One Broadway, Cambridge MA 02142 (888) 316-8540 3 MASSACHUSETTS STATE TAX INCENTIVES Massachusetts offers a number of tax credits and exemptions for residents who are interested in purchasing and installing a renewable energy system on their property. I. Personal Tax Credit Massachusetts allows a 15% credit -- up to $1,000 -against their state income tax for the net expenditure of a renewable-energy system (including installation costs) installed on an individual’s primary residence. If the credit amount is greater than a resident's income tax liability, the excess credit amount may be carried forward to the next succeeding year for up to three years. Eligible technologies include solar water and space heating, photovoltaic (PV), and wind-energy systems. The original use of the system must be with the taxpayer filing for the credit, and the system should reasonably be expected to remain in operation for at least five years. To claim the tax credit, complete Schedule EC on your state tax return II. Renewable Property Tax Exemption Massachusetts law provides that solar-energy systems and wind-energy systems used as a primary or auxiliary power system for the purpose of heating or otherwise supplying the energy needs of taxable property are exempt from local property tax for a 20-year period. Attention Massachusetts homeowners! The Federal Residential Energy Efficiency Tax Credit is once again available for 2013. As part of the fiscal package Congress passed in early January 2013, the American Taxpayer Relief Act extended the tax credit that expired in 2011 to the end of this year, as well as made it retroactive to January 1st, 2012. Therefore, it will apply to projects you did last year as well as those taken on this year. The tax credit can count for 10 percent of the cost of energy efficiency measures and up to a cap of $500. Renewable Energy Equipment Sales Tax Exemption Massachusetts law exempts from the state's sales tax "equipment directly relating to any solar, wind powered; or heat pump system, which is being utilized as a primary or auxiliary power system for the purpose of heating or otherwise supplying the energy needs of an individual's principal residence in the commonwealth." These include solar water heat, solar space heat, photovoltaic, wind, geothermal heat pumps. During the visit, the specialist will check for air leakage and perform a variety of tests including infrared testing, blower door test, and combustion safety. Commonwealth Small Pellet Boiler Grant Program Massachusetts Clean Energy Center (MassCEC) and the Department of Energy Resources (DOER) dedicated $475,000 to a pilot program to provide grants to residents and property owners who install high-efficiency, low-particulate matter wood pellet boilers or furnaces. This grant is available as first-come, first-serve basis; and it can be combined with other state and local incentives. To be eligible for the grant, the installed boiler or furnace must be used in a year-round residence or small business where the buildings occupants pays into the Massachusetts Renewable Energy Trust, including customers of investor-owned utilities – National Grid, NSTAR, Western Massachusetts Electric Company, Fitchburg Gas and Electric Light (Unitil) and participating municipal lighting plats (Ashburnham, Holden, Holyoke, Russell and Templeton). Commonwealth Woodstove Change-Out Pilot Program Eligible Massachusetts residents can receive rebate voucher for replacing coal stoves and nonEPA certified woodstoves or fireplace inserts with high efficiency, low emission, woodstoves or fireplace inserts. MassCEC, the Department of Energy Resources (DOER) and the Department of Environmental Protection (MassDEP) have dedicated over $900,000 through the two rounds of the program. Replacement stoves or inserts must meet the following technical requirements: a. Catalytic Converter 2.5 g/hr PM or b. Non Catalytic Converter: 4.5 g/hr PM and c. Commonwealth Solar Hot Water Residential Program The Massachusetts Clean Energy Center (MassCEC) runs a rebate program for eligible utility customers to install a solar hot water heater. Commonwealth Solar Hot Water rebates are available to electricity customers served by the following Massachusetts investor-owned electric utilities: Fitchburg Gas and Electric Light (Unitil), National Grid, NSTAR Electric and Western Massachusetts Electric. In addition, customers of certain municipal lighting plant (MLP) including Ashburnham, Templeton, Holden, Holyoke and Russell utilities are eligible. Only residents that live in territories that contribute to the MassCEC Renewable Energy Trust Fund are eligible for the rebate. In July 2012, the program was extended through 2016. The system must be installed in a year round occupied building with 1-4 units. Rebates are capped at $3,500 or at 25% of the installation cost. Residents can receive an additional $1,500 to cover the costs of a meter installation if the homeowner signs up for the MassCEC performance monitoring program, and an additional $200 if the system includes parts that are manufactured in Massachusetts. Commonwealth Solar II Rebates Through MassCEC, the Commonwealth Solar II program offers rebates for residents who install solar photovoltaic (PV). Eligible residents must be customers of a Massachusetts Utility that collects the Renewable Energy Distribution Charge from their customers, which helps to fund the Renewable Energy Trust Fund. Residential solar panels must be installed by a The Renewable Energy Trust Fund finances the Commonwealth Solar II program. These include Fitchburg Gas and Electric Light (Unitil), National Grid, NSTAR Electric and Western Massachusetts Electric. In addition, customers of certain municipal lighting plant (MLP) utilities are now eligible including Ashburnham, Holden, Holyoke, Russell, and Templeton. Funding is released in "blocks" every quarter. Currently, Block 15 is open for applications with $1.5 million in funding. The program is open until September 30, 2013, or until funding has been