LONDON SCHOOL OF HYGIENE & TROPICAL MEDICINE FURTHER PARTICULARS The London School of Hygiene and Tropical Medicine The London School of Hygiene & Tropical Medicine (www.lshtm.ac.uk) is one of Europe’s leading schools of Public Health and a leading postgraduate institution worldwide for research and postgraduate education in global health. Part of the University of London, the London School is the largest institution of its kind in Europe with a remarkable depth and breadth of expertise encompassing many disciplines. The School was ranked one of the top 3 research institutions in the country in the Times Higher Education’s 'table of excellence', which is based on the 2008 Research Assessment Exercise (RAE). In 2009, the School became the first UK institution to win the Gates Award for Global Health. The School’s environment is a rich multicultural one: there are almost 4000 students from 100+ countries following 22 taught masters courses delivered either in London (~650) or through distance learning (~2700), and undertaking research degree training (~400). Over 40% of these students are from non-European countries. The largest growth has been in distance learning students (>40% over 3 years), though the Londonbased student population (where accommodation limits growth) is at its highest level ever. Alumni are working in more than 180 countries. The School has about 1500 staff drawn from over 60 nationalities. There are research collaborations with over 100 countries throughout the world, utilizing our critical mass of multidisciplinary expertise which includes social scientists, clinicians, epidemiologists, statisticians, economists, molecular biologists, immunologists, ophthalmologists, anthropologists, virologists, pharmacologists and nutritionists. At any one time around 100 School staff are based overseas, particularly in Africa and Asia. We have a strong commitment to partnership with institutions in low and middle income countries to support the development of teaching and research capacity. The School has expanded greatly in recent years. Its research funding now exceeds £67M per annum, much of it from highly competitive national and international sources. Organisation and Management There are three academic faculties, one principally concerned with infectious and tropical diseases and two with public health (Faculty of Epidemiology & Population Health; Faculty of Public Health & Policy). Faculty of Public Health and Policy The Faculty of Public Health & Policy is responsible for research and teaching in the policy, planning and evaluation of health programmes and services. Its interests are both national and international, encompassing industrialized, and less developed countries. The Faculty has three research departments: Health Services Research and Policy Global Health and Development Social and Environmental Health Research Each department is multidisciplinary, containing about 50 - 70 academic staff representing medicine, statistics, epidemiology, sociology, economics, anthropology, operational research, psychology, nursing and history. Each department is responsible for its own research. The School has adopted a rotating system of management for its academic departments and faculties. The management of a department is under the control of the Department Head, appointed by the Director for a period of three years in the first instance. The Faculty Head is appointed in a similar manner but for an initial period of up to five years. The Faculty currently has a staff of 26 professors, 8 readers, 33 senior lecturers, 64 lecturers, 102 research fellows and assistants, about 40 computing, administrative and secretarial staff, and a number of honorary staff Department of Health Services Research and Policy The aim of the Department is to carry out research that helps to improve the quality, organisation and management of health services and systems. This extends from establishing what care should be provided and how services should be organised, through assessing the quality of existing services, to how improvements can be brought about. Most of the research is in high income countries and, in particular, the UK. Our staff reflect both the multi-disciplinary (epidemiology, public health, sociology, psychology, economics, statistics, social and public policy) and multi-professional nature of our work (http://www.lshtm.ac.uk/php/hsrp/index.html). Establishing what care should be provided and how services should be organised involves primary evaluative research (on particular health care interventions and policies), reviews of existing research evidence and modelling possible options. In addition to specific projects, we run the Clinical Effectiveness Unit at the Royal College of Surgeons of England, support a similar Department at the Royal College of Obstetricians & Gynaecology, as well as host the Department of Health-funded Health Reforms Evaluation Programme (http://www.lshtm.ac.uk/hsru/hrep/). Further, the Department is home to the Policy Innovation Research Unit (http://www.piru.ac.uk), the Policy Research Unit for Commissioning and the HealthCare System (http://www.prucomm.ac.uk/about-us), and the LSHTM hub of the NIHR School for Public Health Research. The Department is part of the School’s European Centre on Health of Societies in Transition (ECOHOST) (http://www.lshtm.ac.uk/ecohost/) which, in turn, is a major partner in the