In accordance with the laws of the Republic of Kazakhstan dated July 9, 1998, "On livestock breeding" and dated
November 29, 2010, "On the republican budget for 2011 - 2013", in order to support domestic agricultural
producers in providing breeding products (material) The Government of the Republic of
Kazakhstan DECIDES :
1. To approve the use of target current transfers from the republican budget for 2011 regional budgets to support
the livestock breeding.
2. This resolution comes into force on January 1, 2011 and shall be officially published.

1. General Provisions
1. These Rules of use of target current transfers from the republican budget for 2011 regional budgets to support
livestock breeding (hereinafter - the Rules) govern your use of target current transfers (hereinafter - budgetary
subsidies) Republican breeding center purebred breeding in animal husbandry (hereinafter - the Republican
breeding center ), breeding factory in Kostanai breed of horses, breeding farms for poultry meat, domestic
agricultural producers (hereinafter - the producers), in order to increase the proportion of breeding animals and
productive qualities of livestock from producers at the expense and within the funds provided in the republic
2011 budget by the budget program 083 "Target current transfers to regional budgets, budgets of the cities of
Astana
and
Almaty
to
support
livestock
breeding."
2.
State
subsidies
are
intended
to:
1) partial reduction in price (50%) the cost of the acquired producers pedigree cattle domestic breeds from
domestic breeding plants, farms own reproduction, as well as imported breeding of young cattle (heifers and
heifers evaluated by an index system and designed for pure breeding and cross-breeding of related groups sires,
evaluated the quality of the offspring for use in reproductive purposes), including acquired on the basis of the
leasing
contract
(hereinafter
Import
young
breeders);
2) Partial depreciation (up 50%) of the purchase price of the seed producers bulls assessed on progeny have

5) full cost recovery republican breeding center on the acquisition of breeding bulls, semen foreign selection and
maintenance of breeding bulls, receiving, storing seeds, the use of their semen for evaluating the quality of
offspring (hereinafter - assessment), and the receipt, storage, the use of embryos;
6) full cost recovery for the acquisition and maintenance of breeding birds in the breeding farm for poultry meat;
7) full cost recovery for the cultivation, maintenance and training of breeding horses, the production and storage
of
semen
stallions
in
the
breeding
factory
in
Kostanai
breed
horses.
3. Commodity producers to participate in the subsidy program must meet the criteria in accordance with Annex 1
to
this
Regulation.
4.Subsidirovaniyu
not
be:
1) young breeders, seed bulls and breeding poultry products purchased by producers do not meet the criteria set
out
in
Annex
1
to
this
Regulation;
2) young breeders, seed bulls, chickens, breeding egg producers acquired by barter, in respect of settlements, as
well as from affiliated parties (except for breeding chickens and eggs grandparent, parent lines);
3)
Import
young
breeders,
intended
for
industrial
crossing;
4) Breeding heifers obtained from the import of breeding cattle in the first generation and for industrial crossing.
5. The ratio of budget subsidies for each of the acquired pedigree cattle, semen sires and breeding chickens and
eggs
are
set
in
accordance
with
Annex
2
to
this
Regulation.
6. Exercise price producers chicken breeding farms for poultry meat and semen sires Republican breeding center
established
in
accordance
with
Annex
3
to
this
Regulation.
7. The volume of budgetary subsidies by regions by type of pedigree products (material), as well as annual
estimates for the distribution of funds from the republican breeding center, breeding farms for poultry meat,
breeding factory in Kostanai breed horses, approved by order of the Minister of Agriculture of the Republic of
Kazakhstan.
8. The decision of the Akim of the region in coordination with the Ministry of Agriculture of the Republic of
Kazakhstan
(hereinafter
the
Ministry),
states:
1) The standard form of contract of sale of pedigree products (material) (except the leasing contract);
2) the form of applications for subsidies for the purchase of breeding products (material);
3)
the
form
of
the
act
of
insemination
of
cows
and
heifers;
4) the form of a consolidated act of purchasing breeding production and use of breeding material and the amount
of
subsidies
attributable
to
the
field;
5) form of the report (information) on the development of the budget for the area;
6) The form of the report (information) in terms of acquisition of breeding production (material) for the quarter
area.
9. The Ministry, as the administrator of the budget program, lists the target current transfers to regional budgets
to support the livestock breeding in accordance with the individual plan of financing the payments, as well as in
the framework of the agreement signed on the results of target current transfers between akim of the region and
the Minister of Agriculture of the Republic of Kazakhstan.
