Main Purpose of Job:
To work as part of a multi-disciplinary, multi-agency team and with specialists and contractors
engaged in peatland restoration. To act as an advocate for the historic environment on Exmoor’s
moorlands by developing a strong understanding of their history and archaeology and of the issues
facing Exmoor’s peatlands that necessitate restoration, the process itself and its results.

APPENDIX 3
Exmoor National Park
Exmoor was designated as a National Park in 1954 under the National Parks and Access to the
Countryside Act 1949. The purposes of National Park designation as amended by the Environment Act
1995 are:
 To conserve and enhance the natural beauty, wildlife and cultural heritage of the
National Park area
 To promote opportunities for understanding and enjoyment of Exmoor’s special
qualities
In meeting those purposes, the NPA must seek to foster the social and economic well-being of local
communities.
There are 15 members of the National Parks family in the UK, beautiful areas of mountains, meadows,
moorlands, woods, wetlands, rivers and coast. They are areas of protected countryside that everyone can
visit, and where people live, work and shape the landscape.
Exmoor covers 693 km2 of West Somerset and North Devon. The varied countryside includes moorland,
woodland, farmland, river valleys and 60 km of magnificent coastline. About 10,200 people live in the
National Park which receives an estimated 2 million visitor days each year. The main settlements are
Lynton & Lynmouth, Dulverton, Porlock and Dunster.

The Project
The Exmoor Mires Project (www.exmoormires.org.uk ), presents a real opportunity to make a significant
difference by implementing sustainable hydrological management in upland river catchments. It is funded
by South West Water, the Environment Agency and Natural England. The project is led by South West
Water (SWW) and comprises a partnership of land owners, local community representative, Exmoor
National Park Authority (ENPA), Environment Agency (Agency), Natural England (NE) and Historic
England (HE).
The proposed mire restoration work will use locally developed ditch blocking techniques on drainage
networks, eroding gullies and some peat cuttings, to re-wet extensive areas of damaged wetlands. The
blocking techniques use sustainable materials (wood, peat, grass and rush bales) and environmentally
sensitive procedures.
The overall aim is to restore the hydrological function of the peatland covered by the headwaters of the
River Exe and other catchments on Exmoor with multiple benefits to the upland environment and water
users. Investigation and research is a major element of the project to allow the benefits of rewetting to be
quantified. This encompasses hydrological monitoring to quantify changes in water quantity and quality;
carbon and greenhouse gases fluxmonitoring; agricultural impact assessments; ecological monitoring and
archaeological research.
Historic environment protection and enhancement: better knowledge of the historic environment and better
preservation of palaeo-environmental deposits.
Increasing peat wetness and reducing peat and soil erosion will help to ensure continued survival of these
fragile archives of land use and vegetation history. The adoption of sensitive procedures and working
methods such as comprehensive site surveys and watching briefs will record and protect archaeological
features, sites, palaeo-environmental deposits and monuments.
APPENDIX 4
CONDITIONS OF SERVICE

The postholder will be employed by Exmoor National Park Authority
and will be required to work from Exmoor House, Dulverton. The
postholder will also be required to work on remote Exmoor sites at
locations not served by public transport. Business mileage incurred
using private vehicles will be reimbursed at the agreed casual mileage
rate. An Authority pool vehicle will be available for many journeys.
Conditions of Service
Contract Status,
Grade & Salary
In accordance with the Scheme of Conditions of Service agreed by the
National Joint Council for Local Government Services together with
other local conditions of service as set out in the Authority’s Personnel
Policies and Procedures.
Grade E £20,253-£22,937 per annum. Progression through the salary
range will be by annual increments, subject to satisfactory
performance. New employees may be started anywhere within the
salary range depending on experience.
This post is offered as a fixed term contract for 3 years linked to
external project funding.
Hours
The normal working week is 37 hours, in accordance with the
Authority’s flexitime scheme.
Leave
The annual leave entitlement will be 27 days plus recognised English
bank holidays (pro-rata for part time posts).
Pension
The post is superannuable under the Local Government Pension
Scheme but membership is not compulsory. You will automatically be
admitted to the pension scheme but can choose to opt out.
Notice Period
To terminate the appointment, at least 1 calendar months’ notice will
be required on either side.
Probationary Period
The appointment will be subject to a 6 month probationary period.
