW. At this stage it is unknown whether the location of these masters is catalogued on the
NBD.
The SLQ estimates that microfilm masters for six Queensland titles39 are not owned by the
SLQ. LTas has identified three Tasmanian titles which it does not own the microfilm masters
for. These titles have not been catalogued onto the NBD.
The SLV has identified 33 Victorian newspaper titles which it does not own all of the microfilm
masters for and for which there are no NBD records relating to the microform holdings.
E. Cataloguing on the National Bibliographic Database
Key Indicator 10: Cataloguing hard copy newspaper titles
Most Australian newspapers (hard copy) are accessible through the NBD and most libraries
report that catalogue records for newspapers published in their state/territory include detailed
and up-to-date holdings information.40 This data is largely unchanged from last year.41

The extent to which ANPlan libraries have been able to adopt the revised guidelines for all
microfilmed titles (including all generations of microfilm) and with holdings attached to the
correct format and generation varies across the ANPlan libraries.45 46 Libraries have again
reported only on newspaper titles which they hold primary responsibility for under ANPlan.

Five year plan reporting: A goal of the current Five Year Plan is to ensure that all
generations of newspaper microfilm titles which ANPlan libraries hold responsibility for are
catalogued onto the NBD, according to the microform cataloguing guidelines47 developed by
ANPlan libraries in 2006, with holdings attached to the correct format and generation.
The SLNSW reports an increase from 70% (last year) to 100% (this year) of all generations of
microfilm catalogued according to the guidelines.
Another goal of the Five Year Plan is to ensure that all digitised newspapers are catalogued
onto the NBD, according to Libraries Australia's Guidelines for Cataloguing Remote Electronic
Resources.48 The NLA reports that all completed digitised newspapers in Trove have a
catalogue record of this type. Digitised newspapers which are not delivered through Trove
remain largely uncatalogued on the NBD.
Meetings
ANPlan meetings were held in October 2012 (in Canberra) and in March 2013 (by
teleconference).
Publicity and Outreach

knowledge about ANPlan, including how to contribute to the ANDP. Facilitating
contributions from local libraries and organisations to the service, as outlined in the
Contributor Guidelines and raising awareness of funding strategies that may be
available for newspaper digitisation projects.
Information about libraries’ role in collecting, preserving and providing access to newspapers
is a component of many ANPlan libraries’ tours and education sessions. For example,
ANPlan, the ANDP and Trove are covered in the free group tour offered by SLSA called SA
Newspaper History. The SLV has publicised ANPlan's role in collecting, preserving and
making Australian newspapers available during its onsite Newspaper learning programs and
developed a Newspaper resources video which is available on the SLV Learning Youtube
channel: http://youtu.be/8vaE5_siRdw.
ANPlan librares have contributed to a range of awareness raising and information activities
around Digitised newspapers on Trove. The SLSA specialist newspapers librarian conducted
a one hour Trove users' workshop at the Para Hills Branch of the Salisbury Public Library
attended by 40 genealogists. LTas provides information about digitised newspapers on Trove
through client education sessions, such as that conducted during Family History Week and in

