FIRST AMENDMENT TO THE
AGREEMENT BETWEEN THE CITY OF ORLANDO AND
HOUSING AND NEIGHBORHOOD DEVELOPMENT SERVICES OF CENTRAL
FLORIDA, INC.
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
THIS FIRST AMENDMENT is entered into by and between the City of Orlando, a
Florida municipal corporation (hereinafter referred to as the “City”) with a principal address of
400 South Orange Avenue, Orlando, Florida 32801, and Housing and Neighborhood
Development Services of Central Florida, Inc., a Florida non-profit corporation with a
principal address of 6900 S. Orange Blossom Trail, Ste. 300, Orlando, Florida 32809 (hereinafter
referred to as “HANDS”).
W I T N E S S E T H:
WHEREAS, on December 17, 2007, the City and HANDS entered into a CDBG Grant
Agreement (hereinafter referred to as the “Agreement”) providing HANDS the sum of One
hundred, twenty-five thousand dollars and 00/100 ($125,000.00) in FY 2007-2008 CDBG funds
to develop and administer the Housing Counseling Services (HCS) Program (hereinafter referred
to as the “Program”) to benefit very low income and low income households; and
WHEREAS, HANDS was to provide services under the Program and the Agreement
was to terminate on September 30, 2008; and
WHEREAS, due to unforeseen circumstances, HANDS is in need of additional time to
provide the services under the Program and requests an extension of the deadline to September
30, 2009; and
WHEREAS, the parties desire to amend the Agreement to allow HANDS additional time
to provide the services under the Program.
NOW THEREFORE, in consideration of the premises, the mutual covenants and
agreements herein contained, and other good and valuation consideration, the sufficiency of
which is hereby acknowledge, the City and HANDS agree as follows:
1. The first sentence in Section One, Paragraph 9 entitled “Term” shall be amended to
read as follows: “The term of this Agreement shall commence on October 1, 2007
and shall terminate on September 30, 2009.
2. Section Two, Paragraph 8 entitled “Annual Reports” shall be amended to read as
follows: “HANDS shall submit client demographic data as required in Exhibit ‘C’ by
September 30, 2009.”
3. Exhibit “B” entitled “Scope of Services and Budget”, Paragraph 1b, the first sentence
shall be amended to read as follows: “HANDS will coordinate a minimum of 15 Prepurchase seminars throughout the remainder of fiscal year 2008-2009.”
4. Exhibit “C” entitled “Reporting Schedule”, Paragraph C shall be amended to read as
follows: “By September 30, 2009, HANDS shall submit client demographic data on
the form provided in the Attachment to this Exhibit. In addition the Attachment to
Exhibit “C” shall be amended to read as follows: “This report should be submitted to
the Housing Department by September 30, 2009 for the period of October 1, 2007
through September 30, 2009.”
5. Except as set forth herein, the Agreement remains unchanged and remains in full
force and effect.
