QUEENSLAND INDUSTRIAL REGISTRY OPEN DATA STRATEGY PLAN
Strategic Overview
Short and long-term goals and objectives:
The Queensland Industrial Registry (QIR) short term goal is to identify datasets that can easily be
made available to the general public. QIR’s long term goal is to further expand on these datasets
which will provide the public with opportunities such as:



improving services to the community;
informing government decision making; and
contributing to the economic development of Queensland.
The types of data held:
As a wide range of datasets maintained by QIR are “court record only” and a limited number of
statistical information be available. Information on lodgement for following:

Industrial Court of Queensland (Court)applications information;

Queensland Industrial Relations Commission (QIRC)applications information;

Industrial Registrar;
Overarching data identification process:
QIR will be responsible for the review of the individual datasets that they currently produce, as to
the opportunity for release under the Open Data Reform initiative.
A process to review and apply the Open Data Reform Principles to each dataset shall determine the
data for potential release.
The Queensland Government Information Security Classification Framework (QGISCF.pdf) will be
used for the data classification process. The long term strategy for QIR will be to identify data which
will provide benefits to the community such as those listed below:

Public
- access to better and more timely public services;
- innovative and novel solutions developed to address problems;
- more interactive and mobile access to information; and
- government more accountable to the community.

Business
- access to data to allow the streamlining and improvement of business processes;
- drive innovation and stimulate the economy;
- more reliable information to underpin decisions; and
- less red tape through more efficient collection of data.

Public Sector
- drive more efficient and effective delivery of public services;
- deliver valuable feedback to improve government services and processes;
- allow government to focus on the delivery of core public services; and
- build increased transparency and public trust in government processes.
Release strategy:
QIR will initially set up an internal method of housing all the types of datasets in a central location.
Processes have been developed to ensure that the datasets can be easily accessed by the public via
the Government website www.qld.gov.au/data.
Each dataset is unique and will be updated based on QIR’s schedule of dataset creation. The timing
and release of datasets will be based on either a quarterly, half yearly or yearly process. QIR will
create an internal process which shall be adhere to in order to publish the dataset on to the
Government website www.qld.gov.au/data.
In the short term, QIR will utilise the SSQ offer of uploading metadata to the Queensland
Government data website (www.qld.gov.au/data) on behalf of agencies. In the long term QIR will
update this metadata based on an identifiable process that SSQ will develop for all agencies.
Governance and compliance with standards including the protection of private and confidential data:
The Registrar will provide direction and governance for Open Data Reform within the Statutory
Authority, taking into account the overall objectives and principles of initiative in the context of the
Registry services to the community.
QIR will use the Queensland Government Information Security Classification Framework to classify
all data. QIR will be responsible for classifying data within datasets produced.
QIR will also adopt the SSQ Release Criterion based on a set criterion of protection standards:

Is the information owned or partly owned by an entity other than the Queensland
Government which does not allow for an open data release?

Is the information subject to a contract or agreement or licence that does not allow for
release?

Has the information been classified according to Queensland Government Information
Security Classification Framework and considered eligible for open data release?

Is the release of the information in breach of statutory or legislative requirements?

Does the release contain information that is subject to court orders, legal proceedings or legal
privilege, including legal advice?

Does the release contain personal, health and/or confidential information that has not yet
been de-identified, made confidential, or aggregated?

Is there a current revenue stream collected for supply of this data?

Is the information an internal working document of limited public value?

Does the information contain culturally sensitive material?
The Authority’s Right to Information and Privacy Officer is responsible for administering the
department’s obligations under the Right to Information Act 2009 and Information Privacy Act 2009.
All datasets considered for release will be assessed to determine suitability within the provisions of
the legislation for which QIR holds responsibility.
Data
Registrar will determine the different datasets that can be made available.
Each business unit will be responsible for their individual datasets through the relevant information
custodianship framework under the Open Data Reform model.
Future program
It is the intention of QIR to produce quality datasets for this initiative.
In order to do this QIR will need to address the following issues:

Cultural change within the agency;

Ensuring business units understand their data;

Challenges with the timing of the data;

Establishing best data governance processes;

Journalist enquiries – and how to separate media enquiries from general enquiries about data;

Managing the challenges of resources;

Feedback from industry regarding format and usefulness of data;

Investigate internally and harness the feedback from the community on improving the quality
of data;

Drive Open Data as business as usual; and

Machinery of Government changes.
The quality of datasets released will be a continuous improvement process for QIR.
As the Open Data Reform initiative maturity within the agency evolves, stakeholder feedback will be
incorporated into the identification of potential datasets for release by QIR.
QIR will continue to work with community stakeholders and with SSQ to provide the most useful and
relevant datasets available within the agency’s resourcing models. Feedback from the community
will be channelled via an “Open Data Mailbox”. QIR will then engage with the community to address
any concerns, issues or requests.
The QIR Open Data Strategy Plan will be reviewed and updated every (2) years.
