These are federal requirements that were set forth by the Federal Highway Administration (FHWA). One of these requirements is that agencies either have a replacement plan in place or perform an assessment of their signs by June 2014. Signs and markings typically offer the greatest benefitcost of most transportation-related improvements because they are relatively inexpensive. There is also a growing number of liability lawsuits related to the condition and placement of traffic signs.
