Washington Unified School District
Yolo Education Center Surveillance System RFP
Q & A #1
March 21, 2013
Q#1. For any cameras where the cable will be run within classrooms, is it possible to run the cable in
raceway or is metal conduit required?
A#1. Conduit is only required for exterior cable runs. Any raceway used in the classroom must match the
existing color and be non-intrusive.
Q#2. For all exterior cameras that require heater/blowers, is there local available power at the IDF
locations?
A#2. The power at the IDF is shared with the classroom wall plugs and we do not believe it will be
sufficient to meet the requirements for heater/blowers.
Q#3. During the site walk it was discussed that the contractor would not have to provide switches for the
camera system, if this is true, are we required to configure the LAN to accept this system or will the
customers IT Department configure access through their existing LAN. (i.e. VLANs, IP Addressing,
QOS)?
A#3. The Washington unified School District Information Technology team will configure the switches
as required.
Q#4. If the contractor does not have to provide switching and we will use existing equipment, do you
have the available port counts on the switches for the MDF & IDFs in RMs 14, 17, 13, 8, & P1?
A#4. #1 – All Patch Panels are Panduit snap-in; #2 - Room 14: 10 available on Patch Panel and Switch;
#3 – Room 17: 10 available on Patch Panel and Switch; #4 – Room 13: 10 available on Patch Panel and
Switch; #5 – Room 8: 10 available on Patch Panel and 2 on the Switch – if you require more than 2 ports,
will change the switch out to a 48 port POE switch; #6 – Room P1: 10 available on Patch Panel and
Switch.
Q#5. Are the existing switches in the MDF and IDF’s POE and if so what is the current POE Load on the
switches?
A#5. Yes, all switches are POE and have a low power (POE) use at the current time.
Q#6. What is the make and model of the existing switches?
A#6. 3Com 4500 POE.
Q#7. With the limited space in the MDF is a wall mounted cabinet acceptable?
1
A#7. No, everything must be placed in the MDF rack. Please provide the required rack space required for
your solution and WUSD will clear the required space.
Q#8. How many electrical circuits are available in the MDF?
A#8. This MDF has NO extra circuits available. However, there is an additional panel within the wing
that has circuit capacity.
Q#9. In regards to the cameras facing the playground/field, how far would you like the focal point field of
view to be? (Are you looking to see people hoping the back fence to gain access to the property?)
A#9. The focal point should be the playground area.
Q#10. Are these cameras Field of View (FOV) going to be based on Observation, Recognition or
Identification?
A#10. We require the ability to zoom in and identify the individual.
Q#11. With the covered walkways and ceiling heights so low are “vandal resistant” cameras acceptable or
do you require “vandal proof” housings for the cameras?
A#11. If the design being proposed has a camera under a covered walkway, the camera must have a
vandal proof housing
Q#12. Does the customer know if the school is free of asbestos?
A#12. This facility does have asbestos in “non friable” form.
Q#13. The cable run for the camera on the north end of the cafeteria might be over spec (300 ft) to get to
the IDF in room by the bathrooms in the wing on the south end. Would it be acceptable to install a switch
or mini IDF in the cafeteria?
A#13. Yes.
Q#14. Are we going to install new Cat 6 data cable or stay with the existing Cat 5E?
A#14. All new cabling should be CAT6.
Q#15. On the Software Upgrade & Maintenance requirements & Hardware warranty, what is the Districts
requirement for length of contract?
A#15. Please provide 2 options – a 1 Year option and a 3 Year option.
Q#16. Does the District require monitoring of the health of the System (reports if recording system or
cameras are down)?
A#16. System should be setup with alerting to notify the WUSD IT staff of any issues.

Q#17. The RFP specifies Milestone Systems as the VMS and that it must support district-wide multi-site
integration with Microsoft Active Directory. Does the District wish to standardize on Milestone
Corporate to take advantage of the Federated option for managing all servers and cameras within a
centralized management server? The Federated option can only be implemented in a Corporate
environment. The cost for camera licenses is high with Corporate adding approximately $70 more to the
one time camera license purchase cost and a higher annual maintenance cost per camera. Milestone
XProtect Enterprise provides multi-site installation but each server must be managed independently. Both
support Microsoft Active Directory integration.
A#17. The District is looking for a Milestone Corporate environment so that we may utilize the
“Federated” option of the software.