2. The procedure for the use of target current transfers
from the republican budget for 2011 regional budgets
to support the livestock breeding
10. no later than November 1, 2011 producers are in the Department of Agriculture district akimat (hereinafter the Department) applications for the planned volumes of purchase of pedigree cattle from domestic breeding
plants and (or) farms, seed bulls, pedigree cattle imported, and also breeding chickens and eggs from the breeding
of domestic poultry farms containing grandparent, parent form. At the same time domestic poultry farm trade
proposal accord with the association of legal entities "Kazakhstan Union of Poultry Farmers."
11. Division within seven working days of receipt of applications check compliance with the criteria established
by the producers, and in the case of their compliance is a summary list of recipients of budget subsidies in areas
subsidizing the area and sends it for approval to the akim of the district, and in the case of non-compliance with
the established requirements of applications returns of producers indicating the reasons for the rejection of
applications

Following the approval of the consolidated list, send it to the Department requests producers to the regional
commission, created by the decision of akim of the region under the chairmanship of deputy akim of Agriculture
(hereinafter - the Commission). The working body of the Commission is the Department of Agriculture Region
(hereinafter
Office).
The Commission consists of specialists of the territorial inspection committee of the state inspection in the
agricultural sector of the Ministry, as well as representatives of industry and other public organizations.
12.Komissiya:
1) consider, within three working days, presented by the applications for compliance with the requirements;
2) is on the basis of consideration of applications for approval of the oblast akim consolidated list of producers to
receive budget subsidies, the annual quota for the purchase of subsidized breeding production (material), as well
as the volume of budget subsidies on the basis of standards of budget subsidies listed in Annex 2 to this
Regulation.
13. In case of excess of applications from producers volume of budgetary subsidies have been brought to the area
as a priority, the Commission proposal meets the producers for the purchase of breeding young cattle.
14. Akim of the region on the proposal of the Commission approves the list of participants of the grant program
with an indication of quota subsidies. Managing one copy sent to the Ministry and relevant departments approved
the decision of akim list of participants indicating the subsidy quota volume of subsidized breeding production
(material).
15. For budget subsidies producers, participants subsidy programs, as fulfillment of transactions, but not later
than
December
20,
2011
submit
to
the
Department
the
following
documents:
1)
the
purchase
of
pedigree
cattle,
breeding
chickens
and
eggs:
a
copy
of
the
purchase
contract;
copies of payment documents - credit and cash order, bank payment order, invoice (hereinafter - payment
documents);
Acts
of
the
posting
of
young
animals,
breeding
chickens
and
eggs;
document confirming the registration of purchased animals and chickens in the state register of breeding animals
(except
breeding
eggs);
2)
the
acquisition
of
seed
bulls:
a
copy
of
the
purchase
contract;
copies
of
payment
documents;
a
copy
of
the
pedigree
certificate
of
the
seed;
the
act
of
using
the
seed;
3)
the
acquisition
of
import
pedigree
cattle;
a
copy
of
the
purchase
contract;
copies
of
payment
documents;
the original and a copy of the pedigree certificate (certificate) recognized by the Authority of the Republic of
Kazakhstan. (In this case, the original breeding certificate (certificate), after verification, shall be returned to the
recipient
of
budget
subsidies);
a
copy
of
the
veterinary
certificate
(certificate);
Acts
posting
import
pedigree
cattle;
document confirming the registration of purchased animals in the state register of breeding animals.
When purchasing import pedigree cattle on the basis of the leasing contract to the above document further
submitted:
a
copy
of
the
leasing
contract;
a
copy
of
the
schedule
of
repayment
of
principal
for
leasing;
copies of payment documents confirming the payment of principal means of leasing according to the repayment
schedule.
The payment of subsidies to producers for the purchase of imported young breeders on the basis of the leasing
contract, only on the amount of actual repayment of principal on lease within the prescribed standard subsidies.
16. You can include in the list of recipients of budget subsidies to producers who have paid at least 50% of the
breeding
production
(material).Thus
producers
are
in
department:
a
copy
of
the
purchase
contract;
copies
of
payment
documents
confirming
the
partial
payment;
Acts
posting
pedigree
products
(material);
document confirming the registration of purchased animals in the state register of breeding animals and chickens
(except
breeding
eggs).
Copies of payment documents for the remaining amount, as well as acts of their supply and use, producers are in
the Department after full payment of the cost, but no later than seven working days from receipt of the budget
subsidies.
