DIRECTOR, OFFICE FOR STATE, TRIBAL, LOCAL AND TERRITORIAL
SUPPORT
Judith A. Monroe, MD, is a deputy director of the Centers for Disease Control
and Prevention (CDC) and director of CDC’s Office for State, Tribal, Local
and Territorial Support (OSTLTS). In her role, she provides leadership for
supporting and revitalizing the public health system. Her efforts focus on
establishing a systems approach that supports integration and collaboration
among public health and medical professionals.
Dr. Monroe is committed to fostering collaboration between the fields of medicine and public health to navigate
changes in the US health system and ultimately improve population health. She supports the development of
public health leaders and the public health workforce, and she oversees key activities that support higher
health standards and improved health systems. Dr. Monroe also works closely with federally recognized tribal
governments and Native-serving organizations, helping ensure that American Indian/Alaska Native
communities receive public health services that keep them safe and healthy.
Throughout her career, Dr. Monroe has held several national public health leadership positions, including
president of the Association of State and Territorial Health Officials (ASTHO) and vice-chair on the Board of
Directors for the Public Health Accreditation Board (PHAB). She is currently a member of the Institute of
Medicine Roundtable on Population Health Improvement and serves on several national advisory committees.
Before joining CDC, Dr. Monroe served as Indiana state health commissioner from 2005 to 2010. She focused
on preparedness, preventing chronic disease, medical errors, and quality improvement.
Dr. Monroe received her undergraduate degree from Eastern Kentucky University and her medical degree from
the University of Maryland. She completed her residency in family medicine at the University of Cincinnati.
After her residency, she fulfilled a four-year National Health Service Corps commitment by practicing medicine
in rural Tennessee. She then joined the faculty in the Department of Family Medicine at Indiana University and
directed the Family Medicine Residency Program and Primary Care Center at St. Vincent Hospital in
Indianapolis.

“Improving population health” is the latest buzzword in health care reform, but what does it really
mean? Recently, the Centers for Disease Control (CDC) has announced a national effort to help
provide meaning to this term. The CDC recently announced a “Call to Action” for each state to codevelop a population health plan with health care providers. What does this mean for Vermont? Come
listen to the CDC’s Dr. Judith Monroe and hear reactions from Vermont’s Commissioner of Health and
others about this new initiative.

Since 1974, Maryland hospitals have operated under a Medicare waiver that requires all payers –
public and private – to pay the same price for hospital services. In January 2014, Medicare, the state of
Maryland and the Maryland Hospital Association renegotiated and revamped this waiver. The major
changes include “global budgets” for all hospitals, required Medicare savings of $330 million over the
next five years and implementation of a state plan to include all other providers into global budget
arrangements over the same time period.
During this session, participants will hear from rural, mid-sized and academic medical center panelists
about their views on this new waiver and how their hospital plans on keeping pace with state and
federal expectations on payment reform over the next five years. Don’t miss this informative session!

The Value Institute, part of the Quality Safety and Value Division at Dartmouth-Hitchcock provides
education, coaching and support to Dartmouth-Hitchcock employees that encourages them to improve
what they do constantly.
At a time when pressure is growing on health care providers to control costs while improving outcomes
for patients, the Value Institute’s approach helps providers adjust to a new era in which providers will be
held accountable for more of the decisions they make.

As the world of digital healthcare continues to develop and expand within Vermont, ways to engage
patients in their own healthcare is becoming more and more important. Patient engagement is a driving
force for meeting metrics of Meaningful Use, Accountable Care Organizations and Patient Centered
Medical Homes. Having patients participate actively in their care seems to be the secret to success.
This presentation will help define what patient engagement means, how it can be executed and
measured and the tools you can use at your organization.

Fletcher Allen Health Care (FAHC) is in the process of designing a new inpatient bed tower which will
significantly increase the number of single bed patient rooms on the FAHC campus. FAHC and
MorrisSwitzer held intensive patient and family user group meetings to proactively identify unmet
patient needs. By holding these meetings in the initial stages of design the patients will have a
transformational impact on the layout of almost every element of the project, setting a standard for
patient-centered care. Their ideas and concerns formed a tangible directive which is at the core of the
inpatient bed tower design. This session will review best practices of the patient and family user group
process and resulting findings.
Advancing Nursing Education: Laying the Foundation for Quality, Patient-Centered Care (Beatrice
Room)
Joan Stanley, PhD, CRNP, FAAN, FAANP, Senior Director of Education Policy Organization: American
Association of Colleges of Nursing
Nursing will become even more important in advancing the health of the citizens of Vermont, reducing
costs while improving access and quality of care as the state and providers reform healthcare. The
Regional Action Coalition in Vermont guided by the recommendations of the Blue Ribbon Commission
on the Future of Nursing is working toward the goal of 80% BSN prepared nurses in the state by 2022.
Dr. Stanley will provide a national perspective on the importance of advancing nursing education to
improve care for Vermonters in a new healthcare system.

