The rapidly changing world of healthcare has coincided with this new Act that has changed the way Americans view and receive healthcare. At the end of the session participants will have an understanding of: the benefits of collecting federal matching funds for inmate hospital admissions; how to engage Medicaid leaders to support seeking federal matching funds for inmate hospitalizations; the key policy questions behind the challenges coming from hospitals; how to develop a template for issues to address with a Medicaid agency in collecting federal match for eligible inmate hospitalizations; contracting for health care services to assure that the vendor for the prison/jail cannot be construed as insurance; and steps to engage states and county/city jails in a unified approach to benefits of the Affordable Care Act/Medicaid and linkages to communities for both pretrial and adjudicated offenders. The fiscal challenges for providing this treatment will be particularly daunting for correctional systems. The purpose of this session is to provide an overview of this evolving issue for correctional administrators. At the end of the session participants will have an understanding of: how treatment for hepatitis C is dramatically changing with improved efficacy and simplicity of administration, but at a significant cost for correctional health care systems; future options for defining and prioritizing hepatitis C treatment for inmate populations in the most cost efficient manner possible; and risk management concerns and mitigation strategies for addressing medical-legal issues related to the treatment of hepatitis C in an environment of a rapidly evolving standard of care. While providing access to mental health treatment for these offenders presents operational difficulties, nevertheless, establishing levels of care for these offenders is necessary. Objectives of this session include: define the processes for identifying which offenders need behavioral health treatment in restrictive housing and establishing levels of care and scope while these offenders are in restrictive housing; delineate how to provide access to behavioral health care to offenders in restrictive housing in a safe, secure treatment environment; delineate an appropriate staffing and service model for behavioral health programs within restrictive housing units; determine facility environmental needs to insure care can be provided; and establish criteria for allowing offenders with mental illness to graduate back to general population. Format: The moderator will introduce the presenters and present an overview of the issue of placing mentally ill offenders in a restrictive housing unit. The discussion will include the roll of staff in the community. Does staff operate under a law enforcement or case management model? Is staff armed or unarmed? Additionally, the discussion will explore how offenders are managed in the community including caseload sizes, offender reporting and management of violations. Presenters will then discuss the community corrections model employed in their jurisdiction, its benefits and drawbacks as well as highlighting any best practices they employ in the management of community-based offenders.
