TIF Coordinator (.5 FTE) Position Description Roles and Responsibilities―Year 4 Updated August 7, 2013 Reports to: District Superintendent or designee Job Purpose: Serves as the district point person on TIF-related work and as the district liaison with the Ohio Department of Education (ODE) and Battelle for Kids (BFK). The TIF Coordinator will provide leadership to the district’s strategic compensation planning team as well as monitor the district’s adherence to all local TIF requirements for meeting project milestones and assuring accurate fiscal reporting. Required availability: TIF Coordinators must be available year-round. TIF Coordinators will be expected to attend quarterly TIF meetings, periodic TIF coordinator meetings, and professional development sessions as they relate to strategic compensation and other pertinent topics. Additionally, TIF Coordinators will be required to participate in periodic conference calls, design team meetings and webbased collaboration activities specific to Ohio TIF. General responsibilities: Participates in leadership, management and coordination of district efforts toward developing, implementing, monitoring, evaluating and revising a strategic compensation model for teachers and principals that is compliant with TIF grant requirements. Serves, in partnership with the district’s Treasurer, as the district’s budget administrator for the TIF grant. Facilitates development, implementation, monitoring, evaluation, revisions and reporting regarding the core Ohio TIF elements at the local level. These responsibilities include: o Coordinating strategic compensation work with ODE and BFK and drawing upon the expertise of both organizations for local benefit. o Serving as a collaborative leader to ensure the strategic compensation award model is well communicated; that there is a genuine effort to include broad-based stakeholders including teachers, principals, and other school personnel; and that the involvement and support of unions is included in the implementation and subsequent revisions of the strategic compensation award model. o Coordinating comprehensive and consistent local plans for effectively communicating the components of the district strategic compensation award model, including developing the required local TIF communications plan and carrying out the communications activities outlined in the plan. TIF Coordinators will lead continuous, open and transparent communications about the work of TIF and its multiple elements both within the district and with the community. o Participating in multi-district collaborative design processes on various elements of strategic compensation models and related systems that support Ohio TIF efforts (e.g. student growth and achievement measurements, professional development, leadership opportunities, etc.). o Participating in and communicating professional development trainings for teachers and principals that focus on using student data and other measurements of effectiveness in the strategic compensation system to improve teaching and leadership practices that have been shown to increase student achievement. o Supporting the implementation of the state evaluation systems for teachers and principals, in coordination with district leadership, to ensure rigor, transparency and fairness of the evaluation systems as a critical element in the district’s strategic compensation model. o Ensuring that all teachers participate in the student roster verification process in order to meet Ohio TIF grant requirements. o Ensuring that all teachers and principals participate in the award payout quality assurance process for award payments to eligible staff. TIF Coordinator Roles and Responsibilities―Year 4 Presented by the Ohio Department of Education and Battelle for Kids August 7, 2013 1 o Coordinating local school district sustainability efforts with the local sustainability workgroup to ensure the district is meeting Ohio TIF defined milestones in each year of the grant. These efforts include organizing meetings; engaging internal and external stakeholders; and requesting and identifying technical assistance from ODE and BFK. Participating in TIF evaluation processes by collecting data/information on TIF implementation through surveys, interviews and other forms of feedback from project partners at BFK, ODE and the external evaluator Westat. Making presentations about the work of Ohio TIF to various audiences and at various conferences and events. Collaborating with other Ohio TIF Coordinators to ask questions and share best practices regarding the local efforts to implement TIF strategic compensation award models. The district TIF Coordinator will be expected to acquire knowledge related to: The history, current national trends, terminology and “best practices examples” of strategic compensation. The potential role strategic compensation plays in an overall district human capital strategy and program. For OAC districts, how strategic compensation fits in the rural education transformational model. The key elements in strategic compensation, including multiple measure evaluation systems, value-added and other data, and best practices in developing and implementing successful local strategic compensation systems. The TIF grant and required reporting processes. Required skills include but are not limited to: Detail orientation. Effective communications. Leadership. Collaboration. Strategic thinking and implementation. Organization involving multiple constituencies/stakeholders. Training and coaching for effective adult learning. Ability to be fair and impartial. Potential candidates may come from a variety of sources including but not limited to: Current teaching or principal staff Retired educators Staff from Educational Service Centers Note: Given the nature of TIF and the emphasis on collaboration for success, it is important that the TIF Coordinator be a person with credibility among teachers and administrators. The TIF Coordinator must also be given reasonable authority to report progress, issues, and suggestions regularly to ODE and BFK. The TIF Coordinator may be a person with another .5 FTE time assignment in the district as long as the person fulfills all of the TIF Coordinator responsibilities and records indicate full application of the TIFfunded .5 time to TIF activities.
