Matthew Taylor is a civil/geotechnical engineer and the Technical Service Area Lead for the Dams Practice
Group for GZA GeoEnvironmental, Inc. He holds a BS in Civil Engineering degree from the University of
Rhode Island and an MS in Civil Engineering (Geotechnical) from Northeastern University. He is a registered
professional engineer in Massachusetts, Maine, Rhode Island, and Connecticut. His dam engineering duties
include dam safety inspections, geotechnical and hydrologic/hydraulic analyses, preparation of Emergency
Action Plans, small hydropower feasibility studies, development of bid packages, preparation of permit
applications, and performance of construction administration for dam rehabilitation and dam removal projects
in the Northeast US. He is a past chair of BSCES GeoInstitute and a member of the Association of State Dam
Safety Officials and the US Society on Dams.

Wendi Goldsmith is founder and CEO of Bioengineering Group, a Salem, MA-based firm whose mission
statement is "Building Sustainable Communities on an Ecological Foundation." She has been a pioneer in the
field of ecological restoration and the application of sustainability principles to site planning, development, and
resource management. Wendi has led R&D programs for DOD developing methods for evaluating and
optimizing renewable energy and efficient and resilient infrastructure and building and site design. Her roles
span planning of large scale infrastructure projects, as well as multi-state watershed management and
restoration projects, and design of stabilization and ecological enhancement treatments for riparian sites
compromised by solid and hazardous waste. She played a lead role on the planning, design, and program
management of the $14 billion post-Katrina Hurricane Storm Damage Risk Reduction System, the first
regional-scale climate adapted infrastructure system in the US. She facilitates interdisciplinary collaborative
design teams in adopting effective climate change adaptation strategies, serving as co-convener of a June
2012 NATO Advanced Research conference on the topic, hosted in Iceland. Wendi has degrees in Geology &
Geophysics and Environmental Studies from Yale University and two Master’s Degrees from the University of
Massachusetts, on in Ecological Landscape Design Plant and one in Soil Science.

Tom Jenkins is an associate principal in the Springfield office of GZA GeoEnvironmental, Inc. GZA employs
approximately 550 engineers, scientists and technical support staff in 26 offices in the United States. Tom
earned his Bachelor of Civil Engineering at the Georgia Institute of Technology and is a registered professional
engineer in Massachusetts and Connecticut. His extensive background has provided both design and
construction experience, with wide exposure to all aspects of civil engineering. His current design and project
management activities focus on plans for land development and projects involving natural and water resource
protection, development, and restoration; flood control; and dam rehabilitation.

Beth Lambert manages the River Restoration Program for the MA Division of Ecological Restoration. The
River Restoration Program has removed 25 dams across the state in partnership with agencies, NGOs,
municipalities, and engineering firms. Beth and her staff have more than 20 projects in the planning
stages. Beth has a BA in geology from Carleton College and an MS in fluvial geomorphology from Oregon
State University. She has more than 15 years’ experience in watershed restoration and monitoring in Oregon,
Alaska, New Hampshire, and Massachusetts.

Lealdon Langley is the Director of the Wetlands and Waterways Program of the Massachusetts Department of
Environmental Protection where he is responsible for the statewide implementation of the Wetlands Protection
Act, the Public Waterfront Act and Section 401 of the Clean Waters Act. Lealdon has worked at DEP for over
25 years having served as Program Director for Watershed Permitting Program overseeing Title 5, the
Groundwater Discharge Permit Program, Water Management Act, Residuals and NPDES; as the Manager of
the Water Management Act Program and in the Southeast Region's Wetlands and Waterways Program.
Lealdon holds a B.A. in Biology from Hendrix College, and studied at the Gulf Coast Research Laboratory.
Lealdon holds a M.A from the Center for Energy and Environmental Studies at Boston University where he
studied environmental science and public policy.

Tom Philbin is a Senior Legislative Analyst at the Massachusetts Municipal Association Resources. He is staffs
the Policy Committee on Energy and Environment and is responsible for tracking and monitoring all energy
and environment legislation in the Commonwealth. Prior to joining the MMA he served as Director of the
Conservation and Recreation Campaign and pushed for increases in the capital and operating budgets at the
Department of Conservation and Recreation. He was also Chief of Staff to Mayor Stanley J. Usovicz in the City
of Salem, Director of Media Relations for the Department of Neighborhood Development in the City of Boston
and Spokesman for Congressman Edward J. Markey. Tom is a graduate of Syracuse University.