WHO-funded European Observatory on Health Systems and Policies (http://www.euro.who.int/observatory). Teaching The Faculty of Public Health and Policy is responsible for organizing a one year Master's course in Public Health, which allows students to take a general MSc in Public Health, or to follow one of the following streams: Environment and Health, Health Economics, Health Promotion, Health Services Management, or Health Services Research. The Faculty also jointly teaches MSc Public Health in Developing Countries and MSc Control of Infectious Disease (with the Faculties of Infectious and Tropical Diseases and Epidemiology and Population Health), and MSc Health Policy, Planning and Financing (jointly with LSE). Master's courses are organized in a modular format across the whole School. One of the growing areas of Faculty teaching is in the distance-based MSc in Public Health, introduced in 2005/6. In the current year the Faculty is responsible for about 271 students on the MScs mentioned above, and 545 distance based students. The Faculty has also reorganized and expanded its research degree (MPhil/PhD; DrPH) training, and there are over 100 students registered for a research degree. JOB DESCRIPTION POST: CURRENT GRADE: RESPONSIBLE TO: Project Administrator Professional Support Pathway (PSP) Grade 4 Debby Stanley, Departmental Operating Officer Duties of the Post Research Support To oversee research grant application process and to provide assistance to the Principal Investigators in preparing costings, completing pFACT applications and completing funders’ web-based forms. To maintain records on all research grants held by Principal Investigators. To liaise with the Research Operations Office regarding the award and contract process. To be responsible for monitoring grant budgets and current and overall expenditure; to process expenses, claims and invoices; to liaise with the Departmental Operating Officer and Research Operations Office to maintain expenditure within budgets. To set-up and maintain financial and research record-keeping systems and assist with preparation of financial and progress reports. To provide assistance with the proof-reading and sub-editing of written outputs. Resources Support To participate in departmental staffing including recruitment, contract and funding extensions. To prepare or advise on preparation of recruitment forms, HERA evaluations, advertisements and extensions and amendments to contracts of all project staff, ensuring various deadlines are met. To prepare salary forecasts for staff to ensure that funds are allocated according to work input, and staff have funding continuity. Coordinating duties To contact funding bodies and liaise with external partners and collaborators as required. To coordinate the logistics of workshops and conferences organised by Project Investigators. To manage the diaries of senior staff and make travel bookings as needed. To manage and update the LSHTM publications database and maintain project web pages. Other duties To contribute to matters relating to space planning and allocation within the Department and to assist in planning office refurbishments and relocation of staff. To monitor Research Support Accounts of senior staff, observing the School’s financial regulations and adhering to annual budgets. To attend and minute Department meetings. To participate in school-wide meetings and in other school bodies and working groups as required. To maintain confidentiality on all appropriate matters. To provide cover for other administrative staff within the department as required. Any other reasonable duties or responsibilities requested by the Departmental Operating Officer or the Head of Department. PERSON SPECIFICATION Essential Educated to degree level or equivalent relevant experience. Relevant administrative experience in an academic institution or similar environment. Excellent communication skills, for dealing with staff, students and visitors in a multicultural environment. High standard of IT skills, including knowledge and experience of MS Office packages, spreadsheets, databases, email, electronic work flow systems (e.g. pFACT); web authoring, HTML and CMS skills, and willingness to learn new systems. Experience of managing budgets. Strong organisational skills and an ability to assess priorities in order to manage a busy workload, meet deadlines and initiate action where appropriate. High degree of initiative and the ability to multitask. Good presentation of work with attention to detail. Awareness of the need for, and being able to, maintain confidentiality when necessary. Desirable Some knowledge of Higher Education policy (e.g. employment legislation, the Transparent Approach to Costing (TRAC) and Full Economic Costing (FEC). Accountability The post-holder will be responsible to Debby Stanley, HSRP Departmental Operating Officer, and through them to the Head of the Department of Health Services Research and Policy, the Dean of the Faculty of Public Health & Policy and, ultimately, the Director of the School. Salary and conditions of appointment The appointment is full-time and is available immediately for 1 year. Salary will be on the Professional Support Pathway scale, Grade 4, £27,962 pa (pro rata; inclusive of London Weighting). The post will be subject to LSHTM terms and conditions of service, including membership of the Universities Superannuation Scheme.
