Lake Brunner Community Catchment Care Group (LBCCCG) Terms of Reference 1. Purpose The purpose of the community care group is to undertake and support sustainable land and water management practices, and undertake such other Care Group initiatives as agreed, in the Lake Brunner Catchment with the following initial objectives: (1) Environmental stewardship: To encourage and facilitate the implementation of communitybased actions that in conjunction with farm-based actions reduce contaminant run-off from productive land in the Lake Brunner Catchment and increase both the biodiversity values and knowledge of cultural values in the Lake Brunner Catchment. (2) Farm resilience: To support and encourage the implementation of farm-level strategies that build and sustain a resilient catchment as outlined in (1) above, including the impacts of adverse weather events. (3) Social: To work with all sectors and stakeholders in the community to support outcomes that ensure a positive future for those who work and live and recreate in the Lake Brunner Catchment. 2. Background Funding for a project has been provided through the Fresh Start for Fresh Water initiative administered by the Ministry for the Environment, in conjunction with cash funding contributions from the West Coast Regional Council, Westland Milk Products and New Zealand Landcare Trust. The funding is contingent upon the delivery of agreed project milestones. In addition the project partners will also commit in-kind contributions, in the form of expertise, knowledge and other resources, to ensure successful project delivery. In essence the project provides two funding pathways; firstly to initiate further farm plans for farms in the Catchment, supported by funding to encourage farms to exceed requirements for riparian management as required by the West Coast Regional Council rules. Secondly a separate fund is established to allow the LBCCCG to initiate projects for riparian improvement on public land that contribute to the remediation of freshwater in the Catchment. Project approval was likely to be more achievable if a community care group could form and become involved in achieving the purposes in 1.Purpose above. Following initial meetings the LBCCCG was formed in mid 2012 and has met on 4 occasions to establish initial objectives. Up to 50 individuals and organisational representatives have participated so far. A small management team has been elected for the LBCCCG to coordinate actions on the ground in the Lake Brunner Catchment. 3. LBCCC Group Status 19/06/2013 The Terms of Reference formalises in good faith, the commitment of the project partners to the Terms of Reference and to the LBCCCG. The Terms of Reference is not intended to create legally binding rights or obligations or to fetter the exercise of any statutory responsibilities or duties of the respective partners. Nor is the Terms of reference intended to limit the activities of the LBCCCG. The Terms of Reference may be amended at any time but only by the written agreement of the parties. 4. Deliverables / Outcomes The LBCCCG is supported by a project coordinator who is employed through the New Zealand Landcare Trust. The group members will play a key role in delivery of the project milestones over the two years and after the project cycle for funding is complete. The Group members will assist the project coordinator and West Coast Regional Council with the delivery of the following: 1. Work programme and communications plan, including the positive promotion of the LBCCCG aims and achievements and outcomes from the project, including communities working together to achieve environmental outcomes 2. Community Catchment Group meetings and coordination of local actions 3. Benchmarking surveys as required 4. Catchment events (e.g. workshops and field days, such as monitoring of water quality, best management farm practice ) and publications. 5. Project monitoring and review 6. All meetings and decisions will be minuted and circulated to all interested parties in the community. 5.0 Roles and Responsibilities: LBCCC Group members will: 1. Encourage strong community leadership 2. With all reasonable effort, participate and attend group meetings. 3. Make all reasonable effort to implement actions agreed with project partners and in accordance with any approved applications for funding from the overall project funding lines. 4. Seek to achieve the outcomes specified in section 4 of this Terms of Reference. and note 4. A mandate for agreed future actions and initiatives should be sought from a full meeting of the LBCCCG. New Zealand Landcare Trust will: 1. Provide the facilitation and communications time and expertise for the LBCCCG from a regional coordinator position. 2. As required complete milestone reports and other specific deliverables for the Ministry for the Environment as a project member in conjunction with West Coast Regional Council 3. Develop base administration records and support systems for the Group to pass to the Group for on-going operations. West Coast Regional Council will: 19/06/2013 1 Be responsible for overall project management, reporting on milestones and deliverables, with the assistance of New Zealand Landcare Trust where required 2. In conjunction with Ministry for the Environment process funding applications received from the LBCCCG for on the ground initiatives in the Catchment. Where applications are approved West Coast Regional Council will manage the related financial processes. 3. Liaise with LBCCCG as required to achieve all the project outcomes under the Fresh Start for Freshwater initiative. 4. Provide, as required, technical and expert knowledge to LBCCCG to assist with actions on the ground and increasing awareness of sustainable land and water practices and principles. The overall approach is to work collaboratively and cooperatively and to celebrate successes! 6. Timeframes A project steering group comprising representatives from the LBCCCG, the West Coast Regional Council, and the New Zealand Landcare Trust will meet as required to discuss project delivery, actions and progress. Timing may change depending on status of delivery. The project has a two-year timeframe, from 7 January 2013 to 20 December 2014. 7. Review Review of this Terms of Reference is to be at the end of Year 2, with a view to assisting the on-going resilience and self-sustaining nature of the LBCCCG.