17. The Division monthly, upon receipt of the documents, within three working days, not later than 24 December
2011, checks the documents.If they meet the requirements, prepare and approve the consolidated act of
purchasing pedigree cattle, semen sires, breeding chickens and eggs, and a copy of the payment documents is in
control. In the case of non-compliance of the submitted documents with the established requirements, the
Department no later than two working days of their return to producers indicating the reason for the return.
18. The Office within three working days, not later than 26 December 2011, considering the documents
submitted and, if they satisfy the requirements of the act and approve the summary of the purchase of pedigree
cattle, semen sires and breeding chickens and eggs region. Based on these in their scope and standards of budget
subsidies, determines the amount of money owed to the budget within the established quotas, forms a joint
summary statement of the form in accordance with Annex 4 to this Regulation, and accounts payable. Transfer of
budget subsidies owed to the bank accounts of producers carried out by the Office in accordance with the
individual plan of financing the payments, by submitting to the territorial division of the Treasury, the registry
accounts
payable
with
accounts
payable
application
in

copies.
In the case of non-compliance of the submitted documents with the established requirements management no
later than five working days, return them to the Department for revision with the reasons of return.
19. For a full reimbursement for the purchase of breeding bulls, seed, equipment and machinery Republican
breeding center, no later than 26 December 2011 submit to the management of one copy of the contract for the
purchase of breeding bulls, semen foreign breeding, equipment for list agreed with the Ministry.
Office within three working days of checks submitted contracts, forms the summary list in the form according to
Annex 5 of this Regulation, as well as accounts payable and in accordance with the individual plan of financing
the payments lists budget subsidies to the bank account of the national breeding center. Following the acquisition
of breeding bulls, seed and equipment, and republican breeding center is within the next month to the Office a
copy
of
the
payment
documents
and
acts
of
the
posting.
20. For a full reimbursement for the maintenance of breeding bulls, receipt, storage and assessment of their seed,
as well as reception, storage and use of embryos Republican breeding center as implementation costs, not later
than 26 December 2011, submit to the Office a copy of the documents confirming these costs.
Office within three working days, check the documents, forms a summary list in the form according to Annex 5
of this Regulation, as well as accounts payable and in accordance with the financing plan for the individual
payments are made for the current fiscal subsidies from the national breeding center.
21. For a full reimbursement for the acquisition of chicken breeding farm for poultry meat, not later than 26
December 2011, is the Office of one copy of the contract for the purchase of chickens.
Office within three working days of checks submitted contracts, forms the summary list in the form according to
Annex 5 of this Regulation, as well as accounts payable and in accordance with the individual plan of financing
the payments lists budget subsidies to the bank account of breeding farms for poultry meat.
Following the acquisition of chickens breeding farm for poultry meat is within the next month to the Office a
copy
of
the
payment
documents
and
acts
of
the
posting.
22. For a full reimbursement for the maintenance of breeding poultry breeding farm for poultry meat as
implementation costs, not later than 26 December 2011, is the Office of the documents confirming these
expenses.
Office within three working days, check the documents, forms a summary list in the form according to Annex 5
of this Regulation, as well as accounts payable and in accordance with the individual plan of financing the
payments lists budget subsidies to the bank account of breeding farms for poultry meat.
23. For a full cost recovery for breeding, maintenance, training, breeding horses and storage of semen of
stallions, breeding factory in Kostanai breed horses as implementation costs, not later than 26 December 2011,
submit
to
the
Office
a
copy
of
the
documents
confirming
these
expenses.
Management within three working days it checks the documents, forms a summary list in the form according to
Annex 5 of this Regulation, as well as accounts payable and in accordance with the individual plan financing
payments shall transfer budget subsidies to the bank account of breeding plant in Kostanai breed of horses.
24. Management of budget subsidies for the payment in accordance with paragraphs 19, 20, 21, 22, 23 of these
Regulations is the register of accounts payable with accounts payable application in 2 copies to the territorial
division
of
the
Treasury.
25. In the case of an incomplete development of any area of the allocated funds, the Ministry, in accordance with
legislation, makes a proposal to the Government of the Republic of Kazakhstan on the reallocation of funds for
the payment of fiscal subsidies for areas within the funds provided for in the national budget for 2011 for the
implementation
of
the
budget
of
the
program.
26 . Management on a monthly basis, up to 5 numbers following the reporting month, but not later than 30
December 2011 submit to the Ministry a report on the volume, value and efficiency of work performed, amounts
paid by budget subsidies.