public presentations (e.g. lunchtime talks in Allport Library sponsored by the Professional
Historians Assocation). Hilary Berthon gave a presentation on the NLA's project to digitise
community language newspapers at the 2012 MyLanguage conference in August.
The NLA publicises recently digitised newspaper on Trove through library networks with the
other ANPlan libraries playing a crucial role in conveying this information to public libraries.
Other groups targeted include history and family history organisations and the museums
sector. The National Library's eNews, with a circulation of over 40,000 is also used to highlight
recently digitised newspapers.
ANPlan libraries also communicate with local organisations about contributing newspaper
content to Digitised newspapers on Trove. In December 2012, Karen Anderson was appointed
to the newly-created position of Contributor Liaison Officer within ANPlan and provides
support to contributors wishing to sponsor newspaper digitisation projects. Over 2012/13, this
involved overseeing the digitisation of 209 contributed titles from 43 contributors as well as
answering a growing number of public enquiries. The SLNSW provided advice and support to
a range of libraries, historical societies and other organisations, some of which received
funding for newspaper digitisation projects through the the SLNSW’s Country Libraries Fund
grants and other local funding. The SLSA also provided information and support to two South
Australian groups. The SLV has provided advice to numerous local libraries and societies on
how to preserve and digitise their local newspapers.
The blog titled "SCOOP: State Library delivers the news...newspaper digitisation going viral!"
was posted on the SLNSW Public Library Local History site on 28 March 2013. The SLQ
writes and publishes blog stories to promote new Queensland content as released; digitised
newspapers are also often referred to and linked to as sources of information in blog stories
on various topics.
The ten millionth newspaper page delivered on Trove in June 2013 was publicly announced by
the NLA with a media release and social media—a blog posting and activity on Facebook and
Twitter. A special banner announcing the ten millionth page was placed on the NLA’s home
page. Coverage ranged from an article in the The Australian, The Canberra Times and PS
News to stories in the Central Western Daily newspaper in Orange and the Western Herald in
Bourke among others. The Trove milestone announcement was the result of collaboration
across a number of areas within the NLA, the SLNSW and Central West Libraries in Orange.
Thirty thousand Australians were reached on social media and one and a half thousand
people clicked through to read the blogpost in full.
ANPlan libraries have also been active in participating in events associated with Digitised
newspapers on Trove organised by contributors. The NSW State Librarian, Alex Byrne and
Minister for the Arts, George Souris spoke at the launch of the digitised Singleton Argus at the
Singleton Public Library on 2 November 2012. Jerelynn Brown launched the first newspaper
digitised with funding from the SLNSW’s Digital Excellence Program and live on Trove, the
Cessnock eagle and South Maitland recorder at Cessnock City Council Library on 20 May
2013. The NLA and SLNSW attended an event on 23 May 2013 to celebrate of the completion
of Goulburn Mulwaree & Upper Lachlan Shire Libraries' newspapers digitisation project to
make accessible through Trove the Argyle Liberal and District Recorder (1903-1930),
Goulburn Chronicle and Southern Advertiser (1860), Southern Argus (1881-1885), Taralga

Further publicity for digitised newspapers on Trove has been through a number of newspaper
articles. These have included the Forbes Advocate (27 March 2013) which was digitised
through a Central West Libraries initiated project and the Narromine News (5 April 2013; about
digitisation of Narromine News and Trangie Advocate). An article on ANPlan, the ANDP and
the 10 millionth digitised newspaper page milestone appeared in Newspaper Works (14 June
2013), a publication of PANPA, the Newspaper Publishers' Association, and featured a
contributor project in which a publisher partnered with local organisations.49 A story about the
digitisation of Meie Kodu appeared in Estonian World Review (27 April 2013).50 An article
about the digitisation of the Bunyip appeared in this newspaper on 22 May 2013.
The NLA continues to update its website with information supplied by ANPlan libraries
(through the Annual Report process) and with updated documents and news items. This year,
NSLA has created an ANPlan project page - http://www.nsla.org.au/projects/anplan which will
be populated in the coming year.
The NLA and SLQ continue to receive and respond to search and rescue enquiries from
members of the public. The SLQ promotes this campaign through public lectures, the Local
Studies Discussion list set up to communicate with the local studies community in libraries in
Queensland, and historical societies.

Preserving for Permanent Access
Five Year Plan
July 2010 - June 2015
Established in the early 1990s, the Australian Newspaper Plan (ANPlan) aims to ensure that
newspapers published in Australia are collected and preserved for permanent access.
ANPlan is a cooperative initiative of National and State Libraries Australasia (NSLA). It relies
on collaboration between Australia's national, state and territory libraries. The National Library
of New Zealand has observer status.
Under ANPlan, primary responsibility for a newspaper rests with the ANPlan library in the state
or territory of the newspaper's origin. The National Library of Australia shares responsibility for
ACT newspapers with the ACT Heritage Library and has assumed responsibility for a number
of newspapers that are national in scope, coverage and distribution.51
The Australian partners report to NSLA annually against a set of Key Indicators in the areas of
collecting, preserving and providing access to newspapers. ANPlan’s second Five Year Plan
(2010-1015) is intended to provide impetus to ANPlan libraries’ endeavours in those areas
which are not currently well met. It is also intended to provide focus to current efforts to
address certain key ‘at risk’ newspapers and to ANPlan libraries’ outreach activities.
A minor review was undertaken in early 2013 and actions related to digital collecting were
added.
COLLECT
ANPlan libraries will continue to enlist the help of community groups and the public in finding
missing newspapers. The following goals have been identified for July 2010 – June 2015:
1. To identify all Australian newspapers which are entirely missing, in any format, from
the national collection held within the ANPlan libraries, or for which substantial
portions are missing.
2. To investigate the technical and access issues associated with collecting the
following two categories of Australian digital newspapers, for both their full-text
content and the “look-and-feel”:
a. digital newspapers which are not associated with a printed version (see
Appendix 2). This action will likely involve a collaboration with web archiving
staff in each of the ANPlan libraries;

