We name these visits, which last 7 to 10 days on average, as health weeks. Within this framework, we found the opportunity to realize health weeks in 4 friend countries during 2014. The first one is the 2nd TurkeyDjibouti Joint Health Week on 23-31 January 2014. It was performed in Djibouti with participation of Turkish specialists in the fields of plastic surgery, general surgery, urology, eye, gynecology, brain surgery, pediatric surgery, radiology and anesthesia. A total of 541 patients were examined and 143 surgeries were performed. The 6th Turkish-Afghan Health Week was realized on 20 February-2 March OIC STRATEGIC HEALTH PROGRAMME OF ACTION 2014-2023 (OIC-SHPA) Actions and Activities /Level Timeline Key Performance Indicators Activities Performed by LCC 2014 at the Turkey-Afghanistan Friendship Children’s Hospital located in Sheberghan, Afghanistan. The health week was performed with participation of Turkish specialists in the fields of general surgery, pediatric surgery, plastic surgery, gynecology and anesthesia. A total of 1180 patients were examined and 155 surgeries were performed. The health week in Kosovo was realized on 4-10 May 2014 at Kosovo Pristine University Hospital. A total of 177 patients were examined and 51 surgeries were performed with participation of specialists in the fields of cardiology, cardiovascular surgery, otorhinolaryngology, general surgery, plastic surgery, gynecology, gastroenterology, anesthesia and radiology. The 2nd Turkey-Mauritania Health Week was realized, within the framework of humanitarian and technical assistance activities abroad, in Mauritania on 06-14 November 2014 with participation of Turkish specialists in the fields of general surgery, otorhinolaryngology, plastic surgery, gynecology, anesthesia, radiology, cardiovascular surgery, 2 | IMPLEMENTATION PLAN FOR OIC-SHPA 2014-2023 || THEMATIC AREA 2: DISEASE PREVENTION AND CONTROL | Actions and Activities /Level Timeline Key Performance Indicators Activities Performed by LCC cardiology and burn treatment. During the Mauritania Health Week, a total of 89 surgeries were performed; 412 examinations, 67 interventions and 23 trainings were held. 2. Support OIC-wide awareness programmes and capacity building activities for vaccine preventable diseases (OIC SHPA P.A.2.1.i i) 2.1. Reach out to communities to educate them on vaccines 2.2. With a view to mobilize resources to support the fight against this disease, OIC and Islamic Development Bank (IDB) organized a conference. Dr. Mehmet Müezzinoğlu, Minister of Health of the Republic of Turkey, and the accompanying delegation attended the Fund-Raising Meeting for International Fight with Ebola organized by the General Secretariat of OIC and IDB on 3-6 November 2014 in Jeddah, Saudi Arabia. OIC and IDB signed a Memorandum of Understanding to run a joint program in order to fight with Ebola disease in West Africa. Turkey supported activities against Ebola disease by OIC STRATEGIC HEALTH PROGRAMME OF ACTION 2014-2023 (OIC-SHPA) Actions and Activities /Level Timeline Key Performance Indicators Activities Performed by LCC funding approx. 3.4 million Turkish Liras (roughly 1 million 350 thousand $). 2- Healthcare services for the Syrians were initiated in Reyhanlı district of Hatay on 29 April 2011. According to data of Disaster and Emergency Management Authority (AFAD), there are provisional sheltering centers in 10 provinces and there are 228.405 Syrians as of 8 February 2015. The offered healthcare services are on the same standard as those provided nationwide. There are 6.833.410 polyclinics for the Syrians and 267.181 inpatient treatments, 208.311 surgical interventions and 43.632 deliveries were performed. Among the Public Health Services offered for the Syrians, there are pregnancy care, environmental health services, disinfection, chloramination of water and bacteriologic/chemical water sample analysis, water sanitation, ensuring hygiene and immunization services (routine vaccination services in the established vaccination rooms). Data regarding the services offered by the Public Health Agency of Turkey are provided in weekly reports. 4 | IMPLEMENTATION PLAN FOR OIC-SHPA 2014-2023 || THEMATIC AREA 2: DISEASE PREVENTION AND CONTROL | Actions and Activities /Level Timeline Key Performance Indicators Activities Performed by LCC Immunization services are provided for the Syrian infants and children according to the vaccination calendar in Turkey. However, following the detection of wild polio generation in the samples which were obtained from the suspicious polio cases in Syria and from the cases transferred to Turkey, and after the concurrent confirmation of the WHO, risk assessment was performed and supporting vaccination works were started. To this aim, 5 times mop-up activities were performed. Furthermore, vaccination activities were performed following the risk analyses which were conducted in 6 districts of Istanbul on 5-11 June 2014. According to the data received by the Public Health Agency of Turkey, 3.868.834 local and 309.451 foreign (mostly Syrians) infants under 5 age have been vaccinated so far. Between 5-15 ages, 169.485 locals and 43.590 foreigners (mostly Syrians) have been vaccinated. P.A.2.4: Establishing a Sound Monitoring and Evaluation Framework for Disease Control 4- Support and facilitate South-South collaboration and border meeting between neighbouring countries to control the spread of communicable diseases. 