Moderator:
Kevin Donovan is the Chief Executive Officer of Mt. Ascutney Hospital and Health Center in Windsor, VT, a
position he has held since September, 2010. Prior to joining Mt. Ascutney, Kevin’s previous roles included
serving as a Senior Vice President at the Elliot Health System in Manchester, NH, a Director at DartmouthHitchcock Medical Center in Lebanon, NH, and a hospital and physician practice leader in various
organizations in Massachusetts.
Kevin has a Master of Health Services Administration degree from the George Washington University and a
Bachelor of Science degree in Information Systems from Syracuse University. Kevin is a Fellow of the
American College of Healthcare Executives and a Fellow of the American College of Medical Practice
Executives. Kevin also serves on the Board of the Northern New England Association of Healthcare
Executives, the Vermont Association of Hospitals and Health Systems, and the Windsor, VT Rotary Club.
Panelists:
Paul Bengtson is the Chief Executive Officer of Northeastern Vermont Regional Hospital (NVRH), a position
he has held for 28 years. Paul began his career in inner New York City working in housing project health
maintenance clinics. He served in various administrative roles in Maine, New York and Arkansas before
coming to Vermont. Paul is a recognized leader on both the state and federal level. He serves on the Vermont
Health Care Innovation Project Core Team and is the current Chair of the American Hospital Association
Governing Council for Small or Rural Hospitals (2014). He is also a Vietnam Veteran.
Patrick Flood is currently the CEO of Northern Counties Health Care, an FQHC providing primary care, dental
care and home health services in the Northeast Kingdom.
From 1983 to 2013 he worked in various capacities within the Vermont Agency of Human Services. His last
assignment was Commissioner of Mental Health after Tropical Storm Irene. Prior to that he spent four years as
the Deputy Secretary of the Agency, working on many issues including homelessness and housing and
Corrections.
From 2000 to 2007 he was the Commissioner of the Department of Disabilities, Aging and Independent Living
after serving within the department as Director of the Division of Licensing and Protection and the Division of
Independent Living. While at DAIL he led the development and implementation of the model long term care
waiver program, Choices for Care.
He began his career in state government in 1984 as the Long Term Care Ombudsman. Prior to that he worked
as a case manager at the Central Vermont Agency on Aging.
Before coming to Vermont he spent seven years as a nurse working in a wide variety of health care settings
including acute care, emergency rooms, mental health hospitals and nursing homes.
Laural Ruggles MPH, MBA is the Vice President of Marketing and Community Health Improvement at
Northeastern Vermont Regional Hospital.
Laural has 22 years experience in healthcare administration, including medical office operations, marketing,
and community health. She has been the Project Manager for the St. Johnsbury Blueprint for Health initiative
since 2005, and is the architect of their local Community Health Team. Locally, she chairs the Fit and Healthy
Coalition of Caledonia and s. Essex Counties, and is a member of the Alcohol, Tobacco, and Other Drugs
Coalition.

James Bentley
HEALTH POLICY ANALYST
James Bentley will moderate
the Closing Session
Jim Bentley is a nationally-recognized health policy analyst who specializes in addressing
national health reform challenges and helping organizations successfully manage their
annual strategic plans. Bentley worked for 18 years at the American Hospital Association (AHA) where he was
responsible for strategic policy planning. He coordinated the organization’s Committee on Long-Range Policy,
Committee on Health Professions, workforce initiatives, involvement in disaster preparedness and response,
and exploring new hospital-medical staff relationships. Before joining the AHA, Bentley spent 15 years with the
Association of American Medical Colleges. He spent five years in the U.S. Navy Medical Service and taught in
the Health Administration program at George Washington University.
CLOSING SESSION – UNDERSTANDING VERMONT’S PUBLIC
FINANCING PROPOSAL (Stowe Room)
James Bentley will moderate a town-hall style discussion following a presentation by Michael Costa, Deputy
Director of Health Care Reform and Robin Lunge, Director of Health Care Reform on the latest known details
of the state’s plan to publicly fund health care coverage.
Act 48 requires that the state present this plan to the legislature by 2015 and work is already underway. This
plan, also known as “Green Mountain Care” aims to de-couple the purchase of insurance from employment
and develop a standard benefit design. Green Mountain Care would likely cover about two-thirds of
Vermonters with the exception of Medicare beneficiaries and employees of self-funded health plans, which are
governed by federal law. VAHHS has invited several business leaders to participate in this discussion.

VAHHS event registration fees are refundable up to one week prior to the event, minus a $25 processing fee.
Less than one week before the event, no refunds will be issued. Unpaid registrants who fail to attend will be
billed for the entire registration fee. Substitutions are permitted. All refund requests must be made in writing
