Bidding will be conducted through open competitive bidding procedures using a nondiscretionary pass/fail criterion as specified in the Revised IRR RA 9184, otherwise known as the
“Government Procurement Reform Act:. Bids received in excess of the ABC shall be automatically
rejected at the opening of bid. The BAC will conduct the procurement process in accordance with
the Revised IRR of R.A. 9184. Bids received in excess of the ABC shall be automatically rejected
at the opening of bid.

Prospective bidders may also download the BD’s from the DPWH web site and shall pay the said
fee on or before the submission of their bids. Bids must be accompanied by a bid security, in the
amount and acceptable form as stated in Section 27.2 of the Revised IRR or a bid-securing
declaration.
Prospective bidders shall submit their duly accomplished forms as specified in the BD’s in
two (2) separate sealed bid envelopes. The first envelope shall contain the technical component
of the bid, which shall include a copy of the CRC. The second envelope shall contain the financial
component of the bid. Contract will be awarded to the Lowest Calculated Responsive Bid as
determined in the bid evaluation and post-qualification.
The DPWH-Cebu 5th District Engineering Office reserves the right to accept or
reject any bid, to annul the bidding process at any time prior contract award, without thereby
incurring any liability to the affected bidder/s.
