Purpose of Equipment: To automatically weigh, wrap, index and label various sized trays
of meat for sales display.

Generalized Operating Specifications:
2.1
Dimensions:
2.1.1
115 inches long, 90 inches wide, 72 inches high. Dimensional sizes, such
as length, width, and height are not critical to this equipment so long as
this equipment is an upright floor model.
2.2
Construction:
2.2.1
Commercial off the shelf (COTS) standard unit, no unique DeCA
requirements.
2.3
Operating Characteristics that shall be provided:
2.3.1
Expected life span of this equipment is required to be 8 years or more with
basic maintenance.
2.3.2
Fully automatic straight-line, L-shaped or U-shaped configuration with
weighing, conveying, wrapping and labeling options.
2.3.3
Provided with master scale management system and wireless board.
2.3.4
The machine shall have a rigid frame, electric motor drive, package
conveyor, heat sealing belt, cold film cut-off, package elevator or straightthrough system film roll holders.
2.3.5
Equipment to be acquired will be of the same type, capacity and design
that has been used in successful commercial supermarket operations for a
minimum of 2 years.
2.3.6
Consists of the following principle components:
2.3.6.1 Electronic scale system.
2.3.6.2 Master scale management system.
2.3.6.3 Automatic wrapper.
2.3.6.4 Mobile accumulator bin, rotary.
2.3.6.5 Optional roller conveyor, provided on request, see paragraph 14
below.

2.3.6.6 Optional roller accumulation table, provided on request, see
paragraph 14 below. When table is requested, this request
deletes the mobile accumulator bin, rotary.
Operational characteristics by component:
2.3.7.1 Electronic scale system:
2.3.7.1.1 Consists of a digital read-out scale with platform,
computing mechanism, thermal type label printers
with minimum capacity of 2,500 labels per roll and
rack/automatic electrically operated scale system for
weighing, automatically computing prices and issuing
labels from the printer.
2.3.7.1.2 Scale and printer system must be capable of printing
the USDA mandated safe handling statement for raw
or partially cooked meat, nutrifacts information,
expanded text, graphics and special messages.
2.3.7.2 Master scale management system:
2.3.7.2.1 Provided with a wireless laptop with Windows XP
operating system and a wireless hub.
2.3.7.2.2 Provided with program software disk and supporting
documentation designed to manage all scales within
the meat department.
2.3.7.2.3 System must be capable of retrofitting to Ethernet
connections if required. Provided with all required
wireless hardware to connect all scales in meat
department to the scale management system and be
controlled by the meat department manager’s
personal computer (PC).
2.3.7.3 Automatic wrapper:
2.3.7.3.1 The wrapper shall have a film stretching mechanism
which grips and stretches the film around all sides of
the package. Sensors detect the required film size for
the package and economize film use.
2.3.7.3.2 The wrapper shall be designed to allow the operator
to monitor all switches, change package size and
change film size.
2.3.7.3.3 The film rack shall be located within the central
control area to allow the operator full access to film
rolls.
2.3.7.3.4 System shall automatically weigh, wrap and apply
label to packages up to 10 inches long by 15 inches
wide by 5 inches high at a rate of at least 26 packages

standard family packs 10 inches by 14 inches.
2.3.7.3.5 Automatic wrapper shall accommodate two or more
rolls of stretch film, width capacity from 14 to 19
inches, with side platter shelf, capable of wrapping
packages 5 inches to 15 inches long by 5 inches to 10
inches wide by 5 inches high at a minimum rate of 26
packages per minute, automatically feeding,
measuring, cutting, wrapping and heat-sealing stretch
plastic film.
2.3.7.3.6 Wrapper shall be equipped with a safety stop switch.
2.3.7.3.7 Cold film cut-off required; the film cutter shall not be
a hot-wire system.
2.3.7.3.8 Wrapper to have a rigid frame, electric motor drive,
package conveyor and film roll holders.
Mobile accumulator bin, rotary:
2.3.7.4.1 Constructed of aluminum or stainless steel or a
combination of these materials.
2.3.7.4.2 Minimum dimensions are: 27 inch diameter and 9
inch depth; height shall be adjustable from 27 inches
to 32 inches to accommodate the discharge end of the
automatic labeling conveyor.
2.3.7.4.3 Equipped with casters.
Optional roller conveyor:
2.3.7.5.1 Gravity roller conveyor used to transport wrapped and
labeled packages from labeler discharge to rotary
accumulator bin or roller accumulation table.
2.3.7.5.2 Conveyor dimensions: approximately 18 inches wide
by 36 inches long.
Optional roller accumulation table:
2.3.7.6.1 Extension of roller conveyor with a table top work
surface for sorting and accumulating finished
packages.
2.3.7.6.2 Table constructed of stainless steel with a top surface
of no less than 16 gauge steel.
2.3.7.6.3 Approximate dimensions: 30 inches wide by 36
inches long, including an 18 inches wide by 36 inches
long roller conveyor surface.

Maintenance Requirements: Equipment contractor must have the means or support
organizations in place to perform repairs on equipment. This support is to include
supervision, tools, manuals/prints, skilled labor, transportation, and parts.
6.1
Response time: The contractor shall respond to a routine service call within eight
(8) working hours. Upon receiving notification, perform necessary equipment
services within 24 hours. If this time cannot be met, then arrangements must be
made with a designated Commissary representative and an alternate time agreed
upon.
6.2
Point of Contact (POC): The contractor or service organization will provide a Call
Center to report maintenance issues and to schedule service calls.
6.3
Reports: The contractor or service organization must have the ability to provide
incident, management, and exception reports automatically to DOLM on a quarterly
basis or upon request. Reports at a minimum are to contain the trouble, the response

6.4
Spare Parts: The contractor shall locally stock the recommended manufacturer’s
spare parts kit to service equipment as may be required.
6.5
Sustainability: Continued parts support for equipment is required for the projected
total life cycle of the equipment plus 5 years.

Foundation (NSF) certification, or equivalent.
