The objective of the
Contract
1) Identification of the most suitable materials for use in the lamination process with varying pressure.
2) Simulation and modeling of the process by mathematical models of fluid dynamics and structural models.
Description of the object of the Contract
R&D services solicited as a result of this proceeding will be realized in the Phase 1 of the project "R&D works on innovative lamination process with different pressure in the form (LDPM) for the construction of vessels made of composite material" which will be submitted for funding under Sub-measure 1.1.1 "Industrial research and development work carried out by enterprises" under Smart Growth
Operational Programme 2014-2020, managed by NCBR, and will be divided into 3 parts:
Part 1: Investigations on materials
Investigation on the state of the art and evolution of the materials used in construction of boats and yachts (resins, reinforcements, fillers).
Identification of the materials already in use in the marine industry, materials to be introduced soon and materials under development in laboratories, also including those engaged in other sectors (civil construction and aviation).
Collection of data / material characteristics and their comparison, including compatibility with the marine environment.
Selection of the most promising materials for the application concerned, considering safety aspects in the handling / use and availability at the industrial level (costs, quantities etc.).
Expected Results:
Bibliographic research and collection of technical documentation from universities, research institutions, Chemical and Manufacturing
Industries, Commercial world.
Part 2. Tests on selected materials
Construction of test samples with the selected materials. It is expected to execute at least 8 test per type using at least 5 different types of resin and
10 different fillers and reinforcements (Lot A).
Measure of the physical and technological characteristics of the post cross-linking Lot A samples (density, hardness, modulus of elasticity, breaking load, linearity limit). Selection of a reduced lot (Lot B) of samples taken for Lot A on the basis of their best technical/ cost ratio and chemical-physical compatibility with both the marine environment and on board fluids.
Determination of the physical-chemical characteristics of the catalyzed resin, added with different fillers as a function of time-temperaturehumidity.
Preparation of a technical document covering Lot B material handling as well as safety and environmental protection aspects.
Expected Results:
Selection of the best materials to be used in LDPM. Compilation of a material handling and safety operation ’ s measures doc.
Part 3. Simulations and modeling process
Collecting experimental data for the development / verification of numerical simulations.
Selection of best code to be used for the study of the viscous flow inside the molds.
Selection of best code to be used for the mechanical and thermal design of the mold structure and related equipments.
Experiments for measuring the basic parameters influencing the resin and resin + fillers flow within the mold walls containing reinforcements).
Experiments, to determine carry over effects of the reinforcements due to the flow of resin through the mold walls.
Experiments ,to determine if and where interior “ gripper ” are needed to avoid, or at least to reduce, carry over effect of reinforcement within the mold.
Experiment, for the application of long lasting antifouling coating to the boat keel
Introduction of the experimental data within the mathematical models and calculation codes and further modelling (with increasing complexity),the flow of resin through surfaces of different thickness and geometric shape and with different layers of reinforcements.
Expected Results:
Selection and tuning (with experimental verification) of the calculation codes to be used in the development of LDPM process.
Time limit for completion of the

Conditions for participation in the proceedings / criteria for access
Not longer than 12 months, and in accordance with the following schedule:
Part 1: max. 2 months from the date the contract,

