David Murphy is a civil engineer with 28 years of senior project management experience. He has managed major infrastructure project in the aftermath of the 2004 Tsunami, led an Environmental

Engineering firm, and managed major and complex projects for the Commissioner’s office of the

Massachusetts DEP helping to manage the environmental oversight of the $14.5 Billion Big Dig,

Quincy’s Granite Links project, the Boston Harbor dredge project, and numerous other Mega projects. For six years he has served at Tighe & Bond as Vice President managing over 120 projects including all aspects of Solid Waste Management, Materials Management, Real Estate

Development, Coastal Infrastructure, Renewable Energy and FERC Permitting.

Steve is a 22 year veteran of NW&RA, which is a 51 year old Washington, DC based trade group that is dedicated to the promotion of private sector companies that offer environmentally sound and economically efficient management of solid wastes and recyclables.

Steve covers the northeastern states of New York, New Jersey, Massachusetts, Rhode Island,

Connecticut, New Hampshire, Vermont and Maine. He works with the region's waste companies and

interacts on their behalf at the state, local, regional, special authority and county level. He works with legislative and elected officials as well as administrative and regulatory officials in all solid waste areas.

Steve holds a master degree in political science and his role at NW&RA is primarily that of a manager of the many, varied specialties within the industry. He works constantly to bring consensus on issues with independent waste company owners, corporate executives of publicly traded companies, engineers, recyclers, facility operators, policy folks, lawyers and more. Once this process yields a consensus for action on an issue, Steve then goes about working with his members and others to see that the industry's voice is heard on the matter at hand.

Steve resides in Massachusetts with his wife Anne. He has two adult children. His interests include golf and cabin life along the Delaware River in its wild and scenic upper region.

Mike is a Graduate of Syracuse University with a B.A. in Political Science, and holds an MBA from

Plymouth State University.

Mike came to NRRA as a consultant in December of 2008 and became the Executive Director in

October of 2009. Since joining NRRA, Mike has increased support for member services outreach and technical support programs, started the “Full of Scrap” bi-weekly newsletter, updated market pricing, and added singlestream recycling and municipal solid waste contracts as part of NRRA’s menu of material handling programs available to members.

Mike has increased the visibility of the NRRA School Recycling Club programs and, as a result,

NRRA has received several Federal Grants for School Recycling outreach programs. NRRA was recently recognized by EPA Region 1 with an Environmental Merit Award and has been conducting

NHDES approved Continuing Ed Training for Transfer Station Operators to maintain their

Certifications. In addition, NRRA has been twice awarded the contract to administer the new

Vermont State E-Cycles program which properly recycled over 4.8 million pounds of e-waste in its first year. Mike’s commitment to resource recovery and economically sound recycling is shared by all the dedicated NRRA staff.

George’s career started in 1977 as the Solid Waste Manager for the City and County of Eau Claire

Wisconsin. He worked in the public sector until 1984 and moved to the private sector as a solid waste specialist working on six of the seven continents. When the City of Lebanon Solid Waste

Manager position opened up in 2011 he decided to apply to finish out his career back in the public sector.

Ken Nydam is part of Covanta’s Sustainable Solutions division. In this capacity, Mr. Nydam oversees Northern New England’s management and growth of Covanta’s residential merchant waste procurement business. Mr. Nydam’ s primary responsibility is managing merchant waste portfolio related to Haverhill and SEMASS Energy from Waste facilities as well as the Lynn,

Danvers, and Braintree Transfer Stations.

Mr. Nydam joined Covanta in 2002 and has substantial energy, REC and solid waste experience managing several renewable energy facilities in New England. Mr. Nydam has an MBA from Pace

University and an undergraduate business degree from the University of Massachusetts (Amherst).

Steve Poggi is Waste Management’s Area Director of Disposal Operations in the New England and

New York Market Area. He has over thirty years of solid waste experience in the solid waste management field and leads WM’s team responsible for the development and operation landfills and transfer stations in NE and upper NY State. He is responsible for 230 employees operating 11 solid waste landfills, one hazardous waste landfill, and 14 transfer stations. Steve oversees the planning, development, construction, and operation of these facilities and is responsible for overall P&L, safety, compliance, capital management, operations, and regulatory/community relations.

WM’s operations in NH include the Turnkey Recycling and Environmental Enterprise facility in

Rochester where he has been involved for over 25 years. The Turnkey facility manages nearly a third of the NH’s solid waste and includes two double lined solid waste landfills, a 100 ton per day recycling operation, two landfill gas-to-electricity plants capable of generating 12 MWs, and a comprehensive Master End Use Plan for the 1,200 acre site. This site also provides landfill gas to

UNH for processing and transmission through a dedicated 12.7 mile pipeline to generate approximately 70% of the power used annually at t he University’s Durham Campus.

As the result of a nationwide search, Kevin joined ecomaine as General Manager in 2004. He has

25 years of experience in solid waste management including his current position as CEO & General

Manager for ecomaine (Portland, Maine), Director of Solid Waste for Broome County (New York),

Materials Recovery Administrator for the City of Glendale (Arizona), Manager for Metro Waste

(Rochester, NY), Owner of Materials Recycling Facilities, Inc., a recycling facility in Rochester, New

York, and Solid Waste Coordinator for both Monroe County and the City of Rochester (New York).

Kevin is a 1989 graduate of the University of Buffalo, where he received a Bachelor of Science degree in geography. He currently serves as a board member on the Energy Recovery Council for the Waste-To-Energy industry and is also President of the Northern New England Chapter of

SWANA.

For ecomaine, Kevin is responsible for overall operations a 550 ton per day Waste-To-Energy plant, a 40,000 ton per year single-sort recycling facility, a landfill, and the support systems that go along with these operations and programs. Most notably, he has implemented strategies to reduce rates for member communities by over 60% over the last 5 years. He was also responsible for replacing lost tonnage (down 30%) from the recession, implementing a landfill mining and metals recovery operation, and has most recently developed plans for a food waste recovery program.

Duncan currently serves as the Assistant Director of Public Works for the City of Keene, NH. He has been with the Department of Public Works since 1992. Duncan runs the Solid Waste Division which features the largest municipally operated materials recovery facility in the State of New

Hampshire processing upwards of 10,000 tons per year, a 30,000 ton per year Transfer Station, an award winning Household Hazardous Waste Collection Facility, and an organics composting operation. During his tenure in the Solid Waste Division, the City of Keene was named the best

Municipal Recycling Facility in the State, and Duncan was awarded “Recycler of the Year” by the

Northeast Resource Recovery Association. Duncan also oversees the operation of the City’s

Highway Division which has over 120 miles of roadways, 52 miles of sidewalks and more than 5,000 drainage basins, as well as oversight responsibility for the City’s 150+ vehicle Fleet Services

Division. Duncan has a Bachelor’s degree in Business from the University of New Hampshire and a

Masters of Environmental Science degree from Antioch New England University.

Mike Wimsatt was appointed Director of the Waste Management Division in 2007. As Director, Mike is responsible for solid and hazardous waste management, petroleum storage compliance, hazardous materials/emergency response, and waste site cleanup. He has 25 years of experience with NH DES including hazardous waste compliance/enforcement, emergency response/incident management, and brownfields cleanup and redevelopment. Mike graduated with a B.S. in Chemistry in 1984 from the State University of New York at Syracuse and with a M.S. in Civil Engineering in

2000 from the University of New Hampshire.
