Coastal Hazard Definition and Coastal Management Study, Lord Howe Island
BACKGROUND
In March 2012, the Lord Howe Island Board (LHIB) received funding under the NSW
Government’s Coastal Management Program with financial and in-kind support from the
LHIB and NSW Marine Parks Authority to prepare a Coastal Hazard Definition and Coastal
Management Study for Lord Howe Island.
In June 2012, Haskoning Australia was engaged by the Board to complete the study. The original contract proposed that a draft report would be completed in February 2013. A number of variations to extend the contract were sought and approved, primarily to allow additional analysis to be undertaken to improve the understanding of sediment movements in the Lagoon, and enabling more targeted coastal management solutions to deal with erosion concerns on the island and future long term recession under sea level rise.
In March 2014, the Board were presented with a revised program for the completion of the remaining sections of the report and dates for exhibition and approval.
At the May 2014 meeting the Board were provided a copy of the draft report and associated appendices. The Board noted that a number of sections were incomplete and directed the
Board’s Administration to complete these before placing the document on public exhibition.
CURRENT SITUATION
On 29 May 2014, the steering committee met to discuss the draft report and associated appendices. On 14 July 2014, Haskoning Australia provided a completed copy of the draft report and this was then placed on public exhibition for a period of 28 days from Friday 18
July to Friday 15 August 2014. Despite interest from a number of people, no submissions were received.
The final draft plan is attached for endorsement by the Board.
The report describes the coastal processes within the Lagoon, sediment transport patterns, key coastal hazard issues and recommends a number of immediate and potential management actions to manage erosion and recession risks. It is noted that these are interim management actions given that a Coastal Zone Management Plan (CZMP), as per
Part 4A of the Coastal Protection Act 1979, has not been completed for the study area.
However, these actions likely to be considered in any future such CZMP.
At the request of the Board, Figure 39 within the Coastal Inundation section has been updated to include a 5m contour to highlight the low-lying nature of the aerodrome.
RECOMMENDATION
The Board endorse the Coastal Hazard Definition and Coastal Management Study for Lord
Howe Island.