b. pre-press digital files used for production of hard copy newspapers;
and keeping a ‘watching brief’ on those categories of Australian digital
newspapers and news material which are not currently being addressed through
ANPlan.
PRESERVE
For some ANPlan libraries, preservation microfilming remains a key strategy for preserving
permanent access to Australian newspapers. ANPlan libraries will continue to preserve their
newspaper collections through preservation microfilming, re-filming poorly filmed material,
copying from acetate microfilm to stable polyester microfilm, computer output microfilming as
well as through digitisation.
ANPlan libraries will aim to store all newspapers (hard copy and microform masters) under
optimal physical and environmental conditions to preserve ongoing access and take steps to
ensure permanent access to those newspapers whose microfilm preservation masters are not
currently owned by the ANPlan libraries responsible for these titles (e.g. by ensuring that there
are catalogue records for these titles or by negotiating transfer of custody).
The following preservation goals have been identified for July 2010 – June 2015:
3. To preserve, for permanent access, the significant ‘at risk’ newspapers listed (in the
Appendix 4 of this document).
4. To develop guidelines for the storage of newspapers which outline the impact of
environmental conditions on the longevity of newspapers and which include critical
factors which influence libraries’ ability to provide permanent access to
newspapers.
5. To develop guidelines and standards for digitising newspapers for preservation
purposes and to influence the development and promote the adoption of best
practice guidelines in digital preservation to ensure permanent access to digitised
and digital newspapers.
ACCESS
To ensure that Australian newspapers are universally accessible, ANPlan libraries will
endeavour to catalogue all newspapers (hard copy, all generations of microfilm, digitised and
digital) onto the national bibliographic database, including detailed and up-to-date holdings
information.
The following goals relating to newspaper access have been identified for July 2010 – June
2015:
6. To ensure that all generations of newspaper microfilm titles which ANPlan libraries
hold responsibility for are catalogued onto the national bibliographic database,
according to the microform cataloguing guidelines developed by ANPlan libraries in
2006, with holdings attached to the correct format and generation.
7. To ensure that all digitised newspapers are catalogued onto the national
bibliographic database, according to the Guidelines for Cataloguing Remote Electronic
Resources.
8. To provide and maintain digital access to those titles and corresponding date ranges
listed in the Australian Newspapers Digitisation Program, Phase 1.

collecting, preserving and providing access to Australian newspapers including how to

outlined in the Contributor Guidelines, and in raising awareness of funding strategies
that may be available for newspaper digitisation projects.

APPENDIX 1: DEFINITION OF A NEWSPAPER
A newspaper is a serial publication which contains news on current events of special or general
interest. The individual parts are listed chronologically or numerically and appear frequently, usually
at least once a week but sometimes fortnightly or monthly.
Traditionally newspapers are printed on newsprint paper, usually appear without a cover, folded
rather than bound together, with a masthead, and are normally larger than 297 mm x 420 mm in
size. They may include supplements such as colour magazines, or other inserts for special features
or events. 52 53
With the advent of digital publishing, digital newspapers are being produced, and are increasingly
popular while readership of print newspapers is generally in decline 54. A digital newspaper is a
newspaper created digitally (i.e. born digital) and available online via the Internet. 55 Digital
newspapers may be accessed as apps on mobile devices. Digital newspapers are often in the form
of integrating resources, with new material integrated into the resource and older content being
removed; or they may be serial publications.
