Assistant Superintendent for Human Resources Salary Level: Level 2 Admin Contract Length: 12 month Location: Administration Center Prepared by: Superintendent Department: Talent Development Supervisor: Superintendent Exempt (Y/N): Yes Date: March 27, 2015 Summary: Leads, coordinates, and oversees all policies and procedures for recruiting, orienting, mentoring, and supporting all team members including employment practices, compensation systems, labor relations, benefits, training, complaints, discipline, and other employment services by performing the following duties personally or through designees. Essential Duties and Responsibilities include the following. Other duties may be assigned. Leads a wide variety of employment functions (e.g. recruiting, application processes, screening of candidates, interviewing, reference checking, certification, employment recommendations, etc.) for the purpose of maintaining adequate staffing of all positions. Leads grow your own programs (e.g. Minority Teacher Incentive Program, aspiring administrators, etc.) Develop and implement team member orientation and mentoring programs that assures compliance with all laws and regulations along with development of new talent. Researches a wide variety of topics related to employment and labor law for the purpose of ensuring compliance with laws, regulatory requirements, and established guidelines. Recommends changes to policies and procedures to ensure that they meet all legal and regulatory requirements. Assures proper implementation of all policies and procedures throughout the District. Develops job descriptions and specifications, staffing plans, compensation models, recommends assignments, transfers, dismissals and promotions for the purpose of meeting district staffing needs while complying with collective bargaining agreements and regulatory requirements. Maintains an up-to-date accurate database of all employees for the purpose of ensuring compliance with policies, procedures, laws, certifications, licensure, transcripts, evaluations, regulations and reporting requirements. Leads labor-management relations including collective bargaining, regular labormanagement meetings, employee complaints, employee discipline, employment issues, current trends in labor agreements (compensation, work conditions, etc.). Document1 Leads evaluation systems for all team members with focus on continuous professional growth. Includes compliance with all laws and regulations (e.g. PERA), Danielson Framework for Effective Teaching, and collective bargaining requirements. Serves as chairperson for joint committee. Provides training and support for evaluators to ensure inter-rater reliability and fidelity of the process. Ensures all evaluations are completed timely and accurately. May conduct teacher and/or principal evaluations as requested. Coordinates with the Business Office to prepare personnel forecasts, project employment needs, assuring processing and maintaining of accurate payroll records including fringe benefit programs, leaves of absence, retirements, and proper budgeting to meet staffing requirements. Administer the program and placement of student teacher including working collaboratively with colleges and universities. Administer, supervise and evaluate the staff within the Human Resources Department. Develops and monitors Human Resources Department budget and other related grants. Serves as a complaint manager for the District. Advises and works closely in the development, implementation, and assessment of equity through policy, advocacy, and organizing. Serves as a member of the Superintendent’s Cabinet. Attends all School Board meetings and other relevant District/Board/Community events as directed by the Superintendent. Supports the Superintendent, Board and Departments for the purpose of developing and implementing services and programs to achieve operational and strategic goals. Participates as a member or facilitator in meetings, workshops, and seminars that involve a range of issues (e.g. labor relations, goals attainment, problem resolution, personnel and staffing, etc.) for the purpose of conveying and/or gathering information required to perform functions. Actively engages in community organizations and participates in community activities. Leads and oversees the annual United Way campaign. Prior Human Resources leadership experience is desired. LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. REASONING ABILITY: Problem solving with data requires analyses based on organizational objectives. Skills, knowledge and ability to perform multiple, highly complex, technical tasks. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a Type 75 Illinois Administrative Certificate. OTHER SKILLS AND ABILITIES: Occasionally upgrade skills in order to meet changing job requirements. Ability to schedule a significant number of activities, meetings, and or events. Flexibility is required to independently work with others in a variety of circumstances with significant diversity among individuals and/or groups.
