Center for Disaster and Humanitarian Assistance Medicine

The Center for Disaster and Humanitarian Assistance Medicine (CDHAM) in Bethesda, MD, joined the Global Center

Consortium on 16 Sep, becoming the 25 th member of the consortium.

An academic center of the Uniformed Services

University of the Health Sciences, CDHAM partners with other DoD agencies (AFHSC, DTRA, DLO) and

COCOM/SG staffs to provide support through consultation, education and training. Their programs include Train-the-

Trainer programs, conferences, workshops and table top exercises to build Host Nation capacity. They are also heavily involved in the development and implementation of an education and training strategy for the DoD/Military Health

System to be better prepared to execute Medical Stability Operations. Their scholarly focus is on establishing a process for determining appropriate Measures of Effectiveness through a system of Monitoring and Evaluation that will be consistent throughout the DoD, and hopefully across the USG interagency community. Africa Center for Strategic Studies

National Defense University’s New Vice President Visits Africa Center -

Ambassador Nancy McEldowney, the new

Senior Vice President for National Defense University (NDU), visited the Africa Center for Strategic Studies

(ACSS) on September 16. Ambassador McEldowney was the guest of ACSS Director Ambassador William M.

Bellamy (ret.). ACSS Deputy Director Michael E. Garrison presented an overview of the Africa Center’s mission and programs during the visit.

Center for Hemispheric Defense Studies

“Security and Defense Education in the Americas” conference summary -

From September 12 to 14, CHDS organized the conference Security and Defense Education in the Americas, co-sponsored with the Inter American Defense

College, which was held in CHDS headquarters at the National Defense University. The conference analyzed the major issues concerning security and defense education within the Hemisphere; it evaluated and compared the various national education systems, educational institutions, curricula, and teaching methodology, and the knowledge and skills that students develop. There were a series of presentations and discussions by leading experts in security and defense education, Ministry of Defense officials, and Directors from the hemisphere's leading educational institutions. The conference served as a platform to present the conclusions from a year-long study on the relevance of security and defense education for each nation within the hemisphere. Read more here .

George C. Marshall European Center for Security Studies

Ballistic Missile Defense Security Conference – Ballistic Missile Defense was on the minds of a group of government officials who met at the Marshall Center 20-21 Sep. The event drew 23 distinguished Marshall Center alumni, including members of Parliament and Deputy Ministers from 18 countries.

Defense Resources Management Institute

DRMI opens all resident courses to GS-9 and above – US officers (Active or Reserve) and international military officers, of grades O-4 through O-6; civilian Officials of grades GS-09 through GS-15 or equivalent are now eligible to attend all of DRMI's resident courses. These courses are suitable for professionals concerned with the economic, efficient and effective allocation and use of scarce defense resources in today's complex and uncertain security environment. Participants normally come from a broad spectrum of fields, to include logistics, operations, personnel, acquisition, financial management, program management, planning, engineering, and program evaluation. The courses include: Defense Resources Management Course, Multiple Criteria Decision Making Course, Budget Preparation and

US Army Medical Department Center and Schools

AMEDDC&S Gets National Recognition – US News and World Report magazine’s annual ranking of the nation's graduate schools ranked the Army Medical Department Center and School Anesthesia Nursing Master's Degree program as the best in the nation. The Army graduate program in Anesthesia Nursing is affiliated with Northeastern

University and ranked top in the nation among 112 accredited anesthesia nursing programs. The Army-Baylor

University doctoral program in physical therapy ranked fifth in the nation among 228 accredited doctoral programs.

The Army - Baylor University graduate program in Health and Business Administration ranked 11th in the nation among 90 accredited graduate programs. The Interservice Physician Assistant master's degree program affiliated with

Nebraska University ranked 13th in the nation. The rankings are based on evaluations of curriculum, record of scholarship, quality of faculty and quality of students. Click here for more.

Focus on Center for Disaster and Humanitarian Assistance Medicine

(CDHAM)

CDHAM was formally established at the Uniformed Services University of the Health Sciences (USUHS) by the

Defense Appropriations Act of 1999. Organized within the Department of Military and Emergency Medicine at

USUHS, CDHAM is postured as the Defense Department’s focal point for academic aspects of medical stability operations.

The Vision: To contribute to National Security by achieving regional and global stability through Health Care diplomacy.

The US military has a long history of responding to disasters and participating in humanitarian assistance missions.

Until recently, however, these missions were considered less important than traditional combat and combat support missions. Events of the 21st century have made it clear that our National Security depends on stability around the globe.

This was emphasized in recent Department of Defense guidance establishing Stability Operations, including

Humanitarian Assistance and Disaster Response (HA/DR), as missions with a priority equal to combat operations.

The Mission: To provide support to Department of Defense agencies, through education and training, consultation, direct support and scholarly activities, regarding the role of military health care in response to disasters and humanitarian assistance missions.

The successful delivery of assistance depends on a coordinated effort between the Host Nation, United Nations agencies, other Governmental Organizations, and many Non-Governmental Organizations (NGOs). With respect to

HA/DR missions, the DoD will function in a supporting role to other agencies, such as the Department of State and the

US Agency for International Development. Effectiveness requires achieving synergy by optimizing each participant’s relative strengths.

Thomas H. Johnson

Department of National Security Affairs, Naval Postgraduate School

Research Professor

Professor Johnson is the Director of the Program for Culture & Conflict Studies . Under his direction, the program coordinates anthropological research activities on the human terrain of Central and South Asia. He was appointed to the faculty of the Naval Postgraduate School’s

National Security Affairs Department in December 2003. At NPS,

Johnson is teaching courses on Afghanistan, Central Asian crises, politics, terrorism, and security. He also regularly contributes to the Regional Security Education Program and the Leadership Development and Education for Security and Peace Program at NPS where he briefs deploying troops on subjects such as Afghanistan, Iraq, WMD proliferation, and the global jihad.
