The second week of
The stalemate continued this fourth week of the session. Several big issues are
causing the logjam: property tax, education reform/funding, medicaid expansion, and
establishment of a health care exchange.
The session is scheduled to adjourn in early May, but if the property tax debate,
or lack of debate, is any indication we may be here considerably longer. We are seeing
very little indication of any change from last session which adjourned without this issue
being addressed.
The Senate continues to insist on their version of the commercial property tax
reform bill from last session and the House wants broad based tax relief (including a
$375 individual income tax credit). The Governor has modified his commercial property
tax proposal somewhat from last year, but there are still questions about the impact of
either the Governor or the House plan on future local government revenue growth.
A property tax reform bill is starting to move forward in the House that the
Senate has said will not pass. House File 2 Paulsen offers a 10% reduction across all
classes of property. At this point, no agreement on property tax reform is in sight.
In terms of our issues, the House Public Safety Committee voted out three
bills this week:
HSB 49 CHILD ENDANGERMENT
Deems it child endangerment that has caused bodily injury, subject to criminal
penalties, if an illegal drug is present in a newborn child (under 3 days) due to an act
or omission by the mother.

HSB 52 MARIJUANA AS SCHEDULE I
Classifies marijuana in all forms as a Schedule I substance. Strikes the authority of
the Board of Pharmacy to establish rules for medical marijuana. PASSED 14-7; FM:
Klein (See SSB 1043)
HSB 54 METH PRECURSORS
Adds sodium hydroxide, ammonia nitrate, ammonia sulfate and white gas to the list
of substances subject to criminal penalties if possessed with the intent of
manufacturing a controlled substance (methamphetamine). PASSED 15-6; FM:
Brandenburg (See SSB 1043)
Additionally, two of our resolutions have been introduces by Senator Sodders.
SF 151 deals with removing a communication device from a police officer and SF 111
deals with Speed Detector Jamming Devices. Both bills can be accessed in the bill list.
Several other new bills were introduced.
Finally, we have attached some information we received from the 411 board for
you and your contacts to use with legislators. The one sheet which seems most
compelling is the information on what the cities would have collected if the state had
continued the state contribution. That would have been property tax relief for the
cities.
The information below is a listing of all legislators that represent the 49 cities
