Overview of Endeavour Mobility Grants

1.

What is Endeavour Mobility Grants?

The Department of Education and Training’s student mobility programmes from the 2016 round will be known as Endeavour Mobility Grants.

Endeavour Mobility Grants comprises several mobility programmes that target different groups of tertiary students and study locations:

International Student Exchange Programme (ISEP)

Study Overseas Short-term Mobility Programme (STMP)

Endeavour Cheung Kong Student Exchange Programme (ECKSEP)

Asia Postgraduate Programme (Asia Postgrad)

Vocational Education and Training Outbound Mobility Programme (VET Outbound)

Asia Vocational Education and Training Programme (Asia VET)

What are the key changes to the student mobility programmes in the 2016 round?

New mobility programmes have been created to support postgraduate and VET students to study in Asia – Asia Postgrad and Asia VET. These programmes also offer Language Support

Grants to assist students in improving Asian language competency.

Approximately $8.3 million in funding available for Australian tertiary education providers to support university and VET student mobility projects. $3.6 million of these funds will be available to support projects under Asia Postgrad and Asia VET.

Eligible locations for undergraduate study have been refined in line with the Australian

Government’s objective that all undergraduate study in the Indo-Pacific region will be supported through the New Colombo Plan. Further information is available at section 1.5 of the Guidelines.

Up to ten locations per project application may be selected for short-term mobility programmes.

Application form has been enhanced and streamlined to improve usability.

3.

What are the opening and closing dates for applications for the 2016 round?

Applications for the 2016 round of Endeavour Mobility Grants opened on 15 May 2015. Project applications must be lodged by 11.59 PM AEST on Friday, 10 July 2015.

Applications that are not lodged in ISEO by the closing date will be deemed ineligible and will not be considered for funding.

Applications for VET Mobility Project Establishment Support Funding will close at 11.59 PM AEST

Monday 31 August 2015.

4.

What student grant funding is available in the 2016 round?

ISEP and ECKSEP provide student grants of $5000 per student for semester study

STMP, VET Outbound and Asia VET provide student grants of $2000 per student for short-term study

Asia Postgrad provides students grants of $5000 and $2000 per student for semester and shortterm study

A Language Support Grant of $1000 per student is available under Asia Postgrad and Asia VET.

Institutions should be aware that students who receive mobility grants are not precluded from accessing other Australian Government support that is available to assist with costs associated with studying overseas, such as OS-HELP.

OS-HELP is an Australian Government loan available to assist eligible undergraduate and postgraduate students who want to undertake some of their study overseas and are repaid with students’ regular

HELP loans.

What types of mobility projects are supported under Endeavour Mobility Grants?

Semester study and short-term projects are supported, including: practicums; clinical placements; internships and volunteer projects. All semester study must be for academic credit and all short-term projects must be either for academic credit or a mandatory component of the student’s course.

When can students commence their mobility projects?

Students can commence their projects under all mobility programmes from 1 January 2016.

7.

Can a mobility project be for multiple locations?

Yes, each project application under STMP, Asia Postgrad (Short-term), VET Outbound and Asia VET may be for up to a maximum of 10 locations.

ISEP, ECKSEP and Asia Postgrad (Semester) project applications must be for a single location only.

8.

In a multiple location short-term project, can the same students travel to multiple locations or should students travel independently to different locations?

Where multiple locations are selected, students may either travel to more than one location or travel independently to different, single locations under the same project. It is recommended that institution’s only select the locations that best represent where the students are likely to travel to.

Eligibility Requirements

Who can apply for funding?

Applications for funding can only be made by Australian tertiary education providers.

For ISEP, ECKSEP, STMP and Asia Postgrad, application may be made by Australian higher education providers, as described under the Higher Education Support Act 2003 (Cth).

Applications for funding under VET Outbound and Asia VET may be made by any Australian public or private Registered Training Organisation.

10.

Can an organisation that specialises in arranging student mobility opportunities apply for funding?

No, only eligible Australian tertiary education providers may apply for funding.

11.

Are all higher education and VET students eligible to receive a grant?

No, there are some restrictions on which higher education and VET students are eligible to receive funding through Endeavour Mobility Grants:

Eligible undergraduate students must be undertaking a qualification as defined under level 7 or level 8 of the Australian Qualifications Framework.