Part 2: max. 3 months after the approval of the results of Part 1,

Part 3: max. 7 months after approval of the results of Part 2.
1) The contract cannot be granted to Contractors related with the
Contracting Party personally or financially.
Capital or personal relations are understand as the interactions between the Contracting Party or persons authorized to enter into commitments on behalf of the Contracting Party or persons performing on behalf of the
Contracting Party activities associated with the preparation and the procedure for selecting the Contractor and the Contractor, which include in particular: a) participation in the company as a partner in civil partnership or partnership, b) holding at least 10% of the shares, c) holding the functions of a member of the supervisory authority or management authority, a proxy, a legal representative, d) being married, being in a family relationship or affinity relationship in a straight line, being in a family relationship or affinity relationship of the second degree in the collateral line, or in relation to adoption, guardianship or custody.
This criterion will be verified on the basis of statements of the Bidder
(Annex 1 to the Offer).
2) The Contractor has sufficient human resources to perform the contract, ie .:
- at least 1 person who has managed at least 5 R&D projects in the last 20 years in the field of design and processes for shipbuilding, yacht building or marine technology,
- at least 3 people with experience in the field of surveys and research in the field of materials (which are listed in activities mentioned above in
"Part 2. Test on selected materials" and "Part 3. Simulations and
Modeling Process"), confirmed (separately for each person) by participation in at least 2 R&D projects in the last 15 years and at least 4 publications in this area.
The criterion will be verified on the basis of Annex 2 to the Offer completed by the Bidder.
3) The contractor has availability of the below listed lab equipment:
- Computers and software for FEM and CFD numerical simulation
(NASTRAN, ANSYS, STAR CCM+, , Autodesk MOLDFLOW FLEX
2016 codes or equivalent).
- Equipment and tools for nautical lab (work benches, general mechanical tools, metrology instruments, precision scales, etc).
- Laboratory equipment for composite production (vacuum pump and system, resins injection system)
- Machine for mechanical testing of composite materials (for compression test, tensile, bending, measurement of the content of reinforcement in composites)
- Test bed for compatibility of materials with the marine environment

10 points - less than 6 R&D projects carried out in the last 10 years in the field of design and processes for shipbuilding, yacht building or marine technology
20 points - at least 6 and less than 11 R&D projects carried out in the last
10 years in the field of design and processes for shipbuilding, yacht building or marine technology
30 points - at least 11 and less than 16 R&D projects carried out in the last 10 years in the field of design and processes for shipbuilding, yacht building or marine technology
40 points - at least 16 and less than 21 R&D projects carried out in the last 10 years in the field of design and processes for shipbuilding, yacht building or marine technology
50 points - at least 21 R&D projects carried out in the last 10 years in the field of design and processes for shipbuilding, yacht building or marine technology.
The criterion will be verified on the basis of Annex 4 to the Offer completed by the Bidder.
In case of equal number of points for several bids, criterion 1) Net Total price will be crucial.
The bid must contain information enabling an assessment of all the selection criteria. Where it is not possible to assess, the bid will be given
0 points.
1) Each Contractor may submit only one bid.
2) Bid may be submitted in Polish, English or Italian.
3) The bid has to be priced in PLN or EUR and has to include all taxes, duties and other tax liabilities arising from applicable law.
4) Settlement of Contract will be conducted in stages; each stage to be ended by signing a work acceptance protocol.
5) Bids submitted under this procedure may be transferred for verification to the appropriate public body specified in the Rules of the contest under
Sub-measure 1.1.1.
6) Awarding the Contract to the Contractor who does not meet the
conditions specified in the Rules of the contest under Sub-measure 1.1.1 can be done only after receiving the written consent of NCBiR. In particular, this applies to entities that are not subject to quality assessment of scientific or R&D activity of scientific institutions referred to in Art.
41 and Art. 42 of the Act of 30 April 2010. Principles of Science
Financing (Dz. U. of 2014., Pos. 1620).
7) A conditional agreement will be signed with the Contractor who obtained the highest number of points. Grant agreement’s entry into force as well as written consent of NCBiR to award the Contract to the
Contractor (if applicable) are conditions of entry into force of the
Contract.

Partial and variant bids The Contracting Party does not allow submitting partial and variant bids within the contract.
Supplementary contracts
The Contracting Party reserves the right to award the Contractor the supplementary contact. The scope of such contract shall be consistent with the subject of the main contract. The value of the supplementary contract cannot exceed 50% of the value of the main contract.

The Contracting Party reserves the right to change the scope of a conditional agreement concluded with the Contractor, in the form of a written annex, solely for the following reasons: a) reasonable changes in the scope and manner of execution of the contract, b) objective reasons independent to the Contracting Party or the
Contractor. c) the circumstances of force majeure, d) changes in laws and regulations applicable on the date of signing the contract, e) receiving of the NCBR decision containing changes to the scope of project tasks, deadlines or establishing additional provisions, to which the
Contracting Party will be required.
The Contracting Party reserves the right to cancel the procedure at any stage for any reason.