exhausted. Rebates are awarded based on watts DC (direct current). The baseline rebate is $0.40/ watt DC for installed systems up to 5,000 watts. Additional rebates are added for moderate income households, determined to be at 120% of area median household income. If your household income is at $95,420 or less, you can be eligible for an additional $0.40/watt in rebates. Massachusetts New homes with ENERGY STAR Through the Mass Save® program, residents who are building new homes in Massachusetts can build a certified ENERGY STAR home. Rebates are offered for comprehensive whole building measures, and are offered on a tiered scaled, based on the energy performance of the home compared to the state baseline, or model home. The three tiers for the New Homes with ENERGY STAR program in MA are: Tier I: $750 -15% improvement or better over MA baseline Tier II: $1,250 -30% improvement or better over MA baseline Tier III: $8,000-45% improvement or better over MA baseline Interested applicants must first have a certified Home Energy Rater Services (HERS) company inspect the house. National Grid’s Deep Energy Retrofit (DER) Pilot Incentives National Grid, one of major investor-owned utilities in Massachusetts, offers high-level incentives to its residential customers who plan to complete major home renovation and are interested in complete deep energy retrofit and invest in extensive energy efficiency measures. The program will subsidize an incentive of up to $42,000 toward the costs of the renovation project. The incentive amounts vary based on the number of the units in a building and often amount to between 20%-40% of the overall project cost. The retrofit must be able to deliver a minimum of 50% reduction in total home energy consumption with greater incentive available if the project reaches higher performance levels of Passive House or Net Zero Energy. A scope of a deep energy retrofit project often comprises of adding a large amount of wall and attic insulation, installing highly energy-efficient windows or heating system. Investor owned utilities work with the state through programs such as Mass Save® and the Massachusetts Clean Energy Center (MassCEC), but some municipal utility programs opt in to these programs. Many municipal companies offer their own individual incentive and appliance rebate programs. I. One Broadway, Cambridge MA 02142 (888) 316-8540 21 UTILITY PROGRAM ADMINISTRATORS Rated #1 in the country for energy efficiency policies by the American Council for an Energy Efficiency Economy (ACEEE) in 2012, Massachusetts offers many programs promoting energy efficiency. These programs range from basic home energy audits to long term low interest rate loans for major home energy improvement projects. Programs are offered at the state level as well as by many local utility companies. While there is a broad array of programs offered throughout the state, with some research you will be able to navigate the programs that are most applicable to you. The major administrators of energy efficiency programs in the state are MassSAVE, GasNetworks, and the Massachusetts Clean Energy Center (MassCEC); smaller utility companies often offer their own incentives for their customers. Eligibility for the major programs is often dependent on whether a utility is part of the network, or contributes to the state funding source that supplies funding for the programs. Mass Save® is an initiative sponsored by Massachusetts’ gas and electric utilities and energy efficiency service providers. The Sponsors of Mass Save work closely with the Massachusetts Department of Energy Resources (DOER) to provide a wide range of services, incentives, and information promoting energy efficiency that help residents and businesses manage energy use and related costs. The Mass Save program is administered by eight large utilities and service providers in the state. All utility customers with a facility that buys from one of these eight companies are eligible for the MassSAVE home energy assessment and rebates. These utilities include 360Chestnut, Inc. One Broadway, Cambridge MA 02142 (888) 316-8540 22 In 1997 natural gas utilities in Massachusetts came together to form a network to deliver information and updates about energy efficiency to its member companies. GasNetworks provides information workshops, trains plumbers and HVAC technicians, as well as provides a variety of rebate and incentives for the utility customers of their member companies. The gas service providers of GasNetorks include: Columbia Gas Berkshire Gas New England Gas Company NSTAR Fitchburg Gas and Electric (Unitil) National Grid Liberty Utilities Residents that are in an area covered by a municipal utility company also have access to many local utility rebate options. Some utility companies participate in joint programs, such as the MuniHELPS program or the Gas Network. These programs offer financial assistance and rebates to customers within the network. Massachusetts Clean Energy Center (MassCEC) offers a number of renewable energy and energy efficiency programs as part of their role as the state quasi-public entity to support renewable energy production and innovation. The main source of funding for these programs is the Renewable Energy Trust Fund, which was created in 1997. The fund is supported by a mandatory charge of $0.0005 per kilowatt-hour, which is automatically assessed on all customers of investor owned utilities and competitive municipal utilities in the state, which can choose to opt in to the program. Utility companies must pay into the Renewable Energy Trust in order to qualify for the incentive programs the MassCEC offers. Since they are not required to participate in many energy efficiency programs as the Investor Owned Utilities, many offer their own energy efficiency rebates to their customers. As noted above, five municipal light plants have signed agreements with the MassCEC to assess the surcharge to fund the Renewable Energy Trust Fund, making their customers eligible for MassCEC programs. 360Chestnut, Inc.