Eligible postgraduate students must be undertaking a Masters Degree as defined under level 9 of the Australian Qualifications Framework.

Eligible VET students must be undertaking a course that leads of the award of one of the following: Cert IV, Diploma, Advanced Diploma, Graduate Certificate, Graduate Diploma.

12.

Can a student receive multiple grants?

A student cannot receive more than one grant under the same mobility programme (for example, two

ISEP grants). Students can receive more than one grant under Endeavour Mobility Grants provided that the grants are awarded under different mobility programmes (for example, one ISEP and one STMP grant).

Students who receive a grant through any of the Endeavour Mobility Grants programmes are also eligible to receive a mobility grant under the New Colombo Plan.

13.

Can an overseas student receive a grant?

Yes, funding support for incoming overseas students from an Australian higher education provider’s partner institution is available through the ISEP and ECKSEP.

International students that are already studying at the applicant institution in Australia can participate in an outgoing project, but cannot receive a student grant offered under Endeavour Mobility Grants.

14.

Are New Zealand citizens eligible for an outbound student mobility grant?

New Zealand citizens are not automatically eligible for an outgoing mobility grant. An outgoing student must be an Australian citizen or Australian permanent resident to receive a grant.

15.

Is there a maximum age limit for students?

No, there is no age limit for students participating in an Endeavour Mobility Grants project.

17.

What is the difference between short-term and semester study?

Short-term study is study of less than six months in duration.

Semester study is study for a period for which the student’s higher education provider will award academic credit that is equivalent to at least 0.33 Equivalent Full-time Standard Load (EFTSL), as defined under the Higher Education Support Act 2003. This is a threshold requirement, and the higher education provider is free to apply a higher academic credit equivalent at its own discretion.

18.

What is the maximum number of student grants I can apply for per project?

Applicant institutions can apply for a maximum of 10 outgoing student grants per project. Under ISEP and ECKSEP, up to 10 overseas incoming student grants may also be applied for.

If an institution has a project that it believes may become over-subscribed (i.e. more than 10 students may wish to participate), two or more duplicate project applications may be submitted. Please note that ISEO will automatically generate different project identifying numbers even if an application is for a duplicate project.

19.

Can I split student grants?

ISEP is the only mobility programme where institutions can split student grants. This means that, for

ISEP, students may be awarded either a full grant $5000 or a split grant $2500. The decision to split student grants is entirely at the institution’s discretion. It is possible to have students travelling on the same project where some students have been awarded the full grant amount and other students have been awarded the split grant amount.

For all other mobility programmes, the full value of the grant must be awarded to the student.

20.

Can I have different numbers of incoming and outgoing students in my ISEP or ECKSEP application?

Yes, there is no requirement to have equal numbers of outgoing and incoming student grants. It is also possible to have incoming or outgoing students only.

21.

What is the Project Facilitation Subsidy for? How many can I apply for?

A Project Facilitation Subsidy is a non-acquittable payment of $1500 per project that is available to institutions to assist with the costs of establishing and managing a mobility project. Institutions can apply for one subsidy per project.

22.

What is a language grant? How many can I apply for?

Language Support Grants of $1000 per student are available under the Asia Postgrad and Asia VET programmes to support students who are studying an Asian language as part of their approved mobility project. The language study does not have to be for credit, but must be undertaken either prior to or concurrently with the mobility experience.

Note: students who are studying languages are eligible for a languages grant, provided that the grant is used for a separate preparatory Asian language course. This grant cannot be used for existing language study or contributing towards existing course fees.

23.

Can students undertake study at an offshore campus of their home institution?

No, students receiving a semester grant cannot study at the offshore campus of the Australian institution.

24.

Can I retain student grant funding to make group travel bookings?

Yes, it is possible for an institution to retain student grants for the purpose of making group bookings provided that both conditions below are met:

1.

The institution must be able to demonstrate that there is a financial benefit to the students (for example, flight discounts available through group bookings that are a better price than an individual student could achieve making their own bookings); and

2.

Each student must give written consent to the relevant funding not being made directly available to them.

25.

How do institutions apply?