2014-2016 (short-term) a. 7 Number of joint activities for disease control In the prefabricated hospital located in Derebune Camp of North Iraq, a total of 4624 persons – 2429 women and 2195 men- received healthcare services, 129 persons were transferred to hospital and 3314 persons were provided with medication until 04.02.2015. Initiate activities among member countries to increase knowledge and capacity on health policy and health diplomacy; 2014-2016 (short-term) a. Number of projects and training activities carried out at OIC and international level A delegation from the Ministry of Health of Kyrgyzstan paid a visit to our country on 3-6 June 2014 and discussions were made regarding the analysis of Turkish Health System in Ankara. A delegation from the Ministry of Health of Iran paid a visit to our country on 4-6 June 2014 and during the visit, analysis of Turkish Health System and signing of Action Plan on Medical Cooperation were carried out. A delegation from the Ministry of Health of Iran paid a visit to our country on 28 August 2014 and during the relevant discussion, Turkish Health System was analysed. A delegation from the Ministry of Health of Bahrain paid a visit to our country on 14-19 December 2014 and during the relevant discussion, Turkish Health System was analysed. Within the year 2014, health system support was provided to countries including Macedonia, Kyrgyzstan, Iran, United Arab Emirates, Oman, Pakistan, Yemen, Tajikistan, Iraq, Sudan and Bahrain. Delegations from these countries were informed about disease prevention and control involving struggle against communicable diseases, immunization, strengthening of health and fight against tobacco. 2. Facilitate the exchange of know-how, technology and expertise between developed countries and member countries in the early diagnosis of diseases, including the new and relapse cases of tuberculosis; 2014-2023 (long-term) a. 9 Number of meetings and activities carried out at OIC and international level The Ministry of Health of the Republic of Turkey have signed 11 Agreements on Cooperation in the field of Health (Memorandum of Understanding, OIC STRATEGIC HEALTH PROGRAMME OF ACTION 2014-2023 (OIC-SHPA) Actions and Activities /Level Timeline Key Performance Indicators Activities Performed by LCC Protocol, Donation Agreement etc.) with 9 countries. 4 among these 9 countries are Gambia, Pakistan, Kyrgyzstan and Chad which are also member states of the Organization of Islamic Cooperation. Through the Agreements signed, cooperation is carried out on the following fields: Struggle against communicable and noncommunicable diseases Enhancement of maternalchild health, vaccination and reducing maternal-child mortality Health training Management of emergency healthcare services and health services in disasters Strengthening of the infrastructure of health systems Health information systems Hospital management and administration Drug, pharmacy and medical devices Medical tourism 10 | IMPLEMENTATION PLAN FOR OIC-SHPA 2014-2023 || THEMATIC AREA 2: DISEASE PREVENTION AND CONTROL | Actions and Activities /Level Timeline Key Performance Indicators Activities Performed by LCC On 28 February 2014, Sudan-Turkey Nyala Training and Research Hospital with 150 bed capacity was brought into service. .Together with the services of hospital, Sudanese people were provided a sustainable, safe and quality healthcare service and this was the first modern hospital providing tertiary healthcare service in Nyala. Thanks to the hospital, poor patients are provided health care service free of charge and patients do not have to go to other regions or countries because of the lack of relevant treatment in Nyala. On 27 June 2014, Pakistan Muzaffargarh Recep Tayyip Erdoğan Hospital with 70 bed capacity was brought into service. The hospital is the most comprehensive facility in the region with its 2 electronicallyaccessed operation rooms, a morgue and a laundry. Recep Tayyip Erdoğan Hospital which was established on an area measuring around 4.000 square metres together with its garden has turned the region into attraction centre after being brought into service. Turkish doctors are providing training and consultancy service for the hospital within the framework of exchange of experience and technical cooperation. On 24 January 2014, Somali- Turkey Mogadishu Training and Research Hospital with 200 bed capacity was brought into service as well. In this new established hospital, maternalchild health is specified as priority field and it is aimed to reduce maternal child mortality. 12
