Symposium Overview:
The purpose of this training is to provide Directors with relevant information on a variety of
important topics as well as opportunities for networking. Topics include: Legal Issues; The
Affordable Care Act; Hepatitis C; Mentally Ill Offenders Housed in Restrictive Housing;
Critical Issues; Staff Morale; Community Corrections; and an update regarding PREA audits.
As part of ASCA’s ongoing discussion regarding restrictive housing, Arizona Department of
Corrections will provide an opportunity to discuss and observe first hand, operations and
programming at the Florence and Eyman Prison Complexes’ restrictive housing facilities.

Session 1: Legal Issues
Intent/Purpose of the Session:
The purpose of the session is to provide Directors with an overview of the
legal issues impacting corrections today. Current litigation and a discussion
of the most recent legal cases impacting corrections will be discussed.
Format:
The moderator will introduce the guest presenter and frame the issues to be
discussed. The guest presenter will then provide an overview of the legal
issues impacting corrections today.

Session 2: Correctional Impact of the Patient Protection and Affordable
Care Act
Intent/Purpose of the Session:
The purpose of this session is to provide an overview of the Patient
Protection and Affordable Care Act. The rapidly changing world of
healthcare has coincided with this new Act that has changed the way
Americans view and receive healthcare. At the end of the session
participants will have an understanding of: the benefits of collecting federal
matching funds for inmate hospital admissions; how to engage Medicaid
leaders to support seeking federal matching funds for inmate
hospitalizations; the key policy questions behind the challenges coming from
hospitals; how to develop a template for issues to address with a Medicaid
agency in collecting federal match for eligible inmate hospitalizations;
contracting for health care services to assure that the vendor for the
prison/jail cannot be construed as insurance; and steps to engage states and
county/city jails in a unified approach to benefits of the Affordable Care
Act/Medicaid and linkages to communities for both pretrial and adjudicated
offenders.
Format:
The moderator will introduce the presenters and provide an overview of the

and health authority will then provide an overview of how their state has
dealt with this new Act, discussing problems they have encountered and
their solutions. Upon completion of the presentations, the moderator will
facilitate a brief question and answer period.

Session 3: Management of Hepatitis C: An Unprecedented Challenge for
Corrections
Intent/Purpose of the Session:
The treatment of hepatitis caused by chronic infection with hepatitis C virus
is being rapidly and dramatically transformed by the emergence of new
antiviral medications. The fiscal challenges for providing this treatment will
be particularly daunting for correctional systems. The purpose of this
session is to provide an overview of this evolving issue for correctional
administrators. At the end of the session participants will have an
understanding of: how treatment for hepatitis C is dramatically changing
with improved efficacy and simplicity of administration, but at a significant
cost for correctional health care systems; future options for defining and
prioritizing hepatitis C treatment for inmate populations in the most cost
efficient manner possible; and risk management concerns and mitigation
strategies for addressing medical-legal issues related to the treatment of
hepatitis C in an environment of a rapidly evolving standard of care.

The moderator will introduce the presenters and provide an overview of the
issue of the management of hepatitis C in corrections. Each presenter state’s
Director and health authority will then provide an overview of how their
state has addressed this issue discussing problems they have encountered
and potential solutions. Upon completion of the presentations, the

Session 4: Mentally Ill Offenders in Restrictive Housing
Objectives of the Session:
Offenders with mental illness in restrictive housing have become a focal
point of concern in corrections. While providing access to mental health
treatment for these offenders presents operational difficulties, nevertheless,
establishing levels of care for these offenders is necessary. Objectives of this
session include: define the processes for identifying which offenders need
behavioral health treatment in restrictive housing and establishing levels of
care and scope while these offenders are in restrictive housing; delineate
how to provide access to behavioral health care to offenders in restrictive
housing in a safe, secure treatment environment; delineate an appropriate
staffing and service model for behavioral health programs within restrictive
housing units; determine facility environmental needs to insure care can be
provided; and establish criteria for allowing offenders with mental illness to
graduate back to general population.
Format:
The moderator will introduce the presenters and present an overview of the
issue of placing mentally ill offenders in a restrictive housing unit. Each
presenter state’s Director and health authority will then provide an
overview of how their state has addressed this issue discussing problems
they have encountered and solutions. Upon completion of the presentations,
the moderator will facilitate a brief question and answer period.

Session 5: Critical Issues
Intent/Purpose of the Session:
The intent of this session is to profile members’ recent responses to
significant events and incidents. Presenters will provide an overview of the
incident, discuss how they managed it, and the lessons learned during the
process. The session will explore factors that contributed to the incidents
and what could be done to prevent future incidents, strategies that could be
employed to better manage incidents in general, and the lessons learned
regarding how correctional administrators could more effectively manage
major events in their agencies.
Format:
The moderator will introduce the presenters and frame the incidents for
discussion. Presenters will then provide an overview of their agency’s
incident and provide a profile of what led to the incident, the impact of the
incident management employed, and what was learned in the post incident
review process. At the conclusion, the moderator will summarize some of
the points that were made during the session.

Session 6: Staff Morale
Intent/Purpose of the Session:
The intent of this session is to discuss the various programs and practices
employed by members to improve and maintain staff moral in their
agencies. Presenters will discuss both longstanding practices as well as new
innovative ideas to increase staff moral including: employee cultural
programs; awards; wellness programs; education incentives; and support
for struggling staff. Presenters will highlight the benefits and risks
associated with these various programs.
Format:
The moderator will introduce the presenters and provide a brief overview of
the session. Presenters will then discuss to discuss the various programs
and practices employed by members to improve and maintain staff moral in
their agencies. Time will be afforded for questions and answers at the
conclusion of the presentations.

Session 7: Community Corrections
Intent/Purpose of the Session:
The purpose of this session is to discuss the various community corrections
models employed in member jurisdictions, including those where
community corrections staff fall under the Director’s chain of command and
those where staff report to another entity. The discussion will include the
roll of staff in the community. Does staff operate under a law enforcement
or case management model? Is staff armed or unarmed? Additionally, the
discussion will explore how offenders are managed in the community
including caseload sizes, offender reporting and management of violations.
Format:
The moderator will introduce the presenters and provide a brief overview of
community corrections. Presenters will then discuss the community
corrections model employed in their jurisdiction, its benefits and drawbacks
as well as highlighting any best practices they employ in the management of
community-based offenders.

Intent/Purpose of the Session:
The purpose of the session is to provide Directors with an update on PREA
with specific emphasis on the audit process. Presenters for this session will
represent those agencies that have had one or more audits completed.
Format:
The moderator will introduce the guest presenters. The guest presenters
will discuss their jurisdiction’s experience with the audit process including
the selection of auditors, time frames and areas of concern. Time will be
afforded both during and after the presentations for questions and
discussion.

Intent/Purpose of the Session:
To provide an opportunity for members to briefly discuss issues of concern
not addresses in the training program agenda. This interactive discussion
provides members with an overview of significant issues that other
jurisdictions have encountered and an understanding of the potential impact
on their agencies.
Format:
The moderator will ask participants to concisely state their new issues of
concern, which will be recorded and displayed on screen. A “round table”
discussion will follow with the points made being recorded and displayed.
Printed copies of the resulting list and comments will be distributed to all
participants.