Applications for funding under Endeavour Mobility Grants must be made through the Department’s online system – ISEO. Applications can only be submitted by the nominated International Liaison Officer

(ILO) at each institution.

26.

What is the project ranking used for?

Applicants should rank each project application in order of priority. Where there are more suitable applications than available funding, your institution’s rankings will be used by the Department to help

determine which projects are funded and which are not, so it is important to make sure that applications are ranked according to your institution’s priorities.

27.

What happens if I don’t know all my project details (travel dates, project partner, exact field of study etc)?

Applications may be submitted where a partner institution is either unknown or not involved. Please note, however, that this is a required field in ISEO and you will not be able to submit your application without providing a response. Where a project partner is not known, or none are involved, please enter

‘not applicable’ in the appropriate field.

The field of study in ISEO is used for project identification purposes, it does not form part of the assessment process. If the drop-down list does not contain the exact field of study, please select the most appropriate option. If the project receives an offer of funding, you will have an opportunity at the student contact details and acquittal stages to enter the exact field of study details for each student who receives a grant under the project.

28.

Can I submit an application for projects involving semester study without a finalised student exchange agreement?

Yes, institutions may submit an application for semester study under ISEP, ECKSEP or Asia Postgrad without a finalised student exchange agreement in place. The agreement must, however, be in place before any students commence the project.

29.

What consent do I need to obtain from my students to collect their contact details?

Institutions are required to advise students participating in a mobility project that their personal details including name, gender and contact details will be provided to the Department for the purpose of administering and promoting the programme (see sections 9.8.2 and 10.3 of the Guidelines). It is the responsibility of the institution to seek and receive the appropriate consent from students for their contact details to be shared. The department does not require a copy of the consent, however institutions must retain a record.

30.

How do I provide the contact details of my students?

The contact details of students participating in a mobility project are provided to the Department at the completion report stage through ISEO (see section 9.8.2 of the Guidelines). The completion report includes information on the financial expenditure of the mobility project and the details of students that participated in the project.

Institutions are only required to provide this information to the Australian Government, through the

Department of Education and Training. Institutions must act in accordance with the Privacy Act 1988

(Cth) and the Australian Privacy Principles when dealing with their students’ personal information.

31.

Do I need to obtain consent from students to use their testimonials or photos for promoting Endeavour Mobility Grants?

From time to time, the Department may contact institutions to request consent to use student material, such as photos or testimonials, for the purpose of promoting Endeavour Mobility Grants. Institutions are

only required to seek student consent to publication of their materials when requested by the

Department.

VET Mobility Project Establishment Support Funding (Project Establishment Funding)

32.

What activities can Project Establishment Funding be used to support?

Project Establishment Funding can be used by public or private Australian RTOs to create new mobility opportunities independent of a project that is funded under any of the Endeavour Mobility Grants VET sub-programmes. The funding should be used to support establishment and administration of the mobility framework – for example, building offshore industry or institutional contacts; undertaking research to establish bilateral associations; costs associated with site visits for identifying potential mobility opportunities; and consultancy fees.

33.

If I receive Project Establishment Funding to set up a new mobility project, am I guaranteed funding under Endeavour Mobility Grants to support that new project in future rounds?

Where an application for Project Establishment Funding is submitted independent of a project application submission for VET Outbound or Asia VET, there is no guarantee funding will be granted for that, or any other project, in a subsequent funding round.

34.

How do I apply for Project Establishment Funding – I can’t find a link on ISEO?

Applications for Project Establishment Funding will be supported by a process separate from that for applications for VET Outbound or Asia VET funding. Institutions applying for Project Establishment

Funding will be required to submit an application form available by contacting the Student Mobility

Team at student.mobility@education.gov.au

. It is recommended that applicant institutions contact the

Student Mobility Team to discuss a potential application prior to submission.

Information for Students

35.

How can I receive funding through Endeavour Mobility Grant as a student?

Student grants are allocated to eligible students through their education provider. Students cannot apply for student mobility grants directly.

If you are interested in student mobility opportunities, you should contact the student mobility or international office at your institution, or discuss overseas study opportunities with your faculty.

36.

Will I lose income support payments while studying overseas?

For questions related to accessing student income payments (including Youth Allowance and Austudy) while participating in a student mobility programme, please contact the Department of Human Services .